Mission description

This recruitment process is part of the TEI OP-VET (Team Europe Initiative for Opportunity-driven VET) project, which aims to strengthen the balance between training and employment while improving the employability of women and men in Sub-Saharan Africa. This €75 million project seeks to promote a vocational training offer focused on concrete employment opportunities and increased collaboration and dialogue with the private sector. It is being implemented for a duration of 60 months from March 2024 to the end of February 2029 by a consortium of European partners, namely:

  • Enabel (Belgium)
  • Expertise France (EF France)
  • Finnish National Agency for Education (EDUFI Finland)
  • Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ Germany)

 

The project is organized into three pillars and implemented under a Team Europe approach, with synergies between all pillars:

  • Pillar 1 (Technical Assistance Facility) - Led by Expertise France The support provided by the technical assistance facility consists of two stages that will be addressed jointly or separately based on the needs received through requests submitted to the project:
    • Step 1: Assess and identify employment opportunities
    • Step 2: Formulate recommendations to improve the conceptualization, implementation, and monitoring of responsive measures in terms of skills and technical and vocational education and training (TVET) 
  • Pillar 2 (Organization of Regional Events Promoting PPPs in TVET) - Led by EDUFI
  • Pillar 3 (Call for Project Proposals Supporting the Opportunity-driven Approach in TVET) - Led by GIZ

Project or context description

In this context, Expertise France is recruiting a Project Officer, whose main missions will be to contribute to the implementation of the Technical Assistance (pillar 1) and to support the TEI OP-VET implementation at Expertise France and within the Project / Hub (synergies with pillar 2 and 3)

Under the management of the EF Project manager and liaison officer and in close cooperation with the EF project team, the TEI OP-VET team and other EF stakeholders (CHDS department, transversal support, other projects etc.), the Project Officer’s main activities will include:

1. Implementation of the Technical Assistance requests - support at agency-level:

  • Identification and mobilization of expertise (internal / external; international / local etc.)
  • Ensure the effective implementation of key process workflows to implement the technical assistance activities
  • Contractualization of the expertise
  • Operational support of the expertise implementation: logistics, administrative and finance
  • If needed, contribution to the technical aspects of the TA implementation, in collaboration with the Brussels team: action plan, review of deliverables, ensuring quality, monitoring etc.
  • Liaison and follow-up with agency transversal support teams (legal, security etc.)

 

2. Support the TEI OP-VET implementation at the agency level and within the Project / Hub 

  • Contribution to implement activities of other TEI OP-VET pillars or transversal subjects, that can include but is not limited to:
    • Contribute to the organization of public private regional exchanges 
    • Contribute external actors’ mobilization (including the private sector) in the framework of pilar 1 and 2 activities
    • Contribute to technical and operational exchanges with the other agencies
    • Support the implementation and continuous improvement of project management tools
  • At the agency level, contribute to synergies with other EF projects or technical assistance facilities 

Depending on the candidate’s profile, some of the activities above might be prioritized or reoriented.

The Project Officer may also be tasked with additional responsibilities relevant to the TEI OP- VET project as delegated by the Project manager.

 

Required profile

Competencies:

  • Excellent skills in planning, organization, interpersonal relations, and communication
  • Fluent spoken and written French and English (working languages for this position)
  • Ability to manage simultaneous services/tasks, manage time and priorities, work under pressure, and accept an increased workload from time to time
  • Ability to connect and coordinate with various internal and external stakeholders
  • Analytical and synthesis skills, ability to work under pressure, good command of office softwares
  • Full proficiency in standard computer applications (Microsoft Office)
  • Knowledge of vocational training and employment in international contexts, particularly in Sub-Saharan Africa, is a strong asset

 

Experience:

  • Minimum of 5 years of professional experience in a similar position, preferably focused on vocational training, integration, and/or employment issues
  • Experience working in vocational training in Sub-Saharan Africa is an asset
  • Experience in creating, maintaining, coordinating, and facilitating expert networks, including identifying and actively searching for experts
  • Experience working in a multilingual and international environment
