Mission description

Expertise France is the French international technical assistance agency, created from the merger of the six main French public implementing agencies on 1 January 2015, in order to enhance capacities to mobilize technical expertise, making it possible to address the growing needs of emerging and developing countries more effectively. Under the joint supervision of the Ministry of European and Foreign Affairs and the Ministry of Economy, within the AFD GROUP, Expertise France aims at participating in French cooperation and development aid through a wide range of interventions in areas such as sustainable development, economic development, public finances, governance and human rights, social protection and employment, health, and issues of stability, safety and security.

Expertise France is accredited by the European Commission for delegated management (the ‘six pillars’ audit), which means it can be awarded indirect management of projects and guarantees EF’s capacity to successfully implement activities and projects with which it is entrusted, and ensure efficient distribution of administrative, hr and financial management tasks.

Project or context description

Expertise France is recruiting a HR Officer working under the authority of the Head of Support Services of Expertise France’s Country Direction for Jordan and Lebanon. . S/He will work for Support Services Unit of Jordan and will ensure the existence of effective and efficient support services in the areas of human resources.

 

Expertise France is transitioning from an integrated support service approach with support functions being included in each project to a pooled support service approach with a Support Services Unit shared for all projects. The HR Officer will highly contribute to this transition.


HR Responsibilities

  • Lead the national recruitment process (for both employment and service contracts), including the planning, organizing, and supervision of recruitment activities in coordination with the HR company.
  • Organize the onboarding process for new staff members is implemented for a smooth integration, including briefings on EF operations and office life.
  • Lead on the yearly appraisal process, disseminating information, trainings on EF procedures and tools.
  • Ensure proper coordination between headquarters' HR policies and field HR policies
  • Work in collaboration with the Head of Support Service on the development of internal regulations in line with Jordanian Labor Law and in collaboration with EF lawyer.
  • Conduct salary benchmarking and collaborate with the Head of Support Services to define compensation packages and salary policies.
  • Oversee all HR-related communications and serve as the interface between the staff and the coordination, addressing any employee grievances or dissatisfaction.
  • Ensure compliance with all legal obligations related to HR matters, proposing, developing, updating, and implementing HR policies, particularly in the areas of skills management and training.
  • Contribute to initiatives aimed at improving the quality of life in the workplace.

·       Contribute to prepare the payroll for all staff on a monthly basis and liaise with the HR company to update the leaves, arrivals, departures, contractual agreement, absences. It also includes taxes and social contribution follow up with the HR company.

·       Proposes, updates, and implements HR policies relevant to their area of responsibility (skills development, training, etc.)


Direct employment transition process

 

·       Lead on the direct employment transitioning process in collaboration with the Head of Support Services:

o   preparing the workplan,

o   Preparing internal validation process

o   CPA ToR,

o   HR rules and regulation,

o   Payroll and payslip templates and all related presentation


Coordination Responsibilities

 

  • In coordination with the HR officer of the Lebanon office, contribute to the Support Services Unit implementation in line with HQ global strategy by ensuring a smooth transition to the pooled Support Services from project integrated support services.
  • Maintain a network with other organizations on HR and administration-related topics, and ensure proactive communication with all relevant stakeholders.
  • Share and coordinate HR information with the Program Managers and other staff, attending any relevant internal coordination meetings.
  • Develop and implement a Capacity Building plan for the projects and USP.
  • Ensure timely communication with the Head of Support Services, the Project Managers regarding all HR-related issues.

Required profile

·       Relevant University degree in HR studies

·       At least 5 years of relevant experience in HR in UN/INGO or other international agencies and in operational systems management in humanitarian/development set up

·       Good knowledge of donor procedures required is an asset (European Commission, AFD etc)

·       Previous experience work experience in Middle East in an HR capacity and knowledge of the legal framework for international agencies would be an asset.

·       Ability to work in a collaborative manner with team members and with multiple stakeholders at various levels from national to sub-national and community levels.

·       Demonstrated ability to work effectively under pressure

·       Excellent communication skills ability to adapt to a diverse multicultural environment.

·       Proactive, stable and robust character and a good team player.

·       Excellent command of English and Arabic (oral and written).  Knowledge of French would be an asset.
