Expertise France in Angola
Expertise France has been operating in Angola since 2017, implementing vocational education modernization projects and establishing trusted cooperation with Angolan partners and active donors in the country. This cooperation has notably resulted in strengthened dialogue with European partners, leading to the development of four projects covering blue economy, circular economy, public finance management, and justice.
By the end of 2025, Expertise France’s project portfolio in Angola is expected to grow by 150%, with business volume increasing from €17.75 million to €44 million. Additionally, three more projects currently under discussion with the EUD could bring in an extra €38 million.
Given this significant growth - accompanied by a major increase in staff (30 to 40 people in Angola) –Expertise France has made the strategic decision to establish a Country Office (CO) and a Project Support Unit (PSU) in Luanda, starting September 2025.
Funded by the European Union, the project "Initiative for a Sustainable and Strategic Blue Economy in Angola" aims to promote a strategic and sustainable blue economy in Angola, including the conservation and sustainable management of marine resources and coastal ecosystems in a climate change context. This project takes place in a context where Angola, endowed with significant maritime potential (1,650 km of coastline), seeks to diversify its economy and reduce its dependence on fossil fuels, while facing challenges such as overfishing, climate change, and the low competitiveness of fisheries sectors.
Expertise France, as a key partner in the consortium (with FIAP as lead, Camões I.P. and FAO), is responsible for implementing Component 3 of the project, with a budget of nearly €6 million. Expertise France will mobilize a multidisciplinary team based in Angola and France, in close coordination with consortium partners and Angolan authorities (Ministry of Fisheries, INAPEM, etc.). This project aligns with EU priorities for sustainable development (SDGs 14, 5, 8) and will strengthen synergies with other initiatives.
Missions
Reporting to the Sustainable Development Department and the Geographical Department of Expertise France, and based in Luanda under the supervision of the Country Office, the Team Leader is responsible for the proper execution of the project, achievement of set objectives, and implementation of Expertise France procedures. He/she is also in charge of external representation and institutional coordination for the project, internal coordination and reporting, quality control of interventions, and strategic guidance for the Expertise France team based in Angola.
The Team Leader will be supported by a team consisting of a deputy technical coordinator and PSU resources (finance, logistics, HR, etc.), also based in Luanda, as well as numerous key experts to be mobilized as needed. The project team will be hosted within Expertise France's country office (currently being established).
The component coordinator will facilitate linkages and ensure productive collaboration with all other implementing partners and national institutions, ensuring project implementation with appropriate cooperation from all relevant stakeholders in the country.
1. Strategic and Operational Project Management
• Develop and implement strategic and operational planning for project activities.
• Provide strategic guidance to the team to achieve project objectives.
• Plan activities and monitor implementation, respecting deadlines, budgets, and deliverables while ensuring alignment between project activities/deliverables and expected results.
• Propose strategic adjustments based on contextual challenges or opportunities.
• Lead project execution by ensuring operational translation of project directions into activity planning (timeline, budget forecasts, etc.) and timely delivery of deliverables (within budget and quality standards).
• Oversee monitoring, evaluation, and learning (MEAL) activities to measure impact and ensure accountability, in coordination with the project's MEAL expert.
• Supervise proper implementation of events, activities, expert missions, study visits, and other project activities.
2. Internal Coordination and Reporting
• Oversee internal coordination of the project team, liaising with headquarters and the PSU in Luanda to ensure administrative, logistical, and operational coherence with overall strategy and timeline.
• Ensure compliance with Expertise France procedures (expense eligibility rules, procurement, contracts, reports) in coordination with the PSU and headquarters team.
• Lead preparation of internal reporting, planning, and forecasting exercises for Expertise France (3 exercises per year).
• Guarantee production and submission of narrative and financial reports on time and according to donor requirements, as well as transmission of necessary information to the Country Office/PSU to ensure overall procedural compliance (procurement, contract development and monitoring).
• Ensure transmission of information for proper financial management of the project to the Country Office/PSU (implementation and operation of monitoring tools, project budget consumption and execution, financial reporting exercises, etc.).
• Organize and lead periodic coordination meetings with the Expertise France team in Angola, headquarters, and implementing partners.
3. External Representation and Institutional Coordination
• Ensure official representation of the project to national authorities, the EU Delegation, and consortium representatives.
• Maintain and strengthen working relationships with implementing partners, the EU Delegation, and national institutions.
• Ensure alignment of project activities with national policies and priorities.
• Foster smooth collaboration and communication with consortium members.
• Promote synergies with other sector initiatives to maximize impact.
4. Quality Control and Compliance
• Supervise technical and operational quality of interventions in compliance with donor and Expertise France standards.
• Conduct regular field missions to assess progress and resolve potential bottlenecks.
• Implement accountability mechanisms for transparent and effective execution.
Education:
- Master’s degree in international cooperation, natural resource management, engineering, maritime economics, political science, or equivalent in a field relevant for the project.
- A certification in project management or international cooperation would be an asset.
Required Professional Experience:
- Minimum 10 years of experience in coordinating or managing international projects of comparable size, including supervision of multidisciplinary teams, with at least 5 years in the field of international cooperation.
- Required experience in managing projects funded by international donors, particularly the European Union, preferably related to the blue economy and/or fisheries sector;
- Experience in institutional dialogue and stakeholder coordination;
- Experience in managing multidisciplinary teams and experts;
- Experience in sub-Saharan Africa, particularly Angola, or knowledge of the country is an asset.
Skills:
- Strong skills in project management, fisheries sector capacity building, communication, and management;
- Knowledge of monitoring-evaluation mechanisms (logical framework, indicator monitoring, evaluation, capitalization, etc.);
- Excellent written (report writing, terms of reference, memos, etc.) and oral (presentations, negotiations, facilitation of discussions, etc.) communication skills;
- Problem-solving: Ability to anticipate challenges and implement effective solutions;
- Excellent interpersonal skills and ability to facilitate dialogue with stakeholders;
- Valued knowledge or interest in the blue economy and fisheries sector, support to government entities and private sector, public policy support, development of sustainable value chains, and community socio-economic support;
- Excellent teamwork, coordination, and implementation of support measures;
- Fluency in English and Portuguese (minimum C1 level) is required for this position. Knowledge of Frenchis an asset;
- Ability to work under pressure and adapt to politically sensitive environments;
- Knowledge of Expertise France procedures is an advantage;
- Proficiency in commonly used computer tools is required (Word, Excel, PowerPoint, etc.).
