The objective of the assignment is to provide technical assistance to the Expertise France in the development and monitoring of actions related to water and sanitation sectors in the Caribbean, through flexible and demand-based support device (purchase order). More particularly, EF seeks to recruit a technical expert to assist in the preparation of technical specifications, procurement processes, quality control of deliverables, and knowledge capitalization.
Potential tasks
The expert will work under the direct supervision of the Expertise France’s team based in Fort de France, Martinique. The expert will support the team to define, develop and monitor the implementation of actions related to the water and sanitation sectors. The expert will carry out the following activities (to be specified in each purchase order):
Support the design of project actions in topics related to water access and sanitation, including desalinization and drainage
Accompany Expertise France in co-constructing actions and activities adapted /realistic to meet the identified needs and evaluate the required means for their realization (which may include technical assistance, studies, training, webinars, workshops, study visits, pilot projects).
Make recommendations and proposals for activities.
Draft Terms of Reference (ToRs) for feasibility studies or project development consultancies.
Support the preparation of bidding document package for construction works.
Review and ensure quality control of technical deliverables or construction works (e.g. monitoring and verification methodologies, geotechnical studies, EIA, construction drawings, work planning, work delivery).
Participate and engage in technical dialogue (coordination meetings, seminars, workshops) with national counterparts and regional actors to facilitate the achievement of targets.
Identify and facilitate connection with the European private sector in the domain (including project developers, technology suppliers and financial intermediaries).
Contribute to briefing notes, presentations and internal reports.

As part of Euroclima, and in alignment with GGIA, Expertise France is supporting the formulation and implementation of regional and national actions on climate change mitigation and adaptation in the Caribbean. One of the key priority areas identified relates to climate-resilient infrastructure, including the development of sustainable water management solutions, resilient transport systems, and infrastructure adapted to extreme climate events. Within this framework, Expertise France is supporting multiple actions such as:
Grenada: The design and implementation of a desalination unit in Carriacou to address water scarcity and improve climate resilience.
Jamaica: The preparation of an Environmental and Social Impact Assessment (ESIA) to facilitate the implementation of improved drainage solutions at the port of Kingston.
Qualifications
Postgraduate degree (Master’s or PhD) in hydraulic engineering, civil engineering, environmental engineering, water and sanitation, or related field.
Technical knowledge
Minimum of 15 years of proven experience in the design, work supervision, and implementation of infrastructure projects in the fields of water supply, sanitation, drainage and hydraulic works.
Proven experience conducting and/or reviewing Environmental and Social Impact Assessments (ESIA), with strong understanding of environmental safeguards and permitting procedures.
Practical experience in construction supervision, including quality assurance, contractor coordination, and compliance with technical specifications and safety standards.
Demonstrated experience in the installation and commissioning of desalination units, particularly containerized solutions adapted to small island or remote contexts will be considered an asset
Familiarity with international procurement processes, including the preparation of technical bidding documents and evaluation of offers.
Experience in supporting or leading technical dialogue with public institutions, development partners, and private stakeholders.
Sound understanding of climate resilience, water resource management, and sustainable infrastructure practices in coastal or island environments.
Knowledge of languages
Excellent communication skills in English (oral and written).
An excellent command of oral and written French will be appreciated.
Interpersonal skills and cultural awareness
Great autonomy and impartiality.
Ability and willingness to travel within the Caribbean.
Form of Contract: Service contract with purchase orders
