Tasks description:
Recognized for their solid technical expertise and in-depth knowledge of European administrative systems, the Expert will act in the project intervention areas using an approach consistent with the Expertise France methodology. He/she will be involved in the strategic orientation of the project, the adjustment of the action plan, mobilization of stakeholders and the quality assurance of all deliverables.
She/he will also provide direct advice, especially in the form of research and analysis reports containing proposals for action.
The expert is responsible for ensuring the delivery of the outputs as described in the Detailed Project Description. In addition, the expert holds responsibility for the production of the final outputs with which she/he is directly assigned.
Deliverables:
In addition, the expert shall submit:
1. Concept notes for each of the outputs, clearly indicating the type of support, timeframe, content of the deliverable(s) and expert inputs (as and if appropriate),
2. Mission plans for international and local grantees, as appropriate, and review of the grantees' study visit reports prior to submission to Expertise France,
3. Coordination meetings - external (CME) minutes, documentation (when required),
4. Working group meetings agendas, documentation and reports,
5. Ad-hoc meetings documentation and reports,
6. Inputs for the Progress Reports and the Final Report,
7. Contribute to the development of the methodological framework and analytical tools for monitoring and measuring results throughout the project.
The Public Administration Cooperation Exchange (PACE) is a central action of the Commission Communication on Enhancing the European Administrative Space (ComPAct) and its Pillar 1, the Public Administration Skills Agenda.
Its primary objective is to strengthen cross-border cooperation, and support Member States in improving their administrative capacity for implementing EU law. It provides guidance on the identification, analysis, and potential adoption of best practices, in accordance with the specific needs and institutional capabilities of each participating country across the European Union.
Required profile
A postgraduate degree in Information Systems, Digital Public Administration, Political Science, Public Policy, European Studies or equivalent professional experience.
A strong academic background and a proven professional track record in digital transformation of public administrations and the coordination of European or international cooperation projects in the field of e-government.
Professional experience
- At least 7 years of experience in technical cooperation with public administrations in national, European or international contexts in the field of IT or Digital Transformation consulting.
- Participation in at least two EU-funded or internationally funded projects focused on digital government reform, public sector innovation, or administrative modernization.
- Proven experience in coordinating institutional study visits and peer learning processes between public institutions.
- Proven analytical, research and reporting abilities in English
- Technical knowledge and practical experience in one or more of the following areas:
· Shared digital government services and interoperability (e.g. Single Sign-On systems).
· Artificial Intelligence applied to public communication and citizen services.
· Open data coordination, accessibility standards, and e-identification systems.
· Digital public service design and transformation methodologies (including agile implementation, user-centric design, and green digitalisation).
· European policies related to digital governance, innovation ecosystems and Regulation 2.0.
- Proven ability to translate European digital priorities into national or local action plans, while ensuring compliance with legal and institutional frameworks, and adapting to different administrative cultures and capacities.

Place of performance
The Expertise France team will be based in Paris, the expert may work remotely or on the premises of other stakeholders and relevant ministries, as required and in agreement with the project manager (travel within Europe may be necessary).
Working language(s):
The working language of the project is English. Excellent report writing skills in English is an absolute requirement. Working knowledge of French will be considered an advantage.
