Mission description

To support the implementation of the SWITCH-2-CE programme, co-implemented with GIZ and funded by the European Union,  Expertise France is looking for two project assistants who will join the Project Team based in Lusaka.

Under the line management of the Administrative and Finance Manager (AFM), the Project Assistants will support the project's financial, logistical, procurement, and general administrative processes.

 

The specific responsibilities of each Project Assistant will be determined based on the profiles of the selected candidates, as we aim to build a team with complementary strength in administration, finance, procurement and logistics. Both project assistants will work in a complementary manner to ensure effective project implementation.

 

Indicative Tasks to be carried out are:

 

 

1       Finance

·       Support the AFM in managing the budget of the full project.

·       Assist in management of finances of the Project Office and Staff (invoice checking and verification, deliverable tracking, cash reconciliation, payment processing etc.)

·       Preparing budgets for the various activities of the project in liaison with the AFM and the technical experts.

·       Assist in preparing financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements as required.

·       Support the organizational cash flow and forecasting as required.

·       Maintain a robust financial management and reporting system

·       Effectively communicate and present critical financial matters to the AFM

·       Managing petty cash and bank account related tasks (reporting, payments, Advances and settlements…)

·       Assist for VAT exemption follow-up and ensuring timely submissions liaison with the partner Ministry.

·       And any other related activities.

 

2       Administration

·       Coordinate and assist in the annual audit process, liaise with internal/external auditors.

·       Assist in the administrative functions as well as facilities to ensure efficient and consistent operations of the office.

·       Ensure effective archiving of all project-related documentation (both digital and hard copies)

·       Oversee and maintain office inventory management .

·       And any other related activities.

 

3       Procurement

·       Assist in the procurement process by liaising with vendors, obtaining price quotations, preparing bid evaluation grid for final validation and ensuring compliance with procurement policies

·       Follow up with the purchase orders, delivery notes

·       Maintain a detailed record of procurement activities including contracts, invoices and receipts.

·       Timely procurement of office material as well as any materials required for events or projects handed directly by the Project Office.

·       And any other related activities.

 

4       Logistic

·       Support the team and project partners/beneficiaries in logistical arrangements for project events and activities

·       Travel arrangements – ticket booking, mission orders for external staff

·       Coordinate with local travel arrangements as needed on activities

·       Experience with sustainable logistics practices will be highly appreciated.

·       And any other related activities.

 

Project or context description

The SWITCH to Circular Economy in East and Southern Africa Program (SWITCH-2-CE) is co-financed by the European Union and jointly implemented by Expertise France (EF) and GIZ. The program aims to foster an inclusive transition to a circular economy in the East and Southern Africa region through policy frameworks, workers and SMEs participation, and improved financing mechanisms for CE businesses. The activities will contribute to mitigation of climate change by promoting green and circular business models. The foreseen capacity development and strengthening of the regulatory and policy framework aim to contribute to the East and Southern Africa (ESA) countries efforts to meet their obligations under the United Nations Framework Convention on Climate Change (UNFCCC). The Common Market for Eastern and Southern Africa (COMESA) is the regional political partner of the project.

 

The program is structured around three main outcomes, with the two priority value chains: “packaging/plastics waste” and “electronics/e-waste”.

The program aims to achieve the following outcomes:

  • Outcome 1: To establish an enabling policy framework for circular economy across the ESA region;
  • Outcome 2: To enhance the participation of formal and informal workers and SMEs, including women and youth, in circular economy models;
  • Outcome 3: To improve access to and use of financing by circular economy businesses

Required profile

Education

A certificate in management, administration, accounting, finance or any other equivalent qualification.

A degree in a similar field will be a strong asset.

 

Proven Experience

·       Minimum 2 years of overall professional experience in a reputable organization in a similar capacity.

·       Experience in audit and public procurement will be a strong asset.

·       Experience or training in sustainable procurement practices will be highly appreciated.

 

Qualification and skills

·       English skills is a requirement

·       Excellent command of the Office package, in particular Excel and other office software.

·       Knowledge of the mechanisms and procedures of the European Union and/or other international organisations would be an asset.

·       Good organizational and communication skills.

·       Tech savvy will be an asset.

·       Strong sense of judgement and good time management

·       Initiative and self-motivation

·       High personal integrity and professionalism
