Mission description

Ukraine continues to face the dual challenge of large-scale post-war recovery and progressing on its path to EU membership. In response, the EU and its Member States Germany, France, Denmark and Lithuania are preparing the launch of a Team Europe Initiative (TEI) focused on supporting Ukraine’s strategic, inclusive, and EU-aligned reconstruction. The initiative aims to strengthen governance, improve public investment management, and enhance coordination across levels of government, with a strong emphasis on EU values. The TEl is to be divided into two parallel and communicating streams ; one stream will gather the Ministry of Foreign Affairs of Denmark (Lead Organisation) and CPVA (Partner Organisation), and the second stream will be composed of GIZ (Lead Organisation) and Expertise France (Partner Organisation). One of the key components of the second stream will be dedicated to involvement citizens, media and civil society organisations in infrastructure oversight, ensuring greater transparency, accountability, and inclusivity in planning and implementation processes. The main role of the Grants Officer is to support the implementation of the project’s activities related to grants to the civil society. Working under the supervision of the Component Leader, in close collaboration with the project team, and in coordination with M&E officer in Ukraine. The position is based in Kyiv.

 Responsibility 1: Operations

  •        Develop and manage the project’s grant program:  Draft ToR for call for proposals; ensure the review of grants and their selection is completed in an organized, timely, financially sound manner; train selected applicants on reporting rules, according to EF and EU grants reporting procedures;
  •          ­Oversee implementation of operations by grantees in coordination with the components teams.
  •          ­Finalize the grant contract documents (Description of Action, Logframe, Budget, etc.) in close coordination with the M&E, finance, and legal teams and ensuring compliance with EF and EU procedures.
  •          ­Follow up on the implementation of project activities in the field, ensuring that activities and expenditure are progressing according to their workplans and budget forecasts.
  •          ­In close collaboration with the M&E expert, ensure that monitoring data is collected and archived in a timely manner, and that feedback to donors is provided in a timely fashion.
  •          ­Identify key stakeholders to be involved in the project and approach them.
  • ­ Make sure that any updates/information needed are shared in due time with partners (official letters, activity progress reports, minutes of the meetings, etc.)

Responsibility 2: Coordination

  • ­   Report to the respective the Head of component and work closely with the project team
  • ­   Follow up on all procedures relating to application processes and workshops or trainings.
  • ­   Lead coordination meetings, in cooperation with the components teams, with civil society organizations, and project's beneficiaries.

Responsibility 3: Finance, Logistics and Administrative support

  • ­Make sure that logistical, administrative, and financial procedures linked to project implementation are followed according to EF and EU requirements.
  • ­Follow up to ensure that all administrative documents related to project implementation are up to date and well-stored.
  • ­Ensure that all partner financial documents are submitted, collected, and analysed for the validity of the expense.
  • ­Work closely and coordinate with the components teams on reviewing partner submissions, ensuring the accuracy of financial reports in accordance with their activity planning (financial supporting documents, revising Budget vs Actuals, etc.)

Responsibility 4: Reporting

  • ­Make sure that grant beneficiaries issue timely monthly and quarterly qualitative reporting (both narrative and financial, including quarterly financial forecasting)
  • ­Draft the monthly/quarterly information sheet summing up monthly/quarterly achievements and planned activities with Component manager guidance/support.
  • ­Support the Component manager in producing narrative reports, ad hoc reports related to field visits, attendance at workshops, conferences, seminars, etc.

Project or context description

Expertise France is the French agency for international cooperation, part of AFD Group, under the Ministry of Europe and Foreign Affairs and the Ministry of the Economy, Finance and Recovery. The agency develops and implements projects that sustainably strengthen public policies in low- and middle-income countries. Expertise France intervenes in key areas of sustainable development, such as climate, health and education, and contributes alongside its partners to the realization of the 2030 Agenda.

Expertise France in Ukraine

Ukraine is a long-standing partner of Expertise France, which has been present in the country since 2006, mainly through European technical cooperation programmes and bilateral technical cooperation programmes run by French administrations and institutions (some fifteen European twinning arrangements have been implemented).

In 2025, Expertise France's portfolio now includes 15 national projects and 3 regional projects, spread over two cross-cutting themes (European integration and reconstruction) and 7 sectors of activity:

  • Health and social protection
  • Rule of Law and Justice
  • Local governance and decentralisation
  • Innovation and support for the private sector
  • Economic and Financial Governance
  • Defence and security
  • Sustainable development and climate change adaptation 

Required profile

Education level                                                              

University degree in Management, Political Science, Social Sciences, or related field, master’s degree is a plus.

Qualifications

  • ­min 4 years of experience in non-governmental organizations, including small and medium sized organizations. 
  • ­Strong knowledge of NGOs financial reporting requirements (work experience on finance is an asset).
  • ­Knowledge of EU grants procedures.
  • ­Excellent knowledge of the Ukrainian civil society.
  • ­Fluency in English and Ukrainian (written and spoken). Excellent command in French is a plus.
  • ­Excellent computer skills: MS Office (Excel, Word, PowerPoint, Outlook).
  • ­Excellent communication and reporting skills.
  • ­Strong relationship skills and the ability to work effectively with local stakeholders.
  • ­Proactive, results-oriented, and service-oriented.
  • ­Previous experience work experience with international cooperation agencies would be an asset.
