Mission description

Based in Kyiv, the position is under the overall supervision of the Deputy Head of Health Programme (DHoHP) and in close cooperation with the transversal Health Programme Team covering various projects and thematic functions and the Expertise France's Projects Support Unit (PSU) in Kyiv, the Health Programme Team, key stakeholders and beneficiaries.

 

The Component Lead will oversee the current health infrastructure rehabilitation activities under the Health Programme priorities. His / her principal assigned tasks will be (not limitative):

Operational and strategic Health Infrastructure Rehabilitation Component Management:

In close collaboration with the DHoHP and Expertise France's PSU:

·       Lead on planning, steering and implementing the construction activities as a whole cycle, in accordance with Expertise France policies and procedures, quality assurance, and cost efficiency;

·       Ensure smooth interactions with key project beneficiaries at the identified project sites (hospitals, medical centers management and technical teams) related to the implementation of construction activities;

·       Defines in coordination with the Deputy Head of Program timelines and reports on implementation;

·       Initiate and liaise with the Expertise France's PSU on tendering processes, procurement, legal and administrative affairs ensuring proper implementation of construction activities;

·       Management, regular follow up and monitoring of contractors’ progresses, timely delivery and contractual compliance;

·       Flag to the DHoHP any legal or other challenges, encountered risks identified and/or contextual factors (sectoral, financial, security, political, etc.) that may have an impact on the successful completion of activities and lead the mobilization of technical, legal and other relevant expertise for its resolving;

·       Lead on internal and external data collection and required reporting within the Health Infrastructure rehabilitation component implementation;

·       In charge of the identification and definition of needs, drafting of terms of reference, recruitment and management of the team of technical construction experts, E&S experts, Project Management companies involved in implementation of construction activities;

·       In charge of planning of regular field visits to the identified project sites as per request;

·       Organizes project monitoring and steering committees, evaluation committees in close coordination with national stakeholders (national authorities).

Administrative and financial management of the Component:

In close collaboration with Expertise France DHoHP, PSU and the Health programme team:

·       Ensure close coordination of administrative and logistical organization of Expertise France staff technical operator’s missions in the field;

·       Validate and approve the experts’ deliverables (mission reports, contractual deliverables, etc.), invoices/receipts related to the implementation of construction activities and ensure their quality control;

·       Ensure that budged planning is consistent with operational planning, identify discrepancies and propose required adjustments where applicable;

·       Consolidate budget monitoring and expenditures on Component

·       Coordinate the collection of information required for Expertise France’s internal reporting (financial monitoring, budget forecasts and closings) for the component;

Component monitoring-evaluation and capitalization:

In close collaboration with Expertise France DHoHP, PSU and the Health programme Assistant:

·       Participate in setting up the methodological framework and analysis tools for monitoring and measuring results throughout the component implementation;

·       Monitor the component indicators (quantitative and qualitative), in line with the logical framework;

·       Implement the actions required to facilitate the collection of data from the implementing partners, and contribute as required to their analysis;

·       Elaborate key documents and deliverables related to component activities (workshops/meeting minutes, reports writing, etc.);

·       Ensures timely preparation of draft interim and final activity reports (narrative and financial) related to the component for the donors, according to contractual deadlines and terms.

Component coordination, representation and communication:

In close collaboration with the Expertise France Head of Health Programme (HoP), the DHoHP: 

·       Act as focal point for the implementation and promotion of the component’s activities with internal and external key stakeholders;

·       Contribute to the development of language elements relating to component activities when requested;

·       Contribute to the implementation of the component communication and visibility plan.

Project or context description

Expertise France

Expertise France is the French International Technical Cooperation Agency, with the status of public institution under the joint supervision of the Ministry of Europe and Foreign Affairs and the Ministries of Economics, Finance and Industrial and Digital Sovereignty. It is the second largest technical cooperation agency in Europe. Expertise France designs and implements projects that strengthen public policies over the long term in developing and emerging countries.

