Mission description

Based in the premises of the Ministry of Education, Youth and Sport in Phnom Penh, the Team Leader will be responsible for overall supervision and coordination to achieve the objectives of the project.

 

The Team Leader will oversee the day-to-day management of the project team, which consists of:

  • An Administration and Finance Manager (hierarchical link), responsible for supervising administrative, financial, logistical and procurement aspects, recruited by EF;
  • and a Project Management Unit (PMU) established by the MoEYS, comprising 3 contract staff recruited directly by the Ministry (functional link).

The Team leader will thus work daily with the Cambodian counterpart, through the PMU, specifically with:

  • 1 National Technical Coordinator ensuring consistency and effective implementation of the different components of the project while facilitating their integration into MoEYS.
  • 1 Logistics Project Assistant providing operational and logistical support, assisting with event planning, mission planning and daily administrative tasks to ensure the smooth running of project activities.
  • 1 Translation Assistant, responsible for the translation of all documents and contents (platform, training, etc.), from Khmer to English or from English to Khmer.

 

The Team leader will also work with the OECD team, which consists of 3 people based in Paris.

He/She will ensure the good collaboration and follow-up of national and international experts who will be mobilized when necessary.

 

Under the supervision of the head office of Expertise France, the Associate Head of the Education, Higher Education and Research division, the project leader will supervise the strategic orientation, implementation and coordination of the project. Responsibilities include strategic and institutional coordination, technical, administrative and financial management, team leadership, and effective cooperation with partners and counterparts.

 

Strategic and institutional coordination:

  •  Coordinate the implementation of the governance and steering framework of the project, in agreement with stakeholders.
  • Elaborate the technical and budgetary project planning, in liaison with the different partners.
  • Participate in the various governance bodies set up by EUD and emanating from the project (meetings of technical working groups).
  • Monitor the framework and contractual obligations of the donor as well as those specific to EF.
  • Ensure the quality of the dialogue with EUD, the OECD, the MoEYS teams and any other stakeholders directly or indirectly involved in the implementation of the project (including the « France team »), including at a regional level, in close collaboration with EF headquarters.
  • Ensure that the project is aligned with current and future policies, programs or projects in Cambodia and the region.
  • Represent and promote the project in all instances where the presence of EF is expected.
  • Maintain close relations with the Expertise France headquarters by communicating as necessary and participating in relevant team or work meetings.

 

Technical, administrative and financial management:

  • Elaborate annual and quarterly work plans and budgets, with the Administration and Finance Manager support.
  • Ensure that the technical, financial and administrative programming is in compliance with EU and Expertise France procedures.
  • Manage and ensure effective allocation of resources (personnel, finances, materiel) with the Administration and Finance Manager support.
  • Oversee the operational implementation of activities in accordance with validated annual and quarterly action plans and budgets.
  • Define, with the Ministry and the EUD, the needs and elaborate terms of reference for experts to mobilize on the project.
  • Contribute to the development and implementation of MEAL and knowledge management strategies, on a daily basis and in coordination with experts.
  • Develop and/or consolidate key documents and deliverables related to project activities (Minutes of workshops, meetings, trainings, missions, etc.).
  • Produce the technical and financial reports according to the contractual commitments, with the support of the project team.
  • Prepare the biannual and annual reviews specific to Expertise France and the deliverables associated with these exercises.
  • Identify potential risks and implement mitigation strategies.
  • Participate in the reception and smooth running of internal or external missions related to the project (headquarters missions, short-term expert missions, etc.).
  • Continuously update and adapt the project process.
  • Ensure that safety and security measures are in place, in coordination with EF Operations Security Service.

 

HR management and counterpart engagement:

  • Coordinate the project team mobilized by a direct hierarchical link (Administration and Financial Manager) and through functional connection (implementing partners: MoEYS’ Project Management Unit) and all providers, partners and experts involved in the project.
  • Work in tandem with the National Technical Coordinator to ensure mutual understanding and a shared vision.
  • Foster team cohesion through regular meetings.
  • Set goals for the Administration and Financial Manager; also supervise the work of Cambodian collaborators, in close and continuous liaison with the National Technical Coordinator.
  • Supervise the recruitment of short-term experts, in conjunction with the National Technical Coordinator, the Administrative and Financial Manager and EF Headquarters.
  • Monitor the performance of all implementation experts and partners.

 

This job description is not exhaustive, the project manager is responsible for the achievement of the contractual objectives of the project and must carry out any activity necessary for the proper execution of the project.

Project or context description

The Data & Digital – Evidence based for policy making project is a three-year initiative which aims to strengthen governance and quality of Cambodia’s education system by introducing and integrating digital tools and data-driven approaches. The project combines short-term "quick wins" with long-term structural strategies to promote sustainable institutional change, aligned with the the Ministry of Education, Youth and Sports’ (MoEYS) strategic priorities.

 

At its core, the project supports the deployment and national adaptation of the Platform for Innovative Learning Assessments (PILA), a digital formative assessment tool developed by the OECD. Initially implemented as a pilot phase in 500 secondary schools with 3,000 teachers, PILA focuses on improving students’ mathematics learning while fostering critical thinking, self-assessment and digital inclusion; strengthening teachers' capacity to monitor and assess students’ skills; and providong data and analytical tools for public policy makers to improve educational sector practices and policies.

 

The intervention adopts a participatory and capacity-building approach, involving stakeholders at institutional, technical and implementation levels. It builds their professional capacity and supports evidence-based policy making by:

  1. Output 1Operationalizing the PILA platform and training educators and MoEYS staff through a cascade training model.
  2. Output 2 : Creating spaces for peer learning and dialogue to improve the use of education data in policy and practice, supporting performance-based management and decentralization reforms.
  3. Output 3 : Providing responsive technical assistance and policy dialogue support to both the MoEYS and the European Union delegation (EUD).

 

The action will be funded by the European Union in Cambodia and the French Ministry of Europe and Foreign Affairs, and co-implemented by Expertise France (EF) and the OECD. Expertise France is the coordinating agency for this partnership.

The duration of the action is scheduled from July 2025 to June 2028 (36 months) with a budget of 2,600,000 EUR.

Required profile

Qualifications:

  • Minimum Master’s degree in international relations, project management or other relevant fields.
  • General knowledge and understanding of educational public policy issues.

 

Skills required:

  • Deep knowledge of cooperation mechanisms, public development aid and international cooperation actors.
  • Regional knowledge of Southeast Asia.
  • Excellent project management skills and of EU administrative, financial procedures.
  • Excellent project planning skills.
  • Ability to lead dialogue, cooperate and negotiate with different types of partners (donors and partners at central and local levels).
  • Ability to diagnose, design and propose solutions adapted to potential difficulties and context.
  • Strong capacity for work and autonomy, flexibility and organization, responsiveness.
  • Experience in monitoring and evaluation to ensure results-based management.
  • Full command of standard computer applications (Microsoft Office).
  • Excellent written and oral communication skills both in English and French (technical reports, analysis documents, minutes, activity reports, terms of reference, etc.)

 

Experience required:

  • Minimum 10 years of professional experience in project or programme management, preferably funded by the European Union. Links with sectors of the education continuum would be a plus.
  • Demonstrated experience as a Project manager or Team leader providing strategic advice and capacity building to public institutions.
  • Experience in collaborating with and coordinating international and national partners, government agencies and donors.
  • Significant work experience in a multilingual/international environment and ability to accommodate with cultural differences to effectively interact with people of different cultures.
