Mission description

Responsibilities and tasks

Project implementation:

·       Oversee the operational management of activities entrusted to Expertise France under the supervision of the Project Manager (PM)

·       Support the day-to-day planning, organisation, co-ordination, and implementation and monitoring of component activities, ensure that all necessary financial and administrative procedures are conducted and completed in a timely manner and in accordance with donor regulations and internal rules and procedures.

·       Carry out required tasks under Expertise France policies (monthly reporting, project review, capitalization.) under the supervision of the PM

·       Identify and mobilize necessary resources for the project (local and/or international expertise, suppliers etc...)

·       Facilitate coordination with project internal and external partners

·       Support the PM in the planning, implementation and capitalization of activities and its budgeting.

·       Assist the MEAL officer in reception and compilation of reports and prepare contractual reports

·       Engage with national experts and focal points in the target countries.

·       Represent the project in working groups, conferences, and public-private dialogue initiatives.

·       Coordinate a network of local short-term experts in the partner countries.

·       Act as a liaison between the project and external stakeholders, including Expertise France, project partners, consortium members in Europe and partner countries, the donor, experts, and other relevant organizations.

Administrative, financial and logistical support

·       Support the implementation of project management tools and procedures

·       Participate in Expertise France's internal reporting (annual review, revised budget, action plan - initial budget);

·       Contribute to the technical and financial accuracyness activity reports required by the European Union, in liaison with the Unit Support Project (USP); in particular, verify budget allocations and coherence between technical and financial reports.

·       Contribute to the update and following of the project procurement plan along the project implementation. Be in constant liaison with the USP to launch and follow the procurement procedures as well as providing the project technical support in all the steps in which they are required (ToRs, evaluation, reception). Compile and check the files before Project Manager signature and launch to payment to the USP.

·       Ensure the correct files archiving for all the project (project documents, procurement and financial files.)

·       Follow and support the implementation of project logistics (organization of workshops, international expert missions, ...) - in liaison with the Unit Support Project (USP);

·       Oversee the budget and track spending of the component, report to component team and to the Project leadership.

·       Liaise between EF, the Project team, short-term and mid-term experts on financial, administrative and logistical matters.

Project or context description

He/she is responsible for mobilizing the necessary resources to implement the project activities and for identifying and mobilizing short term expertise and service providers. Finally, the PO will be responsible for identifying synergies across the project's components and to plan actions to operate these synergies.

Required profile

Advanced degree (Masters) in International Relations, International Cooperation, Social Sciences or any relevant topic

·       Minimum 10 years of working experience in project management

·       Experience in Circular Economy, Public Affairs, Sustainability, or a related field.

Understanding of Circular Economy principles.

·       Experience working with European institutions.

·       Proven track record of project management.

·       Excellent written and verbal communication skills, with experience in writing strategic reports.

·       Ability to represent organizations at high-level conferences and working groups.
