Based in Kyiv, the position is under the direct supervision of the Coordinator for Hospital Cooperation of the Health Program and in close cooperation with the transversal Health Program Team covering various projects and thematic functions.
In close collaboration with the Coordinator for Hospital Cooperation, Expertise France's Projects Support Unit in Kyiv, the Project Team based at headquarters in Paris, Health Program Team, the Assistant for Hospital Cooperation will provide crucial support for the facilitation and coordination of Franco-Ukrainian hospital cooperation.
The main tasks of the Assistant for Hospital Cooperation will be to:
Key Responsibilities
Support for Facilitation of Hospital Cooperation
· Facilitate exchanges by assisting in the identification and initial connection of French and Ukrainian healthcare professionals and hospitals with common requests or needs, gathering information and preparing summaries on potential areas for knowledge and experience sharing, and maintaining a database of contacts and areas of expertise within French and Ukrainian hospitals.
· Participate, upon request, in ensuring the coherence and complementarity of ongoing hospital cooperation initiatives with other health initiatives in Ukraine by helping to compile information, particularly in areas targeted by the project (especially mental health, physical rehabilitation, and cancer care).
· Assist, upon request, in the organization and running of various coordination, exchange, and consultation meetings with all stakeholders by scheduling, sending invitations, preparing materials, taking notes and minutes during meetings, following up on action points.
· Facilitate stakeholder coordination by assisting in the smooth and transparent flow of information among all stakeholders involved in hospital cooperation, including Ukrainian health authorities (Ministry of Health, regional health authorities, etc.), as well as with the HQ Project team, Health program team, as well as French authorities (French ministerial departments responsible for hospital cooperation, such as the General Directorate of Health (DGS), the General Directorate of Healthcare Services (DGOS), the Directorate of European and International Affairs (DAEI)).
· Maintain updated contact lists for relevant stakeholders.
· Provide logistical support for the implementation of capacity-building programs related to hospital cooperation, including organizing visits, training sessions, and consultation meetings, ensuring their coherence with cooperation objectives, assist in the preparation and distribution of training materials, booking venues, management of participant lists, collect feedback from participants.
· Assist in providing support, upon request, to the Ministry of Health of Ukraine in organizing dialogues with French hospitals and various partners.
· Manage logistical and travel arrangements for the Health Program Team, and experts when required, in coordination with the HQ Project Team and the Ukraine USP Team, including booking flights and accommodation, arranging local transportation, preparing mission orders and other necessary pre/post-travel documentation.
Support for Analysis and Centralization of Data on Hospital Cooperation
· Assist in collecting and organizing information on ongoing hospital cooperation frameworks, requests, and needs from French and Ukrainian hospitals and maintain a database of past, current, and planned activities.
· Help to compile and summarize information on cooperation plans and identified needs from healthcare facilities in both countries.
· Assist in gathering information from partners to contribute to the understanding of health needs in Ukraine from the perspective of hospital cooperation.
· Assist in gathering information on cooperation with other diplomatic representations, state ministries, or other development agencies.
· Assist in the collection of feedback and basic data analysis to evaluate the impact of implemented programs.
Support to the overall delivery of the Health Program projects
· Take notes and minutes during internal and external meetings and events, especially during coordination meetings with all stakeholders.
· Participate, translate internal and external meetings held in Ukrainian at the request of the Head of Health Program, as well as various documents from French/English to Ukrainian and from Ukrainian to French/English (expert deliverables, reports, etc.).
· Draft and format agendas, letters, reports, presentations, and other necessary documents.
· Carry out the necessary administrative procedures for expatriate staff and experts in connection with the Ukraine USP team.
Expertise France
Expertise France is the French International Technical Cooperation Agency, with the status of public institution under the joint supervision of the Ministry of Europe and Foreign Affairs and the Ministries of Economics, Finance and Industrial and Digital Sovereignty. It is the second largest technical cooperation agency in Europe. Expertise France designs and implements projects that strengthen public policies over the long term in developing and emerging countries.
As the French public agency for international technical cooperation, Expertise France operates in more than 100 countries, implementing more than 400 projects. The agency works in close collaboration with French public institutions, as well as with the European Union, to respond to the needs of partner countries that wish to improve public policies that tackle these challenges. In Ukraine the agency has been regularly present since 2006 through series of technical assistance projects.
Expertise France in Ukraine
The MEAE has financed in 2023 Expertise France with an envelope of €14.5m to position French technical cooperation and respond to Ukraine's short, medium and long-term needs. This facility, entitled mAIDan Ukraine, finances and co-finances technical assistance projects to support Ukrainian authorities in preparing for reconstruction and the European accession process.
The ongoing other projects in Ukraine include: The EU-funded Project Pravo–Justice which promotes greater rule of law in Ukraine, in line with European standards and comparative practices; L’Initiative supports beneficiary countries to design, implement, monitor, and evaluate funding allocated by the Global Fund to Fight HIV, Tuberculosis and Malaria. The Emergency Fund for Ukraine against TB & HIV started in December 2022 with a commitment of €7.2 million; The “Stiykist” (resilience) project aims to contribute to social transformation and resilience in Ukraine by strengthening the capacities of national, regional and local institutions in the field of vocational training and social services, with a particular focus on the social inclusion of the most vulnerable; The Technical support of the State Audit Service project which aims to mobilise French and national technical expertise to help bringing Ukrainian legislation into line with the acquis communautaire, particularly in terms of protecting the EU's financial interests and supporting the SAS in its role of inspecting and monitoring the use of reconstruction funds.
Expertise France’s Health Program
As part of France's strategy for reconstruction and aid in Ukraine focusing on the health sector The French Ministry of Europe and Foreign Affairs (MEAE)'s Crisis Center (CDCS) has financed €16 million over 24 months to the APPUIHealth Project from 2024 to 2025. The project, implemented in partnership with Ministry of Health of Ukraine and other key stakeholders aims to improve Ukrainian populations' access to essential healthcare services in times of crisis. The project focuses on enhancing hospital cooperation between France and Ukraine, mobilizing French expertise, reconstructing and modernizing healthcare infrastructure and donating medical equipment at the request of Ministry of Health of Ukraine.
The REHAB project, funded by the French Development Agency (l’AFD) for €5 million over 24 months, from 2025 to 2026 aims overall supporting Ukraine in maintaining and strengthening its healthcare system to address the consequences of the conflict on the physical and mental health of Ukrainians. Activities are designed around enhancing mental health services and infrastructure in the Odesa region; strengthening physical rehabilitation efforts and infrastructure, while also emphasizing broader capacity-building initiatives across Ukraine with national and international partners; and identifying and conducting feasibility studies to prepare for concessional loan opportunities. Other projects under the Health Program are ongoing development.
Qualifications/ Technical skills
· University degree in translation, project or administrative management, public health, international relations, or a related field.
· Ability to work independently and manage multiple tasks simultaneously.
· Good written and oral communication skills (drafting of technical reports, analysis documents, minutes, activity reports, terms of reference, etc.).
· Very good command of office automation tools, particularly Excel and Word.
· Excellent command of French, English, and Ukrainian (written and spoken).
Professional experience
· At least 2 years' experience in a similar position, preferably in the field of international solidarity (humanitarian or international cooperation), technical assistance or international cooperation.
· Experience in preparation of meetings, visits, business trips will be an advantage.
