Mission description

The Team Leader, based at the Expertise France office in Abuja, will report hierarchically to the Head of the Pharmacy and Health Population Unit at Expertise France headquarters in Paris. He/she will work in close coordination with the Project Officer and Project Assistant at headquarters, and will be directly responsible for managing the project team members based in Abuja and Senegal. The project team is composed of Component Managers, long term experts and short-term experts. Part of the team members will be based in Dakar, Senegal.

The team will receive daily operational support from the Expertise France office in Abuja, which hosts shared and cross-cutting resources drawn from other projects managed by Expertise France in Nigeria. These shared services include administration, finance, logistics, security, and monitoring, evaluation and learning (MEAL).

The Team Leader will also work in close collaboration with other Project Managers based in the Abuja office, and maintain regular contact with the "France team" in Abuja, including AFD and the French Embassy, while working in close coordination with west-african regional and national authorities.

The key responsibilities of the Team Leader include:

1.     Strategic and Operational Project Management

  • Provide strategic leadership for the implementation of Expertise France’s component of the TEI SRHR regional programme.
  • Coordinate closely with the project steering committee, WAHO, and national stakeholders to ensure alignment with ECOWAS regional health and education policies.
  • Monitor national policy developments and ensure that project activities are aligned with evolving national strategies, and contribute to long-term policy transformations.
  • Identify and respond to emerging challenges, reorienting priorities in a flexible and context-sensitive manner.
  • Oversee the planning, coordination, and monitoring of EF-led activities in alignment with the project's logframe, budget and donor requirements (EU, AFD, Gates Foundation), and WAHO’s regional health strategy.
  • Develop and manage annual work plans, risk mitigation plans, and project dashboards.
  • Ensure timely and quality internal and external reporting. Ensure preparation of technical reports in compliance with donor expectations.
  • Lead internal steering exercises (semi-annual and annual reviews).
  • Supervise evaluations and audits.
  • Oversee the deployment of short- and long-term experts, ensuring efficient mission planning, needs assessment, and quality control of deliverables.
  • Facilitate internal and external project missions (headquarters visits, expert assignments, etc.) to ensure smooth project implementation

2.     Technical Oversight and Activity Implementation

  • Supervise and contribute to the delivery of EF-led technical activities, including:
    • Integration of SRHR into the education sector through Comprehensive Sexuality Education (CSE): regional study, training curricula, workshops, and teacher capacity-building.
    • Strengthening of community-based SRHR services and local governance engagement.
    • Capacity-building of health professionals via harmonized curricula and digital training platforms (e-learning).
    • Rehabilitation and equipment of health facilities to improve adolescent- and youth-friendly services.
    • Support to regulatory harmonisation and strengthening of National Regulatory Authorities (NRAs) for SRH/FP products, in coordination with Enabel.
    • Support to civil society organisations (CSOs) for innovative SRHR initiatives, advocacy (safe abortion access), and accountability mechanisms (e.g. scorecards).
  • Ensure the gender-transformative orientation, and rights-based framing of project activities.

3.     Institutional Relations, Representation and Strategic coordination

  • Act as EF’s representative for the TEI SRHR project in the region, at regional and national level.
  • Maintain institutional dialogue with regional and national stakeholders (Ministries of Health, Education, WAHO, ECOWAS, EU Delegation, AFD, Enabel, UN agencies).
  • Ensure active participation in WAHO-led platforms and ECOWAS coordination mechanisms.
  • Develop and maintain strong ties with the broader "Team France" (French Embassy, AFD Group), Expertise France geographical coordinators, and the EF Regional Operations Security Coordinator.
  • Ensure alignment of EF activities with evolving political, legal and sectoral developments across ECOWAS member states.
  • Promote synergies with other regional initiatives and facilitate technical exchanges.
  • Advocate for inclusive, rights-based, and gender-transformative SRHR policies.
  • Represent the project and EF in high-level meetings and conferences, technical working groups, and donor coordination meetings.

4.     Administrative and Financial Management

In coordination with the Administrative and Financial Manager (RAF) and project team at headquarters.

  • Supervise the financial and accounting management in accordance with Expertise France and AFD guidelines.
  • Ensure operational planning aligns with budget forecasting.
  • Oversee and consolidate budget monitoring, including financial reviews and forecasts.
  • Ensure timely updates and accuracy of all financial tracking tools, such as expenditure forecasts, procurement plans, and audit schedules required by the donor.
  • Provide the RAF with necessary data for internal (Expertise France) and external reporting to the donor, ensuring compliance with reporting deadlines and required formats.
  • Monitor and enforce adherence to financial and administrative procedures in line with Expertise France and AFD regulations.
  • Contribute to the development and improvement of project management tools and administrative procedures.

5.     Human Resources and Team Management

  • Coordinate and manage EF’s project team and long-term experts (technical, administrative, financial).
  • Lead recruitment, onboarding, task delegation, and performance reviews of staff members and experts (including drafting terms of reference and overseeing their assignments).
  • Define operational objectives for team members, organize workloads, and lead regular meetings to foster communication and collaboration.
  • Lead the implementation of organizational and coordination tools (e.g., RACI charts, office planning documents).
  • Ensure compliance with EF HR and operational procedures, and supervise the performance and professional development of the team, in coordination with EF headquarters.
  • Promote a positive, inclusive and collaborative team environment, fostering strong internal communication and teamwork.
  • Promote gender-sensitive management practices and ensure the inclusion of diverse profiles in project staffing.

