Mission description

The objective of this consultancy is to support the implementation of the Greek Defence Innovation Project, by addressing the expectations outlined in the action document prepared in collaboration with the Greek partner.

Project or context description

The project will strengthen Greece’s defence innovation ecosystem by enhancing the HCDI’s capacity. Through governance reforms, structured needs assessments, policy alignment with EU priorities, and improved access to both financial and non-financial tools, the project will support HCDI in fostering cutting-edge technological solutions for defence and dual-use applications. Expected results include developing a robust governance and organisational structure for HCDI, aligning national policies with EU frameworks, and fostering stronger collaboration between HCDI, the Greek Armed Forces (GAF), the defence industry, start-ups, and academia; and promoting an integrated and innovation-driven approach to capability development.

Required profile

1) Human Skills Required

  • Strong leadership skills in network management, stakeholder coordination, and change management;

  • Excellent writing and summarizing abilities;

  • Excellent communication skills with high-level authorities, industrial partners, and international stakeholders;

  • Technical expertise in advising and supporting project appraisal, particularly in the field of defence innovation.
  •  
  • Ability to identify and analyse the beneficiary's specific defence innovation needs.

  • Excellent command of professional English, both written and spoken. Greek language skills highly appreciated.

2) Desired Profile(s) for the Specific Position(s) Proposed

  • Minimum of five years of higher education (engineering school, scientific university, or political science with a specialization in defense/innovation);

  • Proven experience (8 to 15 years) in a ministry, public agency, innovation defense industries, or as a strategic consultant;

  • Knowledge of the French defense ecosystem and the European Union;

  • Experience in managing complex projects, preferably in the defence or security sector;

  • Experience in supporting start-ups or technology projects is an asset.

3) Experts’ Professional Skills and Competencies

  • Experience or knowledge of international organizations involved in the “security-defense” nexus, particularly those of the EU and NATO;

  • Knowledge of French and international export control and dual-use regulations;

  • Expertise in innovative project management and change management;

  • Experience in developing and implementing defense innovation strategies;

  • Strategic analysis of defence technologies and innovation opportunities;

  • Experience working in partnership with the network of French defense industries and/or other EU countries;

  • Previous professional experience or knowledge of the geographical area concerned would be an asset.

Additional information

4) Specific Conditions

  • Security clearance required or in process;

  • Ability to work in sensitive and highly confidential environments.

  • Knowledge of staff officers in the ‘international relations’ and ‘structural military cooperation’ departments of the French Ministry of Defence and Ministry of Foreign Affairs, both at central level and in French embassies.
