Mission description

As part of its future action to implement the project, Expertise France need  an Execitive  Assistant Manager. Under the managerial responsibility of the Administrative and Financial Manager and in the direct collaboration with the Project Director and the Deputy Director, the executive Assistant will play a strategic role for the managers of the WASOP project.

The executive assistant will evolve in a demanding and dynamic environment. A daily partner, he or she ensures optimal management of the agenda, scheduling appointments, preparing correspondence, and operational support for the Management, and contributing to all administrative or logistical activities of the projet office. The position requires good written and oral skills in French, English, and Portuguese. Below are the main activities to be carried out (not exhaustive):

 

A.    Writing in French, English, and Portuguese

• Prepares project correspondence and invitation letters;

 • Assists in editing and proofreading the written content of the project management.

 

B.    Organization and management of the agenda

• Coordination and planning of project management meetings ;

• Transmission and follow-up of invitation letters with project partners;

• Organization of management missions (mission order, flight ticket acquisition, logistics, hotel reservations, agenda preparation, mission reports, etc.);

• Preparation and updating of contact lists.

 

C.     Information and first-level assistance and reception

• Interface with project partners and the top management of the project;

• Provide general information to project visitors and partners;

• Respond to or direct requests for general information;

• Prepare out-of-office or welcome messages depending on the level of  activity periods.

 

D.    Physical and telephone reception

Welcoming and orienting visitors, partners, and service providers to the various services / contacts within the team.

• Answering phone calls and directing them to the relevant contacts

.• Managing the reception register and recording visits.

 

E.    Management of meeting rooms

• Plan and organize the different project meetings;

 • Prepare the online meeting links;

• Ensure the preparation of the rooms (cleanliness, equipment, documentation, refreshments if necessary);

• Ensure the smooth logistical running of the scheduled meetings.

 

F.     Administrative support

• Receive and distribute incoming mail;

• Occasionally collaborate with the administrative team for filing or printing tasks; • Prepare the management's expense reports;

•Filing and archiving.

 

Project or context description

The "West Africa Sustainable Ocean Programme" (WASOP), funded by the European Union with €59 million, aims to improve the sustainable and integrated use of ocean resources in West Africa by stimulating inclusive economic growth. This 5-year program covers 13 West African countries: Cape Verde, Mauritania, Senegal, Gambia, Guinea, Guinea Bissau, Liberia, Sierra Leone, Ivory Coast, Ghana, Togo, Benin & Nigeria.

 

The program is divided into three pillars:

  • Pillar 1: Strengthening ocean governance in West Africa;
  • Pillar 2: Supporting an innovative and sustainable blue economy;
  • Pillar 3: Strengthening marine and coastal resilience.

Each pillar of the program is coordinated by a European Union Delegation (EUD): Ghana and Senegal for Pillar 1, Cape Verde for Pillar 2 and Senegal for Pillar 3. The 13 EUD in the beneficiary countries are also stakeholders of the program.

Pillar 1 is implemented by FAO, EFCA and the two sub-regional fisheries commissions (SRFC and FCWC), while Pillar 3 is implemented by IUCN. The programme is conducted in partnership with ECOWAS.

Expertise France is in charge of the implementation of Pillar 2 "Supporting an innovative and sustainable blue economy" and the overall coordination of the program. An envelope of €28.5M is allocated to Pillar 2, with the objective to provide the technical services and expertise necessary for the development and implementation of sustainable blue economy in West Africa.

The four expected outcomes of Pillar 2 are:

-       R1: the WASOP is implemented efficiently thanks to a coordination system

-       R2: services of thematic expertise and technical support to stakeholders are provided;

-       R3: the selection and implementation of pilot actions in the sustainable blue economy are carried out;

-       R4: WASOP communication activities, including awareness raising activities on the potential of blue economy, are implemented.

A project team, based in Praia in Cape Verde, manages the activities delegated to Expertise France. Their missions will be: (i) the definition and implementation of the intervention strategy, (ii) the implementation of the communication and visibility strategy, and the monitoring-evaluation system and (iii) the administrative and financial management of the project.

The project team is notably composed of:

-       Of a management team: Project Director, Deputy Director;

-       From an operational team:

o   Coordinator for Monitoring, evaluation, accountability and learning (R1) (Present job description)

o   Technical Assistance Coordinator (R2),

o   Grants Coordinator (R3),

o   Communication Coordinator (R4), etc. 

-       Of a support team: Administrative and financial manager, Procurement officer, Accountant, Assistant, etc.

 

 

Required profile

A.    Training

BTS or bachelor degree in secretarial, communication, reception, administration, or equivalent.

B.    Experience

Successful experience of at least 1 to 2 years in a position as an executive assistant or equivalent in a development project, or in an international organization or a multinational company.

• Work experience in several countries, particularly in West Africa at the regional level, is a major advantage.

• Experience within multidisciplinary and multicultural teams.

 

C.    Skills

 

• Good writing skills in French, English, and Portuguese;

• Excellent communication skills in French, English, and Portuguese;

• Proficient in office tools (Excel, Word, PowerPoint, Outlook) and remote collaboration tools (Teams, SharePoint, ZOOM, etc.) and digital archiving (SharePoint, Google Drive, etc.);

• Interpersonal skills and sense of diplomacy;• Organization, punctuality, and discretion;

• Adaptability and proactivity;

• Good listening and adaptability skills.

• Proven abilities in organization, rigor, and prioritization management;

• Ability to integrate into a multicultural environment and work in a team.