6.     Monitoring, Evaluation and Communication

In coordination with the MEAL Officer and with support from dedicated staff at EF headquarter

  • Oversee implementation of MEAL activities (in coordination with EF HQ and partners).
  • Ensure rigorous tracking of indicators and data collection, including gender- and youth-sensitive indicators.
  • Ensure visibility and communication of EF’s contribution in compliance with EU and AFD standards.
  • Document and disseminate project results, innovations, and lessons learned for policy dialogue.
  • Support the development of publications, case studies, and knowledge products on project implementation.

7.     Safety and Security Management

In coordination with the Logistics and Security Officer based in Abuja, and with the support of the Regional Operations Security Coordinators (based in Ivory Coast and Senegal)

  • Identify and manage operational, institutional, and security risks and escalate them appropriately.
  • Ensure the implementation and dissemination of security rules, ensuring their compliance by project team.
  • Contribute to the overall safety management of personnel and assets.

TEI SRHR (Team Europe Initiative on Sexual and Reproductive Health and Rights) project

The TEI SRHR project is a 48 months regional project, aiming to improve access to quality, equitable, and inclusive SRHR services across ECOWAS member states, with a focus on women, adolescents, and youth. Co-funded by the European Union, AFD, and the Gates Foundation with a combined budget of 24,75 M€, the project is implemented by the West African Health Organization (WAHO), Expertise France, and Enabel.The TEI SRHR project aims to supports the ECOWAS regional agenda on health and education, and more specifically support various ECOWAS member states (that have yet to be determined during the inception phase) by:

  1. Strengthening policy commitments on SRHR through legal harmonisation and improved access to CSE,
  2. Improving access to services and commodities, with a focus on community health systems, local governance, and regulatory reform,
  3. Enhancing accountability and civil society engagement to ensure equitable, inclusive SRHR implementation.

Expertise France is responsible for implementing a defined set of activities within the TEI SRHR project, in coordination with WAHO and Enabel, with a 9,5 M€ budget. While current geographical priorities include Senegal, Nigeria, Guinea and Benin, these may evolve based on implementation needs and institutional dialogue.

Expertise France's key responsibilities include supporting the integration of SRHR in education systems—particularly through Comprehensive Sexuality Education (CSE); strengthening the capacity of healthcare personnel via harmonized curricula and the development of e-learning modules; and expanding access to SRHR services at the community level in partnership with local authorities. Expertise France will lead the rehabilitation and equipment of selected primary health centers and support civil society-led innovative initiatives to improve the availability and quality of SRHR services. In addition, Expertise France will also contribute to the regional and national harmonization of regulatory frameworks and supply chain systems for SRH/FP products, with the aim of improving their availability and quality across ECOWAS member states.

Finally, the project will make a point of capacity building of local health actors, and the development of inclusive public policies rooted in evidence, participation, and gender-sensitive governance.

Required profile

1.     Qualifications

  • Master’s degree or higher in public health, international development, political science, education, social sciences, or any relevant field, 
  • Specialisation or demonstrated expertise in sexual and reproductive health and rights (SRHR), gender, adolescent health, or education policy, 
  • Additional training in project cycle management, results-based management, gender equality, or monitoring & evaluation is a strong asset.

2.     Professional Experience

  • Minimum 10 years of experience in international project management in the field of public health or development cooperation, with at least 5 years in health, gender, education, or SRHR-related programmes, 
  • Proven experience managing large-scale, multi-donor projects, preferably EU-funded, in complex institutional environments, 
  • Previous experience in West Africa and familiarity with the ECOWAS institutional landscape is strongly preferred, 
  • Demonstrated experience in working with regional institutions (e.g. WAHO, ECOWAS), national governments, and local authorities, 
  • Prior involvement in projects related to Comprehensive Sexuality Education (CSE), health systems strengthening, health products supply chain and regulation, or community health is a plus, 
  • Experience engaging with civil society organisations and supporting advocacy initiatives.

3.     Skills and Competences

  • Strong strategic and operational leadership skills in multi-stakeholder environments and politically sensitive contexts, 
  • Ability to manage complex health development projects, 
  • Excellent coordination and negotiation abilities with high-level institutional and governmental partners, 
  • Capacity to manage multidisciplinary teams across several countries, 
  • Excellent skills in supervising technical and financial components of project implementation (budgeting, procurement, risk management, and donor reporting), 
  • Solid understanding of SRHR challenges in West Africa, including policy frameworks, gender dynamics, and social inclusion issues, 
  • Excellent writing, analytical, and reporting skills for both technical and policy-level documents, 
  • Full professional fluency in both English and French (written and spoken) is mandatory, 
  • Proficient with Microsoft Office tools (Excel, Word, Outlook), and familiar with financial and planning software, 
  • Strong intercultural communication skills, team-building skills, diplomacy, and capacity to handle sensitive issues with diplomacy and discretion, 
  • Ability to work under pressure and manage competing priorities effectively, 
  • Demonstrated commitment to gender equality, youth empowerment, and human rights-based approaches.