As the French public agency for international technical cooperation, Expertise France operates in more than 100 countries, implementing more than 400 projects. The agency works in close collaboration with French public institutions, as well as with the European Union, to respond to the needs of partner countries that wish to improve public policies that tackle these challenges. In Ukraine the agency has been regularly present since 2006 through series of technical assistance projects.

Expertise France in Ukraine

The MEAE has financed in 2023 Expertise France with an envelope of €14.5m to position French technical cooperation and respond to Ukraine's short, medium and long-term needs. This facility, entitled mAIDan Ukraine, finances and co-finances technical assistance projects to support Ukrainian authorities in preparing for reconstruction and the European accession process.

The ongoing other projects in Ukraine include: the EU-funded Project Pravo-Justice which promotes greater rule of law in Ukraine, in line with European standards and comparative practices; L’Initiative supports beneficiary countries to design, implement, monitor, and evaluate funding allocated by the Global Fund to Fight HIV, Tuberculosis and Malaria. The Emergency Fund for Ukraine against TB & HIV started in December 2022 with a commitment of €7.2 million; the “Stiykist” (resilience) project aims to contribute to social transformation and resilience in Ukraine by strengthening the capacities of national, regional and local institutions in the field of vocational training and social services, with a particular focus on the social inclusion of the most vulnerable; the Technical Support of the State Audit Service project which aims to mobilize French and national technical expertise to help bringing Ukrainian legislation into line with the acquis communautaire, particularly in terms of protecting the EUs financial interests and supporting the SAS in its role of inspecting and monitoring the use of reconstruction funds.

Expertise France’s Health Programme

As part of Frances strategy for reconstruction and aid in Ukraine focusing on the health sector The French Ministry of Europe and Foreign Affairs (MEAE)s Crisis Center (CDCS) has financed €16 million over 24 months to the APPUIHealth Project from 2024 to 2025. The project, implemented in partnership with Ministry of Health of Ukraine and other key stakeholders aims to improve Ukrainian populations access to essential healthcare services in times of crisis. The project focuses on enhancing hospital cooperation between France and Ukraine, mobilizing French expertise, reconstructing and modernizing healthcare infrastructure and donating medical equipment at the request of Ministry of Health of Ukraine.

 

The REHAB project, funded by the French Development Agency (l’AFD) for €5 million over 24 months, from 2025 to 2026 aims overall supporting Ukraine in maintaining and strengthening its healthcare system to address the consequences of the conflict on the physical and mental health of Ukrainians. Activities are designed around enhancing mental health services and infrastructure in the Odesa region; strengthening physical rehabilitation efforts and infrastructure, while also emphasizing broader capacity-building initiatives across Ukraine with national and international partners; and identifying and conducting feasibility studies to prepare for concessional loan opportunities. Other projects under the Health Programme are ongoing development.

Required profile

Qualifications/ Technical skills

  • Master’s degree in international cooperation, development, project management or other relevant field;
  • Multidisciplinary and multicultural team coordination skills;
  • Excellent ability to build trusting relationships with national and international partners with proven experience;
  • Excellent command of project management, mainly in the healthcare sector;
  • Good knowledge of the emergency health sector and of national and regional health authorities in Ukraine would be an asset;
  • Ability to mobilize, maintain, coordinate and lead networks of players (experts, institutional players, civil society, authorities, etc.);
  • Good knowledge of cooperation mechanisms, official development assistance, and international cooperation actors present in Ukraine;
  • Ability to conduct a dialogue with technical and financial partners;
  • Excellent written and oral communication skills (drafting of technical reports, analysis documents, minutes, activity reports, definition of terms of reference, etc.);

 

Professional experience

·       At least 5 years’ experience in project management in the field of international solidarity (humanitarian or international cooperation), technical assistance and/or international cooperation in the healthcare sector;

·       Experience in coordination activities with Ukrainian national and local authorities;

·       Significant experience in facilitation, tools and techniques for participatory work;

·       Experience in team coordination and management.
