Under the hierarchical supervision of the Team Leader, the Communication and Engagement Officer will play a strategic role in designing, implementing and steering the communication and visibility of the AEDIB 2.0 project in Sub-Saharan Africa. He/she will be responsible for driving high-impact communication efforts to position AEDIB 2.0 as a flagship initiative in digital innovation and green transition.
The officer will promote the project's activities among a wide array of targets including African authorities and counterparts, entrepreneurs, ecosystem leaders, media and the general public both in Africa and Europe. He/She will work closely with the EU Delegation and the Digital for Development (D4D Hub) communication focal points to ensure strategic coherence, alignment and visibility.
This position is based in Kigali, Rwanda and may include frequent travels within the region.
The Communication and Engagement Officer will handle the following tasks:
1. Communication Planning and Strategy:
· Lead the development and oversight of the project’s multi-country communication strategy
· Produce and manage the communication plan and budget with a focus on strategic alignment and measurable outcomes, in line with EU, Expertise France, and D4D Hub guidelines
· Advise and support the implementing agencies with tailored communication approaches adapted to local and regional contexts
· Ensure alignment with advocacy, stakeholder engagement and policy dialogue goals
2. Digital Communication and Social Media:
· Supervise the management of digital platforms (social media, website), ensuring consistent and high-quality content production
· Define and oversee content strategies that reflect the project's core values and messages
· Design and coordinate digital campaigns aimed at high-level visibility and stakeholder engagement
3. Content and Media Coordination:
· Coordinate and guide the development of coherent communication materials based on needs and event formats (brochures, leaflets, banners, etc.)
· Develop and manage strategic relationships with key media outlets and opinion leaders across Sub-Saharan Africa and Europe
· Guide the production of media content and press materials with a focus on strategic storytelling and impact
· Steer the development the project's audiovisual activities, including filming and creating video reports and animations in collaboration with service providers
4. Event Management Coordination:
· Establish a comprehensive framework for planning and organization of event-related activities linked to the project
· Define visibility objectives and strategies for key events and milestones
· Coordinate and organize events in line with the overall valorization strategy, including managing service providers at national and international levels
· Support the project team in effectively implementing the communication strategy during occasional events
· Ensure the communication and visibility of events and project activities is efficient and in line with EU, Expertise France and D4D Hub guidelines
5. Stakeholder engagement and coordination:
· Ensure strategic alignment of communication with stakeholder engagement efforts
· Work with project beneficiaries to highlight success stories, innovation and impact
· Facilitate internal knowledge sharing within the PMU and with implementing partners
· Monitor and update internal dossiers such as the photo library and video library
· Ensure beneficiaries comply with the project's communication rules
· Ensure smooth internal communication within the Expertise France team
· Ensure coordination of communication activities with EF HQ communication department, other related French institutions (such as AFD, French embassy, etc.),the EU and the D4D Hub
6. Oversight of Providers and Regional Communication Ecosystem:
· Manage a network of subcontractors which may include web agencies, graphic designers, and event producers in Sub Saharan African countries
· Ensure public and press relations with a wide range of stakeholders in Africa, including high-level officials, prominent businessmen, and entrepreneurs
7. Monitoring and Evaluation:
· Define and implement KPIs and M&E systems to measure the performance of communication activities
· Provide monitoring and evaluation of the project's communication activities (including activity reports, web metrics, audience statistics, press coverage, etc.)

AEDIB 2.0
African European Digital Innovation Bridge (AEDIB 2.0) is an ambitious regional project that aims to strengthen digital transformation and the green transition between Africa and Europe, with the long-term goal of creating a single market for digital innovation between the two continents. It seeks to position the EU as a key partner for Africa by developing digital businesses, supporting innovation, and building on existing partnerships between the two regions.
The Overall Objective of the Action is to strengthen digital transformation and the green transition in Africa through enhanced partnerships for digital entrepreneurship and innovation in order to integrate them into the sustainable development strategies of African countries.
Consequently, three Specific Objectives (outcomes) have been defined as follows:
Consortium structure and key partners :
The project is jointly implemented by six European development agencies and financed by five European donors.
Expertise France leads the consortium and is responsible for the Project Management Unit (PMU), which oversees all project components and ensures coordination among the implementing partners.
The project is scheduled to run from May 1st, 2025, to November 30, 2029 (55 months).
DESIRED PROFILE
· Bachelor’s degree in Communications, Marketing, Public Relations, Journalism, or a related field
· At least 5 years of experience in a communication role, preferably within international development or a similar sector
· Proven experience managing high-level communication strategies and campaigns in multicultural environments
· Excellent written and verbal communication skills in English, French, Knowledge of local languages
· Experience in managing social media platforms and digital marketing campaigns.
· Ability to create compelling content for various channels, including social media, websites, and newsletters
· Strong project management skills with the ability to handle multiple tasks and meet deadlines
· Experience with website management, including CMS platforms like WordPress.
· Knowledge of media relations and experience in handling press inquiries and drafting press releases
· Ability to work both independently and as part of a team in a multicultural environment.
· Strong interpersonal skills with the ability to build and maintain relationships with stakeholders at various levels
· Creative thinking and problem-solving abilities
· Availability to travel frequently within Africa and internationally
· Flexibility and adaptability to changing environments and priorities
