Strategic management and operational coordination
- Ensure the overall management of the project: planning, technical, financial and administrative follow-up, in connection with headquarters;
- Oversee the implementation of field activities, in coordination with MII and other institutional partners;
- Supervise the field mission manager and the experts involved;
- Organize and lead the project steering committees and ensure regular consultation with partners.
Direct technical support and formulation of activities
- Conduct technical assistance missions to beneficiaries (Ministry of Finance, tax and customs administrations, etc.);
- Proactively identify the support needs of project partners and propose tailor-made cooperation activities;
- Contribute to the mobilization of relevant short-term expertise, in line with the priorities identified on the ground;
- Ensure the quality control of technical deliverables.
Coordination of the partnership and sectoral coordination
- Liaise between Palestinian public actors, research, civil society, donors and technical partners involved in the field of public finance;
- Strengthen sectoral coordination and promote complementarities with existing initiatives, in particular the projects of the World Bank, the FCDO and the EU;
- Maintain a regular strategic dialogue with the local France team (AFD, DG Trésor, MEAE) and feed the exchanges with elements of analysis and decision support.
Monitoring-evaluation and accountability
- Develop and implement, the monitoring and evaluation, accountability, and learning system (SERA);
- Monitor indicators, document the project’s effects and contribute to capitalizing on results;
- Prepare the six-monthly technical reports and contribute to mid-course or end-of-project feedback.
Communication and valorization
- Ensure, in connection with the headquarters, the implementation of a communication plan, in coordination with AFD and the French team;
- Promote the project’s results to Palestinian partners, donors and the general public, in appropriate formats.
Transversal tasks and complementary responsibilities
- Contribute to the administrative and budgetary management of the project, ensuring the proper use of resources and compliance with procedures;
- Carry out other related missions based on project needs and requests from headquarters or partners.
The Support to the PFM Reform in Palestine project, funded by AFD on FEXTE, aims to contribute to supporting the Ministry of Finance of the Palestinian Authority in implementing reforms to strengthen the public financial management sector through policies, an administration and services to users adapted to the cyclical context of the conflict, which also constitutes a basis for projecting out of the war, with a view to the reconstruction and administration of its territory.
The project to support public finance management reforms aims to support the Ministry of Finance of the Palestinian Authority in implementing reforms aimed at improving public finance management in the short term in response to the current crisis to allow the continuity of activities and the provision of public services, and in the long term to strengthen the system of governance.
The achievement of the overall objective requires the achievement of the following three specific objectives (OS):

The PPFI, which has asserted itself as a steering body for the MoF reform, will be the main local partner for implementing the project.
1) Qualifications
- Bachelor’s degree in economics, law, public finance and public administration with at least 15 years of relevant experience in the field of public financial management (mobilization of public domestic resources or budget).
2) Professional experiences
- Minimum 15 years of professional experience in the field of public finance;
- Proven experience in supporting change and leading institutional reform projects;
- Experience in managing international cooperation projects, including proven expertise in building the capacity of tax, customs and/or finance ministries in development contexts, will be appreciated.
3) Skills
Technical and sectoral skills
- Strong experience in public finance management, including fiscal governance, revenue and expenditure, as well as institutional reforms;
- Strong analytical skills and mastery of technical supervision in the field of public finance (revenue, expenditure, fiscal governance, institutional reforms, etc.);
- Good understanding of the institutions operating in the field of public finances (EU, IMF, World Bank) and the actors of the French team (AFD, MEAE, Frecnh Treasury, DGFiP, DGDDI etc.);
- Experience in so-called areas of fragility or geopolitical conflicts;
- Knowledge of the Middle East and Levant context is an asset.
Managerial and management skills
- Proven team management ability, with strong leadership and an aptitude for innovation in one’s area of expertise;
- Complete mastery of the project management cycle (design, planning, implementation, monitoring and evaluation), with an ability to apply internal procedures and anticipate challenges.
Soft skills
- Excellent institutional sensitivity, with a spirit of initiative, creativity and autonomy in the conduct of actions;
- Confirmed experience in coordinating multiple partners;
- Excellent ability to maintain relationships with high-level decision makers and to represent the project with strategic stakeholders;
- Ability to work in a multicultural environment, interacting with international teams, networks of experts and communities of practitioners;
- Ability to maintain and mobilize multisectoral professional networks (administrations, international organizations, technical and financial partners);
Language skills
- In addition to French, excellent knowledge of English is required (C1), as well as excellent writing and communication skills.
- Other language : mastery of Arabic would be an asset.
Calendar
The project will start on August 1, 2025 for a duration of 24 months.
The last quarter of the year will be dedicated to its gradual implementation, with several structuring steps: constitution of the team, finalization of the Monitoring, Evaluation, Accountability, Learning (SERA) mechanism, development of the communication strategy, as well as the identification of partners' priority needs. A technical diagnostic phase will also be conducted in order to adjust support to the context and expectations of the beneficiary institutions.
Type of contract: private law employment contract (civil servants will be seconded to Expertise France for the duration of the assignment).
