The Regional Representatives serve as the primary representative of the Director within their assigned region. In this capacity, they are tasked with developing and once approved, implementing tailored strategies to engage with States and regional organizations, in accordance with the intervention logic, ensuring a context-specific and effective approach to regional cooperation and project implementation.
On the guidance of the Director, they are to organise high-level engagement with senior officials in the region, particularly in relation to exercises (formulation and scope), in close coordination with country representatives and the Exercise and IORIS Training Manager.
The Regional Representative will propose and validate activities proposed by country representatives, encouraging new initiatives, and engaging directly with regional beneficiaries and partners on behalf of the Director. They then coordinate and monitor all activities carried out by country representatives and other team members active in the region, while overseeing the implementation of trainings and exercises. At times, it may be suitable for Regional Representatives to also double as country representatives, to be defined once the DoA is approved and recruitment is concluded.
Part of their responsibility is to promote the use of the IORIS information-exchange system, and with guidance from Director, the SHARE.IT interoperability framework throughout the region, in alignment with strategic guidance.
Finally, they are to ensure that the project's logical framework is implemented as specified, supporting the Executive Coordinator by contributing to the M&E process, whilst also supporting the project's capitalisation process.
Tasks to foresee :
CRIMARIO is an EU-funded maritime capacity-building initiative established in 2015, in the western Indian Ocean, and extended across the Pacific to Latin America in 2021 with the launch of the EU Indo-Pacific strategy. CRIMARIO enables the EU’s Indo-Pacific partners and organizations to better govern their maritime spaces by promoting cross-sectorial, interagency, and transregional cooperation in the areas of maritime security and safety. CRIMARIO goes about its tasks by mentoring and advising in fields related to maritime safety and security, through courses and exercises, focusing its effort on its flagship product : the Indo-Pacific Regional Information Sharing (IORIS).
CRIMARIO is now deemed to be by many an EU flagship project in the Indo-Pacific, which is focused on strengthening regional maritime governance, covering security and safety, and the fight against illegal, unreported, and unregulated (IUU) fishing. CRIMARIO III will consolidate what has been accomplished in the Indo-Pacific by intensifying sectoral activities, whilst expanding to other countries in Central and Latin America, and selectively in the Caribbean if finances allow, with a view to broadening the IORIS information-exchange platform's reach and tied to this, its sustainability.
Expected profil :
· Master degree or relevant qualification in maritime security/safety
o Operational experience in navy, CG or equivalent or in operations centre
o experience in capacity building and administrative reforms the area of maritime security
o Experience in organising Table-Top Exercises and Field Training Exercises, including appropriate design, scenarios and injects, of a national and regional level.
o Capacity to engage at the high level using acquired diplomatic skills
o Capacity to work in multicultural environment
o Fluent in Arabic and English.
o International mobility is viewed as essential in the completion of the expected tasks
o Working experience in the Arabian region would be considered an asset.
Eligibility criteria
· Master degree or relevant qualification in maritime security/safety
· Operational experience in navy, CG or equivalent or in operations centre of at least 7 years
· Experience in capacity building and administrative reforms the area of maritime security
· Coordination of various Table-Top Exercises and Field Training Exercises
· Designed and executed scenarios and injects for various regional exercises
· The applicant should have already established working relation with WIO countries
Other selection criterias :
· Experience in capacity building and administrative reforms the area of maritime security
· Capacity to engage at the high level using acquired diplomatic skills
· Capacity to work in multicultural environment
· Fluent in Arabic and English. Proficiency in French is an asset to intervene in the French speaking countries.
· Working experience in the Indo-pacific region
