Mission description

Expertise France is the French international technical assistance agency, created from the merger of the six main French public implementing agencies on 1 January 2015, in order to enhance capacities to mobilize technical expertise, making it possible to address the growing needs of emerging and developing countries more effectively. Under the joint supervision of the Ministry of European and Foreign Affairs and the Ministry of Economy, within the AFD GROUP, Expertise France aims at participating in French cooperation and development aid through a wide range of interventions in areas such as sustainable development, economic development, public finances, governance and human rights, social protection and employment, health, and issues of stability, safety and security.

 

Expertise France has been present in Jordan for 10 years and, since January 2025, has strengthened its presence in the country through the establishment of a Jordan–Lebanon Country Office.

Project or context description

Expertise France (EF) is implementing a technical assistance project funded by the French Development Agency (AFD) to support the inclusive reform of Jordan's civil service. The Civil Service Human Resources Strategy 2023-2027 constitutes a foundation for supporting the implementation of the Public Sector Modernization Roadmap (PSMR) as approved by the Jordanian government in 2022.

 

The human resources pillar is considered a key element for implementing the Public Sector Modernization Plan in line with other reform paths. The aim of the HR management reforms is to increase the productivity and efficiency of the civil service, in the interests of a stronger and more effective public service.

 

In line with the Development Policy Loan (DPL) funded by the AFD, the objective of this technical assistance project is to support key Jordanian institutions in designing and adopting the measures needed to successfully modernize the Public Sector - in particular those introduced by the new legal framework adopted in 2024, with a focus on HR management and on integrating professional equality into the public human resources management cycle.

 

·       Component 1: Strengthening the institutional and strategic capacities of leading public institutions coordinating the implementation of the roadmap for modernizing Jordan's public sector;

o PMIO's strategic monitoring of the PSMR is strengthened;

o Inter-ministerial coordination linked to the implementation of the PSMR is improved;

o Key institutions which mandates are linked to ensuring qualitative reporting of data with a particular focus on professional equality are supported.

 

·       Component 2: Supporting an inclusive and efficient civil service through the effective implementation of human resources reform that integrates professional equality.

o HR teams of key institutions responsible for the implementation of the HRM by law, directives and instructions increased their knowledge;

o A community of practice aware of the challenges of professional equality in HR management is created;

o Key public institutions' capacities in terms of professional equality are strengthened.

Mission objectives

 

Under the supervision of the Country Director, the Project Manager is responsible for the overall leadership and strategic direction of the project, as well as s/he is accountable for the operational and financial management of the project and overall achievements. S/he will ensure timely and quality delivery of both project components, recruit and manage the expert team, and serve as the primary liaison with Jordanian partners (notably MoPIC, PMIO, SPAC, IPA, DoS), and the donor (AFD).

 

Main responsibilities

 

Strategic and operational planning:

·       Lead and structure the inception phase of the project in close coordination with MoPIC and key stakeholders to ensure a shared understanding of project objectives, deliverables, and timelines.

·       Monitor and update the project's logical framework, implementation calendar, and monitoring and evaluation framework based on the needs of the project in collaboration with the PSU and Headquarters.

·       Coordinate a participatory approach involving partners, beneficiaries and other relevant stakeholders in the definition of priorities and target institutions/units for capacity building activities.

·       Ensure that project planning is responsive to the evolving political and institutional context, particularly in light of the HRM Bylaw and national strategic documents (e.g. PSMR, National Strategy for Women).

Project management and implementation:

·       Formulate the ToRs for each activity and coordinate with the PSU to facilitate recruitment and mobilization of expertise.

·       Implement activities respectively in line with the operational plan and in compliance with EF's internal administrative, security, legal, and financial procedures.

·       Oversee the quality, coherence and delivery schedule of key outputs, such as assessments, training modules, gender audits, studies, and tools etc.

