The “Empowering Palestinian and Israeli civil societies along with local media for community resilience and dialogue” project has an initial duration of 18 months and is implemented by Expertise France. This project focuses on empowering Palestinian and Israeli civil societies, along with local media, to strengthen their roles as key actors in peacebuilding by addressing community-specific challenges, fostering resilience, and supporting inclusive, evidence-based public discourse.
Expertise France recruits for this project a Grants Manager, who will play a critical role in managing the project's grant mechanisms, ensuring effective coordination and support for local partners, and driving the successful implementation of grant-funded activities. Reporting to the Deputy Project Director and managing a team of 4 Grants Officers based in Jerusalem, the Grants Manager will ensure compliance with donor regulations and Expertise France's standards while building the capacity of partners in grants management.
This role will involve close collaboration with the project's field teams, partners, and stakeholders to ensure that grants are implemented according to procedures, in a conflict-sensitive manner and align with the project's objectives.
1. Grants Management and Coordination
· Lead the grants management process, including designing Terms of Reference for expression of interest, partner pre-selection, contract negotiation, and agreement finalization.
· Supervise the Grants Officers to ensure effective support for local partners throughout the grant lifecycle.
· Monitor grant activities to ensure compliance with donor regulations, financial accountability, and timely financial reporting.
· Support internal and partners auditing processes throughout the grants management cycle.
2. Capacity Building and Partner Support
· Provide technical assistance and training to grantee compliance, reporting, and financial management.
· Develop tools and templates to streamline grants management and ensure consistency in implementation.
· Support partners in addressing challenges, adapting activities, and meeting project objectives.
3. Monitoring and Compliance
· Collaborate with the M&E team to ensure alignment between grants activities and the project's monitoring framework.
· Conduct regular reviews and field visits to monitor grant-funded activities and provide feedback.
· Ensure that grants are managed in a transparent, conflict-sensitive, and accountable manner.
4. Reporting and Documentation
· Prepare accurate and comprehensive reports on grant activities for internal and external stakeholders.
· Maintain a well-organized database of all grants-related documentation, including agreements, reports, and evaluations.
· Identify and document success stories and lessons learned to share with stakeholders.
5. Team Leadership and Supervision
· Supervise and support the team of Grants Officers, providing clear direction and fostering a collaborative work environment.
· Facilitate regular team meetings to share updates, resolve challenges, and align on priorities.
6. Collaboration and Stakeholder Engagement
·Act as the focal point for grants-related matters between the field teams, partners, and the Deputy Project Director.
·Liaise with local partners, community organizations, and other stakeholders to ensure alignment of grant activities with the project's goals.
·Contribute to strategic discussions on grant-related challenges and opportunities.
