Mission description

Under the supervision of the Project Lead, the Knowledge Management and MEAL Officer is responsible for designing and implementing the MEAL system for the project "Regenerative nature-based tourism development". This includes knowledge management activities, learning and capitalisation, and overseeing the project’s methodological framework.

The position is part of the Project Management Unit (PMU) and is based in Paris.
The Lead works closely with the PMU team (Project Lead, Project Officers, Finance and Admin Officer, Project Assistant), the technical team and the Project Support Unit in Colombia, as well as with the teams of AICS in Bosnia and GIZ in Botswana.
Regular coordination is also required with Expertise France’s HQ MEAL team.

The position requires strong autonomy, rigour, and excellent interpersonal skills suited to a European, international and multicultural environment.

Monitoring and Evaluation
The Knowledge Management and MEAL Officer will work under the supervision of the Project Lead and in close collaboration with the three Local Team Leaders (Colombia, Bosnia, Botswana):

  • Develop and implement the MEAL strategy and framework, in line with Expertise France’s standards and the project’s objectives;
    • Review the logical framework and harmonize indicator reporting across teams (PMU and field teams);
    • Design a reporting plan, schedule, and tools;
    • Produce evidence for analysing project outcomes and impacts, and ensure compliance with contractual obligations;
    • Ensure data quality, protection, and proper archiving;
    • Recruit and supervise MEAL experts as needed;
    • Lead the evaluation of capacity-building activities and oversee external expertise as required;
  • Provide methodological support and training to internal and external stakeholders on MEAL strategy, tools, and frameworks;
  • Deploy required tools and expertise as necessary;
  • Organise external evaluations (mid-term and final), including ToRs drafting, evaluator selection, and supervision.

Accountability

  • Lead the consolidation of technical reports for the European Union, in collaboration with field teams;
  • Ensure timely reporting in line with EU deadlines.

Learning and Capitalisation

  • Develop a learning and capitalisation strategy for the project;
  • Identify capitalisation needs with team members and draft ToRs for hiring external providers;
  • Supervise selection processes and contracting of external service providers for capitalisation;
  • Promote cross-learning and good practices by facilitating communities of practice and exchanges among field teams;
  • Lead internal capitalisation exercises, monitor outsourced assignments, and oversee the production and dissemination of deliverables;
  • Propose and supervise the development of various external capitalisation materials (toolkits, best practice guides, case studies) in diverse formats (videos, written, podcasts, etc.);
  • Ensure visibility and dissemination of capitalization outputs, including at international events and with relevant tourism stakeholders.

Cross-cutting Output Management: Global Mechanism
One transversal project output aims to define and implement a global mechanism, serving as a methodological framework, coordination system, and evolving learning tool. The Knowledge Management and MEAL Officer will:

  • Define and ensure coherence of diagnostic and stakeholder dialogue activities in the three pilot regions;
  • Develop, formalise, and update the project’s methodological framework;
  • Recruit and coordinate experts to support this framework;
  • Ensure consistency and methodological alignment across regions throughout project implementation.

Project or context description

This EU-funded project is implemented by a consortium led by Expertise France, in partnership with AICS (Italian Agency for Development Cooperation) and GIZ. With a total budget of €10 million (including €4 million managed by Expertise France), the project aims to make nature-based tourism more ecological, competitive, and inclusive.

Specific Objectives:

Improve the environmental and business performance of nature-positive MSMEs, especially those led by women and located near biodiversity-rich protected areas;

Strengthen an enabling business environment for such MSMEs by reducing inequalities and improving integration into global value chains.

Geographic Scope:

  • Colombia (led by Expertise France)
  • KAZA Region in Southern Africa (led by GIZ, based in Botswana)
  • Bosnia and Herzegovina (led by AICS)

The project will support nature-based regenerative tourism MSMEs through technical assistance, tailored financial mechanisms, and facilitation of their integration into the global tourism value chain—particularly through matchmaking with European tour operators.

An initial phase will include diagnostics and stakeholder consultations to define local intervention frameworks. A key deliverable is the development of a methodological guide to support nature-based tourism MSMEs, to be shared through local, regional, and multilateral events.

Required profile

Qualifications & Skills

  • Master’s degree or equivalent in international cooperation, statistics, econometrics, development economics, or political science;
  • Strong understanding of international project management and MEAL processes, particularly in EU-funded, multi-country or multi-donor settings;
  • Proven ability to design, adapt and update complex methodological frameworks;
  • Proficiency in digital tools for data collection, analysis and visualization;
  • Preferable thematic knowledge: private sector development, value chains, biodiversity protection;
  • Excellent writing skills (reports, notes, strategies) and a pragmatic approach to tool development;
  • Facilitation and presentation skills for group work and workshops;
  • Strong interpersonal skills in a multicultural environment;
  • Fluency in French and English required; Spanish is a strong asset.

Professional Experience

  • At least 8 years of experience in international development or cooperation projects, with 5+ years specifically in MEAL;
  • Demonstrated experience in knowledge capitalization and translating complex topics into accessible outputs;
  • Experience designing and managing transversal mechanisms or methodological frameworks at project level is highly valued;
  • Proven ability to coordinate with multiple stakeholders;
  • Experience with EU-funded multi-country and multi-stakeholder projects is a strong asset.

Additional information

  • Initial contract duration: 12 months, renewable up to 44 months;
  • Duty station: Paris, in the offices of Expertise France, with appropriate equipment and facilities;
  • International travel required, notably to Colombia and other project countries;
  • Start date: 1st November 2025
