Mission description

With the support of Expertise France's headquarters, the project manager ensures the overall management of the project and the operational and financial implementation of activities on a full-time basis.

 

Positioning within Expertise France:

  • Operations Directorate, Hierarchical relationship : Deputy Head of the Culture and Heritage division, based in Paris
  • Cross-functional relationships: project managers, geographic coordinators, legal and financial services, etc.
  • In general, the project manager is responsible for achieving the project's objectives. He/she oversee the implementation of activity plans and ensure their proper execution. He/she maintain constant contact with project partners and ensure their involvement.

Specific missions and responsibilities include (non-exhaustive list):

 

Strategic and Operational Project Management:

  • Coordination of project activities and representation with beneficiaries and all stakeholders
  •  Represent Expertise France locally with the Ministry of Commerce and Tourism and beneficiaries;
  • Oversee the technical and financial execution of the project from a contractual perspective, in collaboration with EF headquarters, particularly the Culture and Heritage division
  • Facilitate work with partners to ensure the effective operational implementation of the project's strategic orientations
  • Ensure adherence to the operational schedule
  • Develop terms of reference (TOR) and oversee the management of expert missions
  • Ensure quality control of deliverables produced within the project framework
  • Organize Steering Committee meetings and ensure their secretariat
  • Ensure project monitoring and evaluation.
  • Ensure the relation with the donor (Agence Française de Développement) & the French Embassy in Kneya, in charge of the following of the project
  • Management of a team of 2 persons, locally recruited

 

Administrative and Financial Management:

In close collaboration with the administrative and financial coordinator and cross-functional roles at Expertise France headquarters:

  • Ensure that budget planning aligns with operational planning
  • Monitor the overall administrative and financial follow-up quality of the project
  • Regularly report on commitments, disbursements, and budget forecasts
  • Update Expertise France's reporting tools (dashboard, decision logs, analysis grids, etc.)
  • Ensure compliance with procedures required by the donor and Expertise France (eligibility of expenses, purchases, contracts, grants, reports, etc.)
  • Oversee internal financial reporting at Expertise France (financial follow-up, forecasts, and budget closures) and external budget reporting to the donor
  • Ensure compliance with procurement procedures (services, supplies, works, etc.) and contract execution
  • Oversee annual financial audits.

 

Institutional and Partnership Relations, Governance, and Reporting:

  • Ensure the direct responsibility for the proper conduct of institutional relations with partners and stakeholders in line with the project's objectives
  • Guarantee the project's good governance and ensure proper information flow, integrating each actor pertinently and equitably based on their respective roles
  • Organize and supervise Steering Committee (COPIL) meetings, ensuring these governance bodies are as constructive and effective as possible for achieving the project's results
  • Ensure the complementarity of the project with other national and multilateral initiatives on the topic and develop synergies
  • Draft interim and final activity reports (narrative and financial), according to contractual deadlines and modalities.

Project or context description

Somaliland is home to a cultural heritage of exceptional and little-known richness and diversity. Among its treasures, the Laas Geel caves stand out, bearing witness to the region's prehistoric history through millennia-old rock paintings. Numerous other archaeological sites are scattered across the territory.

Despite the challenges linked to its unrecognized political status, Somaliland is committed to preserving this precious cultural heritage.

Scheduled to last 30 months starting in November 2024, the project aims to ensure the long-term preservation of Somaliland’s heritage while promoting local economic development and the enhancement of cultural heritage, with priority given to the Laas Geel site.

 

Specific Objective 1: Strengthen institutional and local capacities for heritage protection;

Specific Objective 2: Protect, conserve, and inclusively promote the Laas Geel site;

Specific Objective 3: Raise awareness and involve the local population in the management and preservation of the cultural and touristic heritage of Laas Geel.

 

Project Components:

(i) Technical assistance for the protection of Somaliland’s heritage;

(ii) Activities for the protection and enhancement of the Laas Geel site.

 

To this end, a grant is provided by the French Development Agency (AFD) to Expertise France. The project is implemented in coordination with the Ministry of Commerce and Tourism of Somaliland and will closely involve local communities.

Required profile

  • Qualifications and Skills :
  • Master's degree in international cooperation, project management, political science, culture and heritage, or another relevant field for the mission
  • Excellent project management skills, ideally with experience in projects funded by the French Development Agency
  • Excellent writing and reporting skills in English and French (drafting technical, strategic, or activity reports related to project execution, drafting notes, or information articles)
  • Excellent command of English
  • Autonomy, organizational, and anticipation skills
  • Excellent adaptability to multidimensional political and socio-economic contexts
  • Good interpersonal skills and team spirit.
  • Interest & previous experience on archaeology & heritage projects desired
  • Desired knowledge of the regional context of the Horn of Africa

Professional Experience :

  • At least 10 years of prior experience in international cooperation project management and planning and/or technical assistance, particularly in the field of culture and heritage. A previous experience on the domain of archaeology or tourism would be appreciated.
  • At least 7 years experience as a project or team manager on an institutional technical assistance or capacity-building project
  • Experience with international donors

  • Start Date: September/October 2025
  • Salary: According to the current HR grid, CDDU contract (French law contract)
