The objective of this consultancy is to support the implementation of the Cyprus Defence Industry Project, by addressing the expectations outlined in the action document prepared in collaboration with the Cypriot partner.
The Ministry of Defense of the Republic of Cyprus is committed to developing a comprehensive national defense industry strategy and corresponding action plan. This initiative will be supported by legal reforms aimed at regulating the production, import, and export of defense-related equipment, while also enhancing access to financing for private sector participants, thereby encouraging the sustainable growth of the national defense ecosystem.
1) Required Human Skills
Strong leadership abilities in network management, stakeholder coordination, and change management;
Excellent writing and summarizing skills;
Outstanding communication skills with high-level authorities, industrial partners, and international stakeholders;
Excellent command of professional English, both written and spoken.
2) Desired Profile(s) for the Proposed Position(s)
A minimum of five years of higher education (engineering school, scientific university, or political science with a specialization in defense and/or innovation);
Proven professional experience (8 to 15 years) in a ministry, public agency, defense industry, or strategic consultancy;
Solid knowledge of the French defense ecosystem and the European Union, particularly the European Defence Agency (EDA);
Excellent understanding of the defense industrial landscape;
In-depth knowledge of French and European industrial and defense policies.
3) Experts’ Professional Skills and Competencies
Experience with, or strong knowledge of, international organizations operating at the security-defense interface, particularly the EU and NATO;
Familiarity with French and international export control regulations, including dual-use goods;
Capacity for strategic analysis of technological and geopolitical issues;
Prior professional experience in, or solid knowledge of, the relevant geographical area would be a significant asset;
Expertise in industrial policy, foreign investment regulations, and strategic autonomy;
Strong understanding of defense programs and procurement cycles.
4) Specific Conditions
Security clearance required or currently in process;
Ability to work in sensitive and highly confidential environments.
