Mission description

The “Empowering Palestinian and Israeli civil societies along with local media for community resilience and dialogue” project has an initial duration of 18 months and is implemented by Expertise France. This project focuses on empowering Palestinian and Israeli civil societies, along with local media, to strengthen their roles as key actors in peacebuilding by addressing community-specific challenges, fostering resilience, and supporting inclusive, evidence-based public discourse.

Project or context description

Expertise France recruits for this project a Grants Officer, who will play an essential role in supporting local partners throughout the grant lifecycle, ensuring compliance with donor regulations and Expertise France's standards. The Grant Officer will also provide administrative and technical assistance to grantees, monitor grant-funded activities, and contribute to the successful implementation of the project's grant mechanisms.

This position requires close collaboration with field teams, local partners, and stakeholders to ensure effective coordination and alignment with project objectives, fostering conflict-sensitive and transparent grant management practices.

Key Responsibilities:

 

1.       Grants Management Support

  • Assist the Grants Manager in coordinating the grant application process, including reviewing applications and verifying compliance with grant requirements.
  • Provide day-to-day administrative and logistical support for grant-related activities, including preparation of contracts and financial documentation.
  • Monitor the implementation of grant-funded activities, ensuring adherence to established timelines and project objectives.
  • Support the Grants Manager in preparing donor reports and conducting internal audits related to grants.
  • Verify financial reports shared by grantees and check accuracy and compliance with rules and procedures

 

2.       Capacity Building for Partners

  • Provide training and guidance to local partners on grant compliance, financial management, and reporting requirements.
  • Develop and share user-friendly tools and templates to simplify grant management processes for grantees.
  • Offer technical assistance to partners to address operational challenges and improve their performance.

 

3.       Monitoring, Evaluation, and Reporting

  • Collaborate with the Monitoring & Evaluation (M&E) Officer to track grant activities and measure their impact.
  • Conduct site visits to verify the proper use of grant funds and ensure alignment with project goals.
  • Prepare accurate, comprehensive reports on grant-funded activities for internal and external stakeholders.

 

4.       Collaboration and Stakeholder Engagement

  • Serve as the point of contact for assigned local partners, addressing their inquiries and coordinating grant-related activities.
  • Liaise with community organizations, local authorities, and other stakeholders to facilitate collaboration and communication.

Required profile

1. Education

  • Bachelor’s degree in international development, public administration, finance, or a related field.
  • Certification in grants or financial management is an asset.

 

2. Professional Experience

  • Minimum of 3 years of experience in grants management or financial administration, preferably within international development or peacebuilding projects.
  • Familiarity with EU-funded or other donor-funded grants is highly desirable.

 

3. Technical Knowledge and Skills

  • Strong understanding of grant management processes, including compliance, monitoring, and financial accountability.
  • Knowledge of peacebuilding and conflict-sensitive approaches is an advantage.
  • Proficiency in grant management tools and software.

 

4. Language Skills

  • Excellent written and spoken English and Arabic (mandatory).
  • Proficiency in French is an advantage.

 

5. Personal Attributes

  • High level of integrity and commitment to transparency and accountability.
  • Strong organizational and problem-solving skills.
  • Adaptability to dynamic and complex working environments.

Additional information

Position based in Jerusalem, full-time.

The Grant Officer will report to the Grants Manager and support the implementation of grant-funded activities in line with the project's objectives.
