Mission description

The position is placed under the direction of the Finance & Admin Manager (RAF) and she/he will have a cashier/Treasury assistant under her/his supervision.

Project or context description

The position is placed under the direction of the Finance & Admin Manager (RAF) and she/he will have a cashier/Treasury assistant under her/his supervision.

 The Accounting Officer will be responsible for the following tasks:

 Accounting management:

  • Ensures that all expenses are correctly recorded in the accounts (general and cost accounting): names, accounting codes, cost accounting codes, lettering, exchange rates, etc.
  • Ensures that the accounting journals and cash flow journals of the projects in the project portfolio match each other (Reconciliations)
  • Ensures that all payments and transfers are timely done abiding with all EF compliance requirements and EF procedures.
  • Under the supervision of the RAF, lead the monthly and yearly closing of accounts: Atlas exercises, analytic corrections, verification of the accounting differences between X3 and the FFU (pointage).
  • Undertake the accounting decentralization process from HQ to the country office: attending the relevant trainings on SAGE X3 accounting software and then, lead, under the supervision of the RAF, on the implementation of the software at Country Officer level.
  • Responsible for the SAGE X3 records at Country Office level and liaise with HQ counterparts on all accounting related matters
  • Liaise with the Senior HR Officer regarding all NSSF, Income Tax and Salary payments and ensure that HQ accounting requirements are respected
  • Ensure relations with the Bank, transfers between bank accounts, rates negotiation, solve any transfer/payment issues with the treasury Assistant.
  • Lead on the Cash Fund Request Process ensuring that enough funds are available to proceed with all expected monthly payments keeping safe margin and avoiding accumulating too significant bank balance.
  • Prepares VAT declarations for the VAT-exempt projects quarterly.
  • In liaison with the RAF and the finance officer, contribute to internal and external (donor) reports for all projects.

  Archiving and Audit Support:

  • Implements the archiving procedure for Finance and Accounting files.
  • Ensure compliance with the accounting document archiving policy.
  • Support the RAF in collecting all the supporting documents during the audits.

 Staff Management:

Supervise, train, coach and support the treasury assistant

Ensure annual appraisal as well as on-the-spot advice to let him/her improve in his position.

Delegate tasks and ensure the assistant is achieving the expected objectives.

 In view of the functions performed by the person concerned and the capacity-building work carried out within the Administration, Accounting and Finance division, this job description is not exhaustive.

Required profile

·       Bachelor's Degree in Accounting, Finance, Business Administration, or a related field.

·       Master's degree in Finance, Accounting, or Business Administration could be an advantage. Excellent command of the Office pack, in particular Excel and other office software;

·       Minimum of 3-5 years of experience in accounting or finance, ideally in a similar role within an international or non-profit organization.

·       Experience with financial software and proficiency in Microsoft Excel.

·       Prior experience with VAT, income tax compliance, and payroll processing is important.

·       Experience with audit processes and supporting audits is typically required.

·       Experience working with NSSF, income tax, and managing bank relations is an advantage.

·       Sense of autonomy, initiative, flexibility

·       Ability to work under pressure

Fluency in written and spoken English; French and Arabic.

·       Proficiency in office software.
