Mission description

Expertise France (EF) is the French international technical cooperation agency, under the joint supervision of the French Ministries of Foreign Affairs and of Economy and Finance. Expertise France designs and implements projects that aim to contribute to the sustainable development of partner countries, responding to the challenges of democratic governance, human rights, sustainable economic development, and stability and security.

 

Expertise France is accredited by the European Commission for delegated management (the ‘six pillars’ audit) and collaborates closely with other international donors such as Agence Française de Développement (AFD), providing technical assistance and managing complex development programmes across sectors.

As part of a broader decentralisation reform, Expertise France has recently established a Country Direction for Jordan and Lebanon. This position will mainly support two projects in addition to close collaboration with the regional communication officer, the projects are as follows:

 

  • Support to Democratic Reforms in Jordan (50% LOE): Funded by the EU, and in partnership with the Netherlands Institute for Multiparty Democracy (NIMD), Westminster Foundation for Democracy (WFD), and French Media Cooperation Agency (CFI). This programme aims at supporting political reform, parliamentary strengthening, political party development, and youth and women's participation in democratic life. It works to promote a more participatory, inclusive, and accountable democratic process to enhance women's and youth's engagement, capacities, and opportunities to participate actively in political and civic life, and strengthen the process of making Democratic Institutions more legitimate and exerting their mandates inclusively and accountably.

 

  • TAKATUF – Gender Equality and Social Cohesion Project (50% LOE): Funded by the Agence Française de Développement (AFD) and implemented in partnership with the Ministry of Social Development (MoSD), the TAKATUF Project supports the transformation of 15 pilot Local Community Development Centres (LCDCs) in Karak, Amman, and Jerash into inclusive social service centres. The project aims to promote gender equality and social cohesion through institutional strengthening, capacity-building, and inclusive community-based initiatives. It fosters partnerships with civil society organisations (CSOs), encourages social innovation, and supports the LCDCs through targeted rehabilitation and equipment to develop sustainable activities for the communities they serve, including both Jordanian nationals and Syrian refugees.

 

These two projects are jointly recruiting a Communications Officer, and the Terms of Reference for the position are being published as part of this coordinated effort to enhance visibility and strategic coherence across programmes.

 

 

The Communications Officer is expected to divide their time between the projects and the field locations, with regular travel to project sites as part of a flexible duty station, ensuring close engagement with teams, partners, and activities on the ground.

 

 

Project or context description

Under the supervision of projects management and, Expertise France regional communication officer, and donors’ communication focal points (EU, AFD, etc.), the Communications Officer will:

 

A. Lead the communication strategy development and implementation

·       Develop and/or implement comprehensive communication plans/strategies for the two projects. Ensure compliance with Expertise France, EU and AFD visibility guidelines,

·       Propose innovative communication approaches to enhance impact and outreach,

·       Identify communication opportunities linked to project milestones, events, deliverables, and on-ground activities.

·       Contribute to the design and implementation of advocacy and awareness-raising campaigns, including behavior change communication.

·       Support the design and use of communication tools that strengthen institutional ownership, internal coordination, and peer learning across relevant project partners and beneficiaries.

 

B. Lead the follow-up on project visibility and materials development

  • Draft and produce high-quality communication content, including press releases, newsletters, social media posts, infographics, brochures, reports, videos, and knowledge products.
  • Manage the production of visibility tools such as banners, roll-ups, templates, and giveaways in coordination with procurement and logistics teams.
  • Coordinate the design of communication tools and collaboration with external service providers.
  • Provide guidance and support to partners in producing communication content that aligns with brand identity and donor requirements.
  • Develop communication materials and tools that promote the role of institutional partners in project implementation and help anchor project outcomes within national structures.
  • Proactively identify and propose institutional communication opportunities related to high-level meetings, visits, or public appearances in Jordan involving the Country Director or other senior leadership.
  • Monitor key dates such as international observances, Jordanian national days, and relevant sectoral events to develop timely and strategic communication content.

 

C. Social Media & Digital Outreach

  • Maintain active social media presence for projects on the regional social media platforms in collaboration with the regional communication officer.
  • Design and rollout tailored social media campaigns adapted to different audiences to amplify the project's impact and outreach.

 

D. Lead communication support for activities and events

  • Lead communication aspects of project activities (launches, conferences, field events, campaigns, stakeholder meetings).
  • Support event organisation by preparing materials, coverage plans, press releases, and visibility actions.
  • Provide templates, design guidance, and communication support to project staff and partners.
  • Provide coaching and ongoing capacity building to project staff and stakeholders.

 

E. Lead communication-related coordination, reporting, and stakeholder engagement

  • Act as a focal point for donors, managing approvals for communication materials and other communication-related issues.

 

  • Manage media relations (local and regional media), including invitations and follow-up.
  • Collect communication data from partners, ensure harmonized messages, identify synergies and collaboration opportunities, and ensure no overlap in communication activities.
  • Draft communication sections of progress reports to donors.
  • Organize regular meetings with implementing partners’ communication focal points.
  • Support the MoSD’s stewardship, networking between LCDCs, and institutional ownership through the TAKATUF Project.

 

F. Contribute to the monitoring, evaluation, and learning of the projects

  • Develop and track communication KPIs for the two projects.
  • Monitor the effectiveness of communication activities, as well as document lessons learned, impact, stories of change, and good practices.

Required profile

Education / Qualification

  • University degree in Communication, Journalism, International Relations, or a related field.
  • Fluency in English and Arabic (written and spoken).
  • Excellent writing, editing, content creation, and public relations skills.
  • Strong intercultural communication skills.

 

Professional Experience

·       5 years of experience in communication; preferably in an international and multi-cultural environment.

·       Experience in the public/institutional sector and/or international cooperation/development assistance;

·       Experience in working with EU-funded programmes/ EU communication activities is a must.

·       Proven experience in organising international events and multichannel communication campaigns.

·       Proven capacity to interact with a variety of stakeholders is desirable.

·       Proven technical capacities to build infographics, and knowledge of Adobe Creative Suite (esp. Final Cut, Illustrator, Photoshop, Canva, and InDesign) is highly desirable.

·       Ability to take high-quality, professional photos/videos in various settings, and basic photo editing is desirable.

·       Capacity to identify strong stories and adapt communication styles to different audiences.

·       Strong drafting and analytical skills combined with sound judgement, rapid grasp of problems, and the capacity to identify issues and solutions

·       Ability to build positive relationships, work independently, and take initiative.

·       Ability to handle critical matters with diplomacy and discretion.

·       Ability to communicate clearly on complex issues and the capacity to perform with accuracy and in a flexible manner a diversity of tasks in a complex institutional environment
