As part of its future project implementation action, Expertise France is looking for a Monitoring, evaluation, accountability and learning Coordinator. Under the responsibility of the Deputy Director, they will be responsible for the implementation of the Monitoring, evaluation, accountability and learning strategy of the program to ensure:
- Effective coordination and harmonization among the three pillars and implementing partners
- An efficient and harmonized performance and reporting framework;
- Monitoring the deployment of actions and the achievement of the objectives of Pillar 2;
- Monitoring the deployment of the 'seascape' approach and contributions to impacts at the program level, specifically including Pillar 2
Their tasks will be:
- Pilots the preparation and consolidation of the annual project work plan in connection with the Project Management;
- Regularly monitors these plans at the output level and monitors progress towards results, identifies implementation difficulties and makes recommendations for improvement;
- Supports the Expertise France implementation team , and the implementation partners of the other 2 pillars in monitoring their activities;
- Builds capacity and supports beneficiaries of grants and Technical Assistance (Blue Facility) under Pillar 2, in monitoring and reporting on activities and results;
- Coordinates monitoring of activities and ensures follow-up on recommendations;
- Ensures the application of the tools and methods contained in the manuals, procedures and monitoring-evaluation guides for the project;
- Undertakes any other initiative related to monitoring and evaluation, likely to promote the effectiveness and proper execution of the Programme (Pillar 2 and as a whole);
- Pilot the data collection for Pillar 2;
- Fill in and analyze the performance indicators of Pillar 2;
- Ensure a gender sensitive monitoring system in line with the OECD’s CAD1 marker, including disaggregation of indicators by sex (where applicable), as well as monitoring of gender specific indicators;
- Consolidate possible common performance indicators for the implementing partners of the Programme;
- Coordinates the development of the various contractual reports for Pillar 2:
o Semi-annual technical report
o Annual narrative report
o Final report
- Coordinates the preparation of progress reports for the Pillar 2 Technical Monitoring Committee (twice a year) and the consolidation of the program report for the Program Steering Committee (Annual);
- Alert the program team to any difficulties or gaps identified during data collection and analysis (anticipated delays, frequency, reliability/quality, etc.);
- Make recommendations on adjustments and operational strategy to be followed in order to ensure the achievement of programme objectives;
- Ensures the regular update of the OPSYS platform for the program in connection with partners from the other pillars.
- Support grant recipients in designing projects’ monitoring and evaluation systems and tools (webinars to present expectations in terms of M&E, then support the development of intervention logics and indicators),
- Undertake an assessment of the capacities and needs of beneficiary organisations with regard to MEAL aspects and develop an adequate capacity building plan,
- Provide training and/or mentoring to programme partners and stakeholders (including grantees) who need to strengthen their M&E skills,
- Ensure the harmonization of tools and processes put in place among all grant recipients to collect consistent data and information,
- Provide technical leadership for the design, methodology and conduct of surveys such as baseline and final surveys, data collection, evaluation and learning, upon request and/or as required.
- Prepares and coordinates the preliminary and mid-term internal evaluation missions of pilot projects and beneficiaries, as well as their feedback workshops;
- Support beneficiaries in carrying out the final evaluation of projects;
- Manages the internal evaluation process, ensures report quality and sharing;
- Monitors the implementation of recommendations;
- Oversees the implementation of final external evaluations of pilot projects;
- Top-down accountability: establish a mechanism to verify that beneficiaries and partners are satisfied with the support provided by WASOP.
- Implement the participatory and result-oriented methods (e.g. Most Significant Change, Outcome Harvesting) recommended during the launch phase, by adapting the tools and protocols to local contexts and partner capacities,
- Analyze and enhance the data from these methods to produce useful lessons for project management and possible adaptation, and feed the accountability, strategic management, and capitalization exercises.
- Prepares the external evaluation missions at mid-course and final of Pillar 2 (Terms of reference, recruitment of consultants, methodology, field study, etc.): He will lead the selection of the consultant, and the implementation of evaluation according to DAC/OECD criteria and projects funded by the EU.
- Organizes and facilitates thematic studies and/or surveys on the beneficiaries of Pillar 2 in connection with the programme’s capitalization strategy as well as for the development of project concept notes;
- Facilitates the conduct of technical audits or potential ROM missions of Pillar 2.
