Position Overview
Based in Kigali and under the hierarchical authority of the Team Leader, the Technical Lead will be responsible for leading the full technical implementation of Component 3 – Improving access to finance for innovative ventures, including women-led businesses, supporting the Digital Transformation and Green Transition.
The Technical Lead will work hand-in-hand with a dedicated Grant Manager, who will provide operational support in the design, allocation, management, and monitoring of grants to intermediary support organizations (ISOs).
To ensure a smooth joint implementation, their missions and responsibilities are as follows

Key Responsibilities and Tasks
· Define the strategic orientations, approaches, and methodologies of the access to finance component (SO3), in close collaboration with implementing partners (e.g. RVO, Smart Africa, Digital Africa, ESTDEV) and Expertise France
· Lead the annual planning process for SO3, including the development and consolidation of the work plan and budget
· Supervise and coordinate the implementation of activities under SO3, ensuring timely delivery, sound financial management, and adherence to procurement and reporting procedures.
· Identify needs and lead the design and implementation of calls for proposals, recruitment of experts, and management of service providers under SO3
· In collaboration with the Grant Manager, design and oversee the allocation, contracting and monitoring of grants to intermediary support organizations (such as incubators, accelerators, or ecosystem support organizations) that assist innovative micro and small enterprises in the region
· Monitor grant implementation, including reviewing financial and technical reports, verifying supporting documents, and ensuring compliance with Expertise France procedures
· Ensure close coordination with the Grant Manager, who will prove day-o-day support on operational aspects of grant management and compliance
· Develop and roll out initiatives to improve access to finance for digital and green entrepreneurs, with a specific focus on women-led ventures and inclusive finance
· Build and maintain a strong network of local and international stakeholders in the access to finance and entrepreneurship support ecosystem (investors, venture funds, business angels, accelerators, etc.)
· Promote the visibility of SO3 by coordinating delegations and activities in major international and regional events (e.g. exhibitions, networking sessions, workshops)
· Facilitate knowledge sharing, dissemination of good practices, and ecosystem-wide learning, including through awareness-raising campaigns and the promotion of project deliverables
· Contribute to the design and execution of the project’s stakeholder engagement strategy, including its digital and social media components, in coordination with the EU Delegation’s communication guidelines
· Support grant beneficiaries, public institutions, and entrepreneurial support organizations in implementing effective visibility and outreach strategies
· Serve as a representative of the project in technical and public forums, ensuring coherent messaging and strategic positioning of SO3 activities
· Develop and implement, in collaboration with the M&E Manager, a robust system to monitor activities, assess performance indicators, and evaluate the impact of the component’s interventions.
· Consolidate lessons learned and support capitalisation efforts to inform future programming and donor engagement.
· Organise and facilitate regular coordination meetings between stakeholders involved in Components 1 and 3, including agenda setting, documentation, and follow-up on action points
· Ensure fluid communication and information-sharing across stakeholders (PMU, SO leads, implementing partners, donors)
· Support the Team Leader in managing relationships with European, African, and international partners relevant to the implementation of Components 1 and 3
· Proactively identify and leverage synergies between Components 1 and 3, ensuring coherence across activities related to digital entrepreneurship, innovation, and access to finance

Description of the project
Expertise France is the French public international cooperation agency. It designs and implements projects which aim to contribute to the balanced development of partner countries, in line with the Sustainable Development Goals (SDGs) of the 2030 Agenda and the priorities of France’s external action.
AEDIB 2.0
African European Digital Innovation Bridge (AEDIB 2.0) is an ambitious regional project that aims to strengthen digital transformation and the green transition between Africa and Europe, with the long-term goal of creating a single market for digital innovation between the two continents. It seeks to position the EU as a key partner for Africa by developing digital businesses, supporting innovation, and building on existing partnerships between the two regions.
The Overall Objective of the Action is to strengthen digital transformation and the green transition in Africa through enhanced partnerships for digital entrepreneurship and innovation in order to integrate them into the sustainable development strategies of African countries.
Consequently, three Specific Objectives (outcomes) have been defined as follows:
Consortium structure and key partners :
The project is jointly implemented by six European development agencies and financed by five European donors:
Expertise France leads the consortium and is responsible for the Project Management Unit (PMU), which oversees all project components and ensures coordination among the implementing partners.
The project is scheduled to run from May 1st, 2025, to December 31, 2029 (56 months).
· Master’s degree (or equivalent) in economics, business, public policy, law, development studies, or a related field
· Excellent understanding of the public policy cycle, particularly as it relates to innovation, entrepreneurship, and private sector development
· Strong project management skills, with demonstrated ability to coordinate complex multi-stakeholder initiatives across countries and institutions
· Proven ability to engage in strategic dialogue and negotiation within politically sensitive or institutionally complex environments
· Sound knowledge of innovative financing mechanisms for early-stage ventures (grants, blended finance, equity instruments, etc.)
· Familiarity with the needs and challenges of entrepreneurs in accessing finance, especially in the digital and green sectors
· Previous experience working in or with business support organizations (incubators, accelerators, venture funds, etc.)
· Demonstrated capacity to build, manage and energize partnerships and professional networks, including with donors, investors, public institutions and private sector actors.
· Sensitivity to gender equality and inclusive development, with an ability to integrate these dimensions into project activities and stakeholder engagement
· Fluent in both spoken and written French and English
· Minimum of 10 years of relevant professional experience, including at least 5 years in a senior coordination, project management or technical advisory role, ideally in the fields of entrepreneurship, innovation, or access to finance
· Proven experience designing and managing technical assistance activities aimed at strengthening public and private innovation ecosystems
· Extensive experience conducting advocacy, awareness-raising, capacity-building and policy dialogue with national and regional authorities
· Strong track record in facilitating multi-stakeholder consultations and collaborative processes involving diverse actors from public, private, and civil society sectors
· Experience in organizing international and local events (workshops, conferences, knowledge exchange sessions)
· Experience working in Sub-Saharan Africa is required; deep knowledge of the regional entrepreneurial landscape is a strong asset
· At least two relevant experiences implementing international cooperation projects; experience with EU-funded projects is a strong advantage
· Previous successful collaboration with Expertise France or familiarity with its procedures will be considered an asset
