Mission description

INTRODUCTION

Expertise France is the French agency for international technical cooperation, and it’s a member of the AFD Group (French Development Agency). As the second largest development agency in Europe, it designs and implements international cooperation projects that aim to strengthen public policies sustainably in key areas of development. Together with its partners, it contributes to achieving the Sustainable Development Goals (SDGs).

Expertise France, in collaboration with ZimTrade, is implementing a project aimed at strengthening the honey value chain sector in Zimbabwe and is recruiting a consultant to conduct research on honey and its derivatives' niche markets and training on market access and regulatory compliance for honey and derivative products in the EU and GCC markets.

The ZimBEE Project aims to boost the competitiveness and export readiness of Zimbabwe’s honey and derivative products (e.g., beeswax, propolis, royal jelly). While the EU and GCC markets offer lucrative opportunities, complex legislative and regulatory frameworks act as barriers to market entry. There is a need to conduct in-depth research on these frameworks and deliver tailored training to equip producers, processors, and exporters with practical knowledge on how to access and comply with these markets.

PROJECT DESCRIPTION

Zimbabwe’s apiculture sector holds significant potential for export growth. However, limited market intelligence and compliance with international regulatory requirements hinder access to high-value markets, particularly in the European Union (EU) and Gulf Cooperation Council (GCC) countries. This research will guide exporters, producers, and policymakers on requirements, opportunities, and gaps for enhancing honey and derivative product competitiveness in these markets

The ZimBEE project aims to contribute to the sustainable development of the honey value chain, unlocking its potential for a) reducing vulnerabilities among rural populations and b) generating exports of higher value-added products. Implemented by Expertise France in collaboration with ZimTrade, the project covers three apicultural clusters comprising 455 producers and is structured around three components:

  • Strengthening the capacities of ZimTrade and other stakeholders
  • Establishing a “Center of Excellence” for honey research, studies, and analysis, and
  • ZimTrade will oversee the restructuring of the apiculture sector, with a particular emphasis on women, to enhance the sector's overall efficiency.

Expected Project Impact:

  • Improvements in living conditions for populations in the three beneficiary clusters:
  • 455 honey producers adopt sustainable and environmentally friendly beekeeping practices through training and the provision of equipment, leading to improved living conditions through increased incomes.
  • Additionally, honey production in the three clusters increases in both quantity and quality, with new markets and derivative products being developed, thereby fostering diversification of local production. This diversification contributes to the creation of decent jobs within the three beneficiary clusters.

A core pillar of the project is the economic empowerment of women through enhanced participation in beekeeping activities and improved access to productive resources, services, and markets, in line with ADR principles.

These ‘Terms of Reference’ aim to recruit a consultant to conduct a study on honey and its derivative products and an analysis of legislative and regulatory frameworks in the EU and GCC markets to enable compliance by Zimbabwean honey exporters.

Objectives of the assignment

  • Conduct comprehensive research on demand trends, standards, and legislative/regulatory frameworks affecting honey and derivative products in the EU and GCC
  • Identify barriers to entry, certification schemes, and opportunities for Zimbabwean products.
  • Build capacity among stakeholders through practical training on market entry requirements and compliance mechanisms.
  • Provide actionable recommendations and tools for exporters to meet international market standards.

Scope of Work

The consultant will:

Conduct research on legal & regulatory access to EU and GCC markets in the following areas:

  • Analyze the market demand, pricing trends, and buyer requirements for honey and derivative products in the EU and GCC.
  • Map the legislative and regulatory frameworks governing market access (e.g., food safety, SPS, certification, packaging, labeling, and traceability).
  • Conduct a gap analysis comparing Zimbabwe’s current practices and capacity with EU and GCC requirements.
  • Identify trade agreements and provisions applicable to Zimbabwe (e.g., the Cotonou Treaty, free trade agreements).
  • Establish GMP/accreditation laboratories and ensure product certification or third-party certification.
  • Recommend interventions to improve compliance, competitiveness, and market positioning.

Design and deliver training modules on legal & regulatory access to the EU and GCC markets.

  • EU and GCC standards, certifications, and self-certification procedures
  • “EU Standard,” labelling, consumer protection, and product traceability
  • Tariffs, taxes, and non-tariff barriers
  • Rules of Origin (ROO), cumulation, and documentation
  • Customs procedures (incl. ASYCUDA), ECOTERMS, transit, and insurance
  • SPS obligations, HACCP, GMP, and third-party certification
  • Accreditation of laboratories and conformity assessment
  • Practical exercises using trade documentation, case studies, and export scenarios
  • Institutional mechanisms to sustain compliance (e.g., quality infrastructure, export support services)

Deliverables:

Research

  • Inception report outlining methodology and timeline
  • A comprehensive overview of the elements sought and the characteristics relevant to the honey sector
  • A database of the identified elements and their characteristics of interest for the sector
  • An analysis of risks, costs and benefits, various impacts related to the use of results
  • The methodology will serve as a foundation for future research.
  • A detailed dossier containing actions/decisions or concrete results applicable
  • A quantification of the results according to the objectives of the sector
  • An abstract of 5-10 pages of summary for non-scientists
  • Draft study report
  • Detailed market research report covering

Training

  • Draft curriculum
  • PowerPoint training presentations and handouts
  • Two training sessions (virtual or physical)
  • Training report with pre/post assessments and participant feedback
  • Final comprehensive report combining research findings and training outcomes
  • 15-minute video with key points
  • 10-25 pages’ memento of introduction to the subject

Required profile

  • Advanced degree in International Trade, Agricultural Economics, Food Safety, or related fields with 3 years of experience in conducting research in trade and related fields
  • Proven experience in export market research and regulatory analysis
  • Familiarity with apiculture products and agro-food export compliance
  • Experience working with international trade frameworks, EPA SPS/TBT, and certification schemes (e.g., HACCP, Organic, ISO)
  • Excellent analytical, writing, and communication skills
  • Knowledge of EU and GCC markets is essential
