The main tasks assigned to the key expert are as follows:
• Represent the project to national authorities, regional centers, and organizations within the relevant geographical areas (Sierra Leone, Liberia, Philippines, Mexico, Guyana).
• Develop an assessment of existing legal frameworks in partner countries, as well as their security situations related to conventional weapons and associated equipment.
• Monitor current developments in the countries and sub-regions.
• Identify partner needs within the framework of the projects and report them to the team.
• Represent Expertise France and the project during the implementation of activities.
• Contribute to the implementation of activities across different components: logistical, administrative, and stakeholder engagement support.
• Lead and facilitate activities during implementation.
• Identify potential collaborations with national stakeholders (new partnerships).
• Support the technical director to ensure the technical solution adopted meets partner expectations and is feasible on the ground.
• Represent the project at national, regional, and international events upon request from the program coordinator.
• Draft communication materials and mission reports.
• Collect supporting documents from partners and local service providers.
• Travel occasionally to Brussels, Paris, or to project intervention countries as needed.
EU P2P ATT OP IV
The Arms Trade Treaty (ATT), adopted by the UN General Assembly on April 2, 2013, aims to establish the highest possible common international standards to regulate the legal trade in conventional arms, prevent and eradicate the illicit trade in such arms, and prevent their diversion. The EU P2P ATT programme of the European Union on export control of conventional arms and related material was launched in 2014 and extended to a fourth phase through Council Decision CFSP 2025/442 of 28 February 2025. The two main objectives of the EU P2P ATT programme are supporting the effective implementation of the ATT and promoting its universalisation. These goals are pursued through activities aimed at:
• Assisting a number of countries in strengthening their arms transfer control systems to ensure effective implementation of the ATT: legislative and regulatory assistance, capacity building for implementation officials (including licensing authorities), inter-agency coordination and reporting exercises, and awareness-raising among civil society and private sector actors (e.g., industry).
• Further raising awareness among national and regional authorities and relevant civil society actors, and encouraging their stronger commitment to the ATT at both national and regional levels.
Qualifications and competencies :
• Relevant university degree at Master level
• Strong knowledge of Arms Trade Control
• Knowledge of the EU, its functioning and policy
• Good knowledge and/or working experience in one or several partner countries would be an advantage
• Fluency in English and French, both written and spoken
• Writing skills and experience to draft reports and concept notes
• Excellent leadership skills and team spirit
• Ability to work independently and remotely
• Proven organisational and communication skills
• Cross cultural sensitivity
• Spirit of initiative
• Computer proficiency
Professional experience :
• At least 6 years of experience in operational functions in the area of export control.
• Experience in technical project management, including policy planning and implementation
• processes that require coordination with a wide range of stakeholders.
• Experience in strategic trade control with national and/or EU authorities would be an advantage
• Working experience in/with one or several of the partner countries would be an asset
• Several years of professional experience with organising high level international conferences and events.
