He/She supports the project management team—comprising the Project Director and the EF Project Coordinator—in implementing, and monitoring the project's intervention strategy. This includes steering the project's operational and budgetary planning in collaboration with the project manager and sectorial technical experts by identifying priorities, phasing activities, monitoring the procurement plan, and managing multi-year budgeting. The Executive Coordinator plays a key role in structuring the intervention to meet the objectives set in the project's logical framework. He/She is responsible for monitoring operational and financial planning through regular planning meetings, developing monitoring tools, and sharing monthly objectives with lead experts and the broader team. The role also involves anticipating and identifying implementation bottlenecks, reporting them to the project management, and proposing solutions to address or mitigate them. In addition, the Executive Coordinator ensures that project activities are effectively monitored and reported by the M&E and supports the project's capitalisation process.
In terms of team management, the Executive Coordinator co-facilitates planning and monitoring meetings with the Project Director, supports the supervision of Lead Experts by promoting information sharing, strategy alignment, and coordination of implementation schedules and workshops. They also contribute to strengthening the project team's capacity by helping them develop skills and effectively use project reporting tools. Furthermore, they assist in organizing the team’s workflow, monitoring progress, coordinating meetings, and supervising expert advisers to ensure coherent and effective project delivery.
The executive coordinator will support the project management team (project director and EF project manager) in defining, implementing and monitoring the project's intervention strategy:
- Steering the project's operational and budgetary planning in coordination with the project manager and the technical experts responsible for the thematic components: identifying priorities, phasing activities, monitoring the procurement plan, multi-year budgeting, etc;
- Monitoring operational and budgetary planning: setting up planning monitoring meetings with the project manager, developing monitoring tools, sharing monthly operational objectives with lead experts and the project team;
- Anticipating and identifying bottlenecks in implementation, reporting them to the project manager and the head office project manager, and proposing solutions to resolve and/or mitigate them,
- Ensure that activities are monitored and reported by the SEA project manager and support the project capitalisation project.

- To co-facilitate with the Project director the planning and monitoring meetings of the activities
- Support the Project director in supervising the Lead Experts (information sharing, strategy meetings, workshops, implementation schedules, etc.);
- Strengthen and support the project team as it develops its skills and learns how to use project reporting tools;
- To support the project director in organising the work of the project team (monitoring team members, organising meetings, supervising expert advisers);
- Representation of the project in meetings on behalf of the Project director

CRIMARIO is an EU-funded maritime capacity-building initiative established in 2015, in the western Indian Ocean, and extended across the Pacific to Latin America in 2021 with the launch of the EU Indo-Pacific strategy. CRIMARIO enables the EU’s Indo-Pacific partners and organizations to better govern their maritime spaces by promoting cross-sectorial, interagency, and transregional cooperation in the areas of maritime security and safety. CRIMARIO goes about its tasks by mentoring and advising in fields related to maritime safety and security, through courses and exercises, focusing its effort on its flagship product : the Indo-Pacific Regional Information Sharing (IORIS).
CRIMARIO is now deemed to be by many an EU flagship project in the Indo-Pacific, which is focused on strengthening regional maritime governance, covering security and safety, and the fight against illegal, unreported, and unregulated (IUU) fishing. CRIMARIO III will consolidate what has been accomplished in the Indo-Pacific by intensifying sectoral activities, whilst expanding to other countries in Central and Latin America, and selectively in the Caribbean if finances allow, with a view to broadening the IORIS information-exchange platform's reach and tied to this, its sustainability.
General and specific professional experience
Eligibility criteria
- a minimum of 10 years of working experience working at high level in maritime administration, Coast Guard or Navy at international level
- A least 5 years’ experienced as operational planner, project management
Other selection criterias
- At least 10 years' professional experience in international project management, operational planning
- At least 5 years’ experience in multinational team management, including cross-functional or functional management, in strategic environment
- Experience with steering, budgetary and operational planning tools
- experience in enhancement of capacity building and administrative reforms the area of maritime security
- Experience in maritime information management and sharing information technologies, data mangement
- Working experience in/with Indopacific region