·       Ensure that budget planning is consistent with operational planning with regular review of commitments, disbursements, and budget forecasts in collaboration with the PSU

·       Ensure the completion of internal tools for coordination and monitoring in a timely manner (such as the workplan, monthly financial forecasts, procurement plans, and risk matrix etc.)

·       Prepare interim and final activity reports in accordance with contractual deadlines and modalities, prior to submission to the Country Director for validation.

·       Ensure good and sound collaboration with EF Support Services Unit in Amman, ensuring relevant services have all necessary inputs for smooth execution (procurement, logistics), internal financial reporting (financial monitoring, forecasts, and budget closures) and external financial reporting to the donor.

·       Anticipate and manage project risks and challenges, proposing mitigation strategies in collaboration with the PSU and EF HQ.

Institutional and stakeholder coordination:

·       Represent the project before Jordanian authorities, the AFD, and other development partners, ensuring political buy-in and strategic alignment.

·       Participate in coordination and technical meetings representing EF and the project (including partners) in relevant meetings/working groups on relevant topics in Jordan.

·       Organize and coordinate governance bodies of the project (e.g., steering committee, technical working groups), ensuring effective dialogue and decision-making.

·       Contribute to the visibility and external communication of the project through the preparation of events, presentations, and public materials.

·       Maintain strong working relationships with key institutional stakeholders (MoPIC, PMIO, SPAC, IPA, JNCW, DoS) and ensure alignment with ongoing sectoral reforms.

·       Ensure the project's complementarity with other national and regional initiatives in the same thematic area and foster synergies;

·       Identify potential opportunities for additional support or funding sources.

Technical expertise on civil service reform and professional equality:

·       Act as a sounding board and counterpart for institutional partners during the development of methodologies, training content, and policy guidance.

·       Provide direct technical inputs, review and validate deliverables from technical experts to ensure alignment with Jordanian reform frameworks, needs of national counterparts and project objectives.

·       Engage with institutional counterparts on the interpretation and operationalization of civil service reform provisions, and support, when relevant, the development of policy recommendations and tools to ensure the sustainability of these reforms.

Team management and internal coordination:

·       Recruit and supervise a multidisciplinary team of experts in coordination with the Support Services (HR and Procurement) and, when necessary, with headquarters.

·       Lead regular team meetings and internal coordination sessions to monitor progress, ensure consistency, and resolve operational issues.

·       Define objectives and performance criteria for each recruited expert, based on the Terms of Reference previously developed.

·       Actively contribute to the daily functioning of the Country Office by attending regular team meetings, cross-functional collaboration, and encouraging synergies between teams and projects

Additional information

·       Master degree in public administration, political science, international relations, or a related field

·       Proven experience (10 years minimum) in managing international cooperation projects related to governance, public administration and/or professional equality – from planning to reporting

·       Expertise on gender or professional equality, with the ability to critically analyze and address gender-related challenges in the administrative field

·       Solid understanding of civil service reform and human resources management

·       Previous experience in managing a team of experts (national and international) – from recruitment to validation of deliverables

·       Previous experience in delivering or coordinating the delivery of high-quality capacity-building programs, workshops, and training sessions under tight deadlines

·       Proven ability to cooperate and negotiate with local and institutional partners as well as government representatives

·       An excellent understanding of the Jordanian context (political, socio-political, and socio-economic) and the workflow of its State Administration

·       Previous experience in Monitoring and Evaluation: logical frameworks tools and follow up of indicators achievements

·       Good knowledge of donor procedures required is an asset (AFD)

 

Skills:

·       Excellent proficiency of Arabic and English, both oral and written, essential – French is a plus

·       Strategic thinking, leadership, and diplomacy

·       Strong skills in political dialogue and inter-institutional coordination

·       Ability to work in a collaborative and agile manner with team members and with multiple stakeholders at various levels from national to sub-national and community levels

·       Proactive, stable and robust character and a good team player

 The signature of the work contract is pending on the signature of the main contract between Expertise France and the donor.
