Expertise France (EF) is a public agency and the inter-ministerial actor in international technical cooperation. It became a subsidiary of the French Agency for Development Group ("Agence française de développement" in French / AFD Group) in January 2022. As the second largest agency in Europe, it designs and implements projects that sustainably strengthen public policies in developing and emerging countries on a range of policy issues (e.g. sustainable development, governance, stability, health, education).
It operates in key areas of development and contributes alongside its partners to the implementation of the Sustainable Development Goals (SDGs).
EF supports, advises and trains national and local authorities in the definition and implementation of quality public policies adapted to the needs of the population. Focusing on the transfer of dialogue between peers, our interventions aim to strengthen the capacities of partner countries. We contribute to the emergence of innovative solutions adapted to the local context by bringing together the best know-how.
EF advises and supports partner institutions - central administrations, regional organisations, local authorities, civil society organisations, etc. - from the definition of their needs to the final evaluation of activities carried out. EF manages the administrative and financial aspects while ensuring the link with the donor and the partners. The M&E of activities, which is essential for assessing the effectiveness of interventions and identifying good practices, is also carried out by the project team.
Description of the Project
The European Union (DG NEAR) is financing the "Green and Circular Economy in the Southern Neighbourhood" programme to support the strengthening and promotion of the GCE as a vector for job creation and expansion of economic opportunities; while contributing to achieving the external dimension of the Green Deal in the Mediterranean and promoting European green standards. This action will focus on three levels of intervention: Macro (policy framework), Meso (institutions) and Micro (enterprise) levels.
The regional layer will serve as catalyzer to mainstream ideas, stimulate peer competition, sharing EU expertise, and standardized messages and seize the "building back better" momentum.
Expertise France has been entrusted with the implementation of Component 1, named "Green Forward" - Advancing Policy Frameworks in The Mediterranean. This 48-month project, with a total budget of 4 M€, will aim to promote, develop and strengthen sound policies and enforceable legislation for the promotion of inclusive GCE through advocacy and peer exchange and increase the level of collaboration between stakeholders.
Public policies are the foundation to the development of a cleaner and greener economy. In this context, Green Forward will address the need to mainstream inclusive GCE's objectives at a policy level. The project will also promote a policy convergence on GCE with EU policy framework and within the region.
The Specific objectives (Outcomes) of the project are:
- Outcome 1: Public authorities in the region share a common vision of inclusive GCE inspired by EU best practices.
- Outcome 2: Inclusive GCE principles, inspired by EU policies best practices, are mainstreamed in national policy and regulatory frameworks of the countries of the Southern neighborhood.
The targeted countries are of the project are:
- In North Africa: Algeria, Egypt, Libya, Morocco, and Tunisia;
- In the Middle East: Jordan, Lebanon and Palestine.
The action to be delivered by this consultancy contributing to the corresponding SO.2: Inclusive GCE principles, inspired by EU policies best practices, are mainstreamed in national policy and regulatory frameworks of the countries of the Southern Neighbourhood
Background and purpose of the Consultancy:
In the first year of the program, Expertise France- Green Forward formulated a specific action plan for developing "Jordan's Textile Waste Management for Investment" Roadmap. This action plan outlined a four phase of activities over the duration of the project.
The goal of this consultancy is to assist Expertise France in developing a Cost-Benefit Analysis of textile waste in Jordan for the Green Forward Program, which is under the first phase of the plan for Jordan.
Investment opportunities have been influenced by various factors, including the sector's inadequate data, missing mandates of the stakeholders, and different other funded projects in the sector.
The Expert will support Expertise France to finalize the Analysis of the Textile waste cost-benefit in the country to feed the further actions of the Jordan's Action Plan.
I. Objectives and desired results
1) General objective
Position Overview
We are seeking a highly qualified expert to conduct a Cost-Benefit Analysis (CBA) of textile waste management plants. The expert will assess the economic, environmental, and social viability of establishing and operating these facilities, considering key factors such as investment costs, operational expenses, revenue potential, regulatory compliance, and sustainability benefits.
2) Specific objectives
· Develop a structured methodology for conducting the CBA of textile waste management plants.
· Identify key financial and economic variables, including capital expenditures (CAPEX), operating expenses (OPEX), revenue sources, and externalities.
· Conduct stakeholder consultations, including government agencies, industry players, and waste management organizations, to collect relevant data.
· Assess policy frameworks, regulatory incentives, and market conditions affecting the textile waste management sector.
· Quantify environmental and social impacts, such as carbon footprint reduction, job creation, and circular economy benefits.
· Provide a comparative analysis of different plant models (e.g., mechanical recycling, chemical recycling, waste-to-energy).
· Recommend policy and investment strategies based on CBA findings.

I. Required expertise and profile

A. Qualifications and skills:
Education: Advanced university degree (Master's or equivalent) in Economics, Financial Management, Engineering, Sciences, Management or related disciplines is required;
Technical and Functional Experience:
At least seven (7) years of relevant professional experience in the area of investment promotion in the context of technical cooperation activities. Exposure to the needs, conditions and problems in developing countries. Ability to research and analyze information. Ability to write in a clear and concise manner. Ability to work effectively in multi-cultural teams.
The certification as Trainer on Project Appraisal with Application of COMFAR Software would be an asset. Previous experience in design and implementation of capacity building in investment project, preparation and appraisal as well as entrepreneurship development programs and pre-investment studies.

Each deliverable will be debriefed with Expertise France- Green Forward Project Manager who may request adjustment from the consultant.
III. Monitoring-evaluation
All deliverables will be evaluated upon the following criteria and standards of quality:
· This mission will conclude with the cost benefit analysis report in the Jordan's textile waste sector, and inception report with spreadsheet analysis
· List of workshops "Minutes of meetings" took place during the mission including the list of participants respecting the criteria of Expertise France (Gender, Organization, Name, Type...)
· Draft reports are submitted in editable digital format (MS-Word).
· The final versions are sent in PDF and editable format (MS-Word).
· The quality of the analysis and associated writing in English
· The respect of deadlines
· compliance with the scope of the service request
· Innovative tools that provide a simple, practical understanding of the analysis involved
· The possibility of re-using relevant and existing content
IV. Practical information
The Green Forward project team is primarily based in Amman, Jordan, and is structured to ensure effective project implementation. Led by a dedicated Project Manager, the team comprises key roles including a GCE Public Policies Expert, an Awareness Raising & Capacity Building Manager, Logistics Assistant, and a Communications Officer. To facilitate seamless coordination and strategic guidance, a Project Officer is stationed at EF HQ in Paris, France. It is essential to note that the consultant or expert to be recruited through this ToR will report directly to the Project Manager, fostering close collaboration within the Amman-based team as well as EF HQ whenever required.
