Mission description

Expertise France is the French international technical assistance agency, created from the merger of the six main French public implementing agencies on 1 January 2015, in order to enhance capacities to mobilize technical expertise, making it possible to address the growing needs of emerging and developing countries more effectively. Under the joint supervision of the Ministry of European and Foreign Affairs and the Ministry of Economy, within the AFD GROUP, Expertise France aims at participating in French cooperation and development aid through a wide range of interventions in areas such as sustainable development, economic development, public finances, governance and human rights, social protection and employment, health, and issues of stability, safety and security.

Expertise France is accredited by the European Commission for delegated management (the 'six pillars' audit), which means it can be awarded indirect management of projects and guarantees EF's capacity to successfully implement activities and projects with which it is entrusted, and ensure efficient distribution of administrative, hr and financial management tasks.

 

Project or context description

Expertise France is recruiting a Finance and Administrative Manager working under the authority of the Head of Support Services of Expertise France for Jordan. S/He will work on Support Services Unit and will ensure the existence of effective and efficient support services in the areas of finance and administration.

 

Expertise France is transitioning from an integrated support service approach with support functions being included in each project to a pooled support service approach with a Support Services Unit shared for all projects. The Finance and Administrative Manager will highly contribute to this transition.

Financial Responsibilities

 

  • Support the effective internal control of the operational budget and, in collaboration with the Project Managers, develop the annual budget. Monitor, analyze, and report on monthly expenditures. Provide recommendations and advise on resource reallocation during budget reviews and updates.
  • Provide overall financial planning support to the Head of Support Services, offering guidance on financial spending strategies and providing accurate financial forecasts for projects on a regular basis.
  • Offer inputs for budget development and provide overarching financial management support to budget holders, ensuring efficient financial practices.
  • Prepare the financial reports for donors and to HQ and lead on the audit processes
  • Constantly review the integrity and robustness of financial procedures, identify potential mismanagement, and recommend corrective actions to minimize losses.
  • Propose financial processes in line with EF Financial rules and procedures to ensure smooth collaboration with program teams and management.
  • Continuously train and mentor finance staff to build capacity within the EF office, ensuring financial competencies are developed.
  • Oversee transparent and effective relationships with banks and financial institutions, negotiating agreements favorable to EF and its beneficiaries.
  • Monitor and regulate cash flow, liquidity management, bank transactions, transfers, and other personnel involved, ensuring adherence to internal controls.
  • Ensure accounting records, accounting monthly closure and all accounting documentation are timely submitted to HQ and in line with EF procedures.
  • Ensure all necessary agreements, permits, and licenses required for EF's operations (including VAT exemptions, where applicable) are in place and stay updated on national administrative rules and regulations impacting EF activities.

    Management and Coordination Responsibilities

    • Lead the management of the administrative and financial unit, ensuring smooth operations.
    • Contribute to the Support Services Unit implementation in line with HQ global strategy by ensuring a smooth transition to the pooled Support Services from project integrated support services.
    • Maintain a network with other organizations on finance and administration-related topics, and ensure proactive communication with all relevant stakeholders.
    • Share and coordinate administrative and financial information with the Program Managers and other staff, attending any relevant internal coordination meetings.
    • Develop and implement a Financial Capacity Building plan for the projects and finance teams.
    • Liaise with donors and government officials, particularly on issues related to compliance, registration, and audits.
    • Ensure timely communication with the Head of Support Services, the Project Managers regarding all financial related issues.

Required profile

·       Relevant University degree in Finance studies

·       6 to 10 years of relevant experience in Finance in UN/INGO or other international agencies and in operational systems management in humanitarian/development set up

·       Good knowledge of donor procedures required is an asset (European Commission, AFD etc)

·       Previous experience work experience in Middle East in a finance capacity and knowledge of the legal framework for international agencies would be an asset.

·       Ability to work in a collaborative manner with team members and with multiple stakeholders at various levels from national to sub-national and community levels.

·       Demonstrated ability to work effectively under pressure

·       Excellent communication skills ability to adapt to a diverse multicultural environment.

·       Proactive, stable and robust character and a good team player.

·       Excellent command of English. Knowledge of French and/or Arabic would be an asset.
