The F&A Manager will report to the Project Team Leader. In close collaboration with the other members of the Project Management Unit, he/she will have the following key responsibilities.
1) Administrative and financial management of the project
In accordance in Expertise France’s procedures, he/she will:
• Participate in the design of management tools, including the administrative, tax and financial procedures manual;
• Independently manage the project's bank accounts and the project's cash fund (draw up payment orders, draw up and keep the accounts journal, etc.);
• Prepare payments: prepare Expertise France payment orders, enter expenditure in the financial monitoring system, monitor payments and archive documents;
• Consolidate financial monitoring, monitor budget consumption and ensure compliance of commitments;
• Ensure internal and external financial and accounting reporting;
• Participating in the definition of financial forecasts;
• Carrying out the project's annual financial and accounting closures;
• Organising and assisting the project's audit missions, and ensuring that the recommendations of previous audit missions are implemented;
• Ensure the administrative management of the project's staff, premises, equipment and any vehicles;
• Ensure the HR and administrative management and monitoring of the project's experts (preparation of contracts, monitoring of time sheets, receipt of deliverables, payments, etc.);
• In liaison with the Grants offircer, ensure the financial monitoring (verification and compliance of expenditure) of grants to partners and winners of the call for projects.
2) Procurement and contracting
In close collaboration with the Project Officer based in EF headquarters in Paris, as well as the Grant Officer and the Administration & Logistics Officer, he/she will:
• Elaborate & monitor the procurement plan for grants, services, goods and supplies;
• Elaborate the administrative part of the tender documents (the technical part will be drawn up by the TL & DTL);
• Monitor the publication of contracts in accordance with the procedure;
• Participate in the process of selecting service providers and awarding contracts;
• Prepare the terms of reference for the various tender evaluation and contract award committees (role and list of members);
• Monitor the contractual performance of contracts;
• Produce a monthly status report on contracts and contribute to the procurement aspects of the project's financial monitoring report.
3) Administrative, financial and logistical data quality control
• Checking and updating the programme's administrative, financial and logistical data for the programme management, head office and the donor (reporting);
• Ensure the archiving of the programme's administrative, financial and logistical data;
• Prepare and monitor audits, and implement and monitor action plans resulting from audits.
4) Team management
The F&A Manager will directly manage the Grant Officer and the Administrative & Logistics Assistant. As such, he/she will:
• Supervise, mentor, and coordinate the work of the Grant Officer and the Administration & Logistics Assistant;
• Facilitate teamwork, performance management, and capacity building within the administrative unit;
• Supervise the secretariat for the committees and elaboration of the minutes of the bid evaluation and contract award (to be established by the Admin & Log Assistant);
• Supervise the elaboration contracts between the project and the selected grants beneficiaries (to be established by the Grant Officer);
• Supervise the administrative aspects of calls for proposals (grants) and evaluation committees;
• Supervise the provision of information to partners and successful applicants concerning the financial management system, the grant application process and compliance with donor regulations.

The Western Indian Ocean (WIO) region encompasses a vast expanse of ocean, stretching from the eastern coast of Africa to the islands of the Indian Ocean, including the Seychelles, Comoros, Mauritius, and Madagascar, as well as the coastal waters of Djibouti, Kenya, Mozambique, Tanzania, and Somalia. The region includes both the marine and coastal areas of these countries, encompassing a total surface area of approximately 330 000 km2. The WIO region is recognized as a global biodiversity hotspot, home to diverse ecosystems such as coral reefs (≈15,180km2, i.e. 5,85% of world’s total), mangroves (≈745,518ha, i.e. 5% % of world’s total), seagrasses, and coastal wetlands.
However, these ecosystems are currently being jeopardized of severe deterioration due to a number of factors making sustainable management essential for maintaining their benefits to the economy and food security of the region, such as coastal development, climate change and ocean acidification, pollution (land-based and marine) overfishing and invasive species, among others.
The European Union (EU), share significant strategic, environmental, and economic interests with the Western Indian Ocean (WIO) region in the conservation of marine and coastal ecosystems. Taking into account this context, the eu has developed its Action around three complementary components to provide a structural and integrated response to the challenges encountered by the WIO region, under the Sustainable Western Indian Ocean Programme (SWIOP):
1. Ocean governance: This component will be implemented by the UN Environment Programme (UNEP), the European Fisheries Control Agency (EFCA) and IOC.
2. Investment into a sustainable blue economy: This component will be implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).
3. Improving ocean ecosystem resilience and blue carbon capture: This component will be implemented by Expertise France.
Expertise France (EF) is the French public agency for international technical cooperation. EF operates in the WIO region to support sustainable development, regional integration, and environmental governance. Through various programmes and partnerships, the agency contributes to strengthening institutional capacities, promoting marine and coastal conservation, and enhancing resilience to climate change across WIO countries.
The project SWIOP led by Expertise France will contribute to the following 3 Outcomes of the SO3 of the EU Action:
• Outcome 3.1: Management of transboundary areas and ABNJs to support ocean conservation initiatives improved;
• Outcome 3.2: Nature-based solutions (NBS) to prevent regional ecosystem degradation and/or restore degraded coastal and marine ecosystems implemented; and
• Outcome 3.3: Learning, research, outreach and knowledge of marine and coastal science improved.
These three outcomes will work in synergy to enhance the resilience of coastal and marine ecosystems in the WIO region. Transboundary management and marine special planning ensures collaborative protection of ecosystems across borders and beyond, nature-based solutions focus on practical restoration and prevention measures for ecosystems, and improved scientific knowledge underpins effective and adaptive management. Collectively, these actions will contribute to preserve and enhance the blue carbon capture function of marine and coastal ecosystems in the region, contributing to both environmental sustainability and climate change mitigation.
Academic qualification
• Bachelor or Master’s degree in Finance, Accounting, Business Administration, or related field.
Professional experiences
• Minimum of 10 years of professional experience in financial and administrative management, preferably in environmental, international, or development projects;
• Demonstrated experience in grant and procurement management;
• Successful experience of working in a multidisciplinary project team;
• An experience of working on EU-funded project would be appreciated.
Competences & skills
• Strong organizational and communication skills;
• Analytical and problem-solving abilities;
• Proven capacity to manage and mentor staff;
• Excellent knowledge of financial software (ATLAS, SAP, SAGE, CIEL, TOMPRO, etc.) and MS Office;
• Good knowledge of the European Union procedures, including project financial management, procurement, and reporting requirement;
• Knowledge of funding mechanisms (public procurement, grants, contracts) and international cooperation tools, particularly those of the European Union;
• Knowledge of the audit processes of the main donors – including the EU – and proven ability to ensure high-quality financial and administrative monitoring;
• Integrity, transparency, and attention to details.
Languages
• Fluency in English and Portuguese (both spoken and written) is mandatory.
• Proficiency in French is highly desirable.