- Supports the development and implementation of the program’s knowledge capitalization and management strategy, in conjunction with the Communication manager and the knowledge management officer;
- Participates in the animation of the Network of practitioners for awareness raising on the importance and investment in the Sustainable Blue Economy;
- Connects the organizations, teams and individuals concerned in order to create favourable conditions for knowledge sharing and ideation,
- Establish an archiving system for digital and paper data, as well as knowledge products;
- Contributes to regular review exercises and ensures that monitoring-evaluation supports critical review and adaptive management;
- Facilitates annual review exercises, including the revision of the Theory of Change.
The "West Africa Sustainable Ocean Programme" (WASOP), funded by the European Union with €59 million, aims to improve the sustainable and integrated use of ocean resources in West Africa by stimulating inclusive economic growth. This 5-year program covers 13 West African countries: Cape Verde, Mauritania, Senegal, Gambia, Guinea, Guinea Bissau, Liberia, Sierra Leone, Ivory Coast, Ghana, Togo, Benin & Nigeria.
The program is divided into three pillars:
Each pillar of the program is coordinated by a European Union Delegation (EUD): Ghana and Senegal for Pillar 1, Cape Verde for Pillar 2 and Senegal for Pillar 3. The 13 EUD in the beneficiary countries are also stakeholders of the program.
Pillar 1 is implemented by FAO, EFCA and the two sub-regional fisheries commissions (SRFC and FCWC), while Pillar 3 is implemented by IUCN. The programme is conducted in partnership with ECOWAS.
Expertise France is in charge of the implementation of Pillar 2 "Supporting an innovative and sustainable blue economy" and the overall coordination of the program. An envelope of €28.5M is allocated to Pillar 2, with the objective to provide the technical services and expertise necessary for the development and implementation of sustainable blue economy in West Africa.
The four expected outcomes of Pillar 2 are:
- R1: the WASOP is implemented efficiently thanks to a coordination system
- R2: services of thematic expertise and technical support to stakeholders are provided;
- R3: the selection and implementation of pilot actions in the sustainable blue economy are carried out;
- R4: WASOP communication activities, including awareness raising activities on the potential of blue economy, are implemented.
A project team, based in Praia in Cape Verde, manages the activities delegated to Expertise France. Their missions will be: (i) the definition and implementation of the intervention strategy, (ii) the implementation of the communication and visibility strategy, and the monitoring-evaluation system and (iii) the administrative and financial management of the project.
The project team is notably composed of:
- Of a management team: Project Director, Deputy Director;
- From an operational team:
o Coordinator for Monitoring, evaluation, accountability and learning (R1) (Present job description)
o Technical Assistance Coordinator (R2),
o Grants Coordinator (R3),
o Communication Coordinator (R4), etc.
- Of a support team: Administrative and financial manager, Procurement officer, Accountant, Assistant, etc.
Training
Have a university degree (+5 years) in monitoring-evaluation, project management, agricultural economics, rural development, economy, agronomy, agroeconomics, environment, water resources, fisheries, statistics or any related discipline.
Experience
· Have at least eight (8) years of experience in planning, monitoring and evaluation within the framework of sustainable development projects;
· Have experience in establishing and implementing monitoring and evaluation systems;
· Have experience in performance evaluations or impact assessments;
· Experience in participatory and outcome-oriented monitoring and evaluation methods, such as CSM, Outcome Harvest and/or results mapping;
· At least 2 years of experience in implementing international cooperation projects, international technical assistance projects or institutional capacity building projects. The experience of a multi-country project is an advantage;
· A knowledge of the procedures and requirements of European funding and Expertise France would be an asset;
· Knowledge or experience in the Blue Economy is an asset;
· Work and project management experience in West Africa, particularly at the regional level, is a major advantage.
Skills
· Animation of networks and coordination of remote partners;
· Mastery of project management tools (planning, activity monitoring, indicators,) ;
· Proven organizational skills, rigor and priority management;
· Excellent writing and synthesis skills in French and English;
· Very good written and oral communication skills, in both French and English; fluency in Portuguese is an asset;
· Proficiency in office tools (Excel, Word, PowerPoint, Outlook) and remote collaboration (Teams, SharePoint, etc.);
· Mastery of mobile data collection tools (Kobo toolbox, Surveysolutions, etc.)
· Autonomy, initiative and reporting skills;
· Ability to integrate into a multicultural environment and work in a team.
