Communication and Public relations expert will be in charge of:
- designing and overseeing the work plan for communication linked to activities.
- organizing and coordinating all events in coordination with the logistic project assistant.
- Concerning the communication linked to activities of the Project, the Officer will be responsible for the following tasks:
- Design, develop and formulate the project's work plan, including the indicators to monitor its implementation and results, and taking into account the guidelines of Expertise France and the European Union (EU), · Develop the guidelines and terms of reference for the design of all communication tools (advertisements, spots, infographics, etc.), ·
- Implement and coordinate implementation of communication related to activities, · Identify, develop and manage Green Forward's related topics in communication channels (tv, radio, press, social medias, etc.), in coordination with the Communication Units of stakeholders,
- Develop the Project's knowledge products layout and formatting (4-pagers, studies, toolboxes, etc.), as well as other outputs (infographics, videos, visual supports, invitations, etc.) in cooperation with the Awareness raising & capacity building Officer,
- Take the lead in maintaining good communication and coordination with all stakeholder communication focal points, · Plan outreach activities and press and media visits,
- Manage, supervise and coordinate the work of short-term experts and service providers,
- Identify and set up a network of national/regional/international service providers and coordinate with the procurement officer to mobilize short term experts and service providers for campaigns and communications-related contracts,
- And any other related activities.
Concerning the events organization, the Officer will be responsible for the following tasks:
- Draw up a schedule and budget of the various events that will help to achieve the project's objectives in cooperation with the Awareness raising & capacity building Officer.
- Manage all aspects of an event (online and in-person): from planning to execution. For major events, supervise the service provider that will be hired. For routine events, the expert should be available to take some pictures and organize communication.
- Promote events creatively and effectively, using the appropriate channels.
- Be in charge of reception, coordination and good relationships with national, regional and thematic media, including press releases production,
- In cooperation with the Awareness raising & capacity building Officer, support a capitalization strategy to be developed after the implementation of event and follow-up the corresponding productions (videos, photos, posts, media, etc.).
- And any other related activities.
Cross-cutting tasks:
- Manage, supervise and coordinate the work of short-term experts and service providers working in the activities supervised by the Officer.
- Participate in the development of the general Green Forward's work plan. · Contribute to the capitalization of the project.
- Contribute in the production of annual reports and monitoring program, statistics and indicators related to communication.
- Actively participate in the project's internal coordination (team meetings, etc.). ·
- Any other relevant tasks.
The project will place great emphasis on limiting its carbon footprint, but travel to the countries concerned by the project and to Europe will be necessary for its successful implementation.
The Communication and Public relations expert must therefore be available to carry out these professional missions. Project or context description The European Union (EU) is going to finance the "Green and Circular Economy (GCE) in the Southern Neighbourhood" programme to support the strengthening and promotion of the GCE as a vector for job creation and expansion of economic opportunities; while contributing to achieving the external dimension of the Green Deal in the Mediterranean and promoting European green standards.
Expertise France is implementing a project funded by the European Union to support the development and implementation of policies and legislations to promote a green and circular economy in the Southern Mediterranean Neighbourhood. This initiative aligns with key European and international regulatory frameworks, such as Extended Producer Responsibility (EPR) framework, Waste Framework Directive, global plastic treaty negotiations, ect. The project is looking to address national and international challenges in building a circular economy that integrates local and global loops, involving all stakeholders in the value chain.
Education: Minimum of an undergraduate degree in communications, media relations, journalism, public relations, advertising, psychology or other related humanities or social sciences degree.
A Master's degree will be an asset.
Professional experience:
- At least 10 years of work experience in public relations, communications or advocacy.
- At least 5 years working in support of a national or regional (Mediterranean countries) public institution, initiative or program,
- Previous experience working in the international cooperation sector (NGOs, agencies, donors etc). Thorough knowledge of European project and EU communication and visibility guidelines would be an asset.
- Experience in the fields of the environment. Experience working on green and circular economy-related topics would be an asset
- Experience in preparing and disseminating technical and/or scientific information to decision makers and leaders target audiences.
- Experience managing consultants and external service providers would be an asset.
High proficiency in written and spoken Arabic, English and French. Skills - A strong ability to be dynamic, proactive and creative is expected. Especially, affinity to propose dynamic remote event solutions.
- Ability to design and implement innovative and out-of-the-box strategies and ideas.
- Ability to design some communication templates and tools,
- Ability to work in an international team.
- Ability to identify and mobilise the appropriate press channels and networks for the project, -
- Ability to communicate well and reach out, both verbally and in writing, with a wide range of stakeholders including with high level policy makers.
- A good understanding of the issues of dialogue, diplomacy and protocol within the Communications function.
- A good understanding of communication rules, with the ability to integrate divergent opinions and comments, and of validation processes in accordance with current procedures. Team spirit and ability to unite actors around common objectives.
