Mission description

Under the IETF Program, the Ministry of Energy and Mineral Resources (MEMR) and AFD have signed the Terms of Reference (ToR) for “Provinces/Islands Decarbonization Pathway.” This initiative aims to accelerate the decarbonization of small-to-medium islands in Indonesia by leveraging experiences from French overseas territories.

This initiative consists of two key activities:

  • Return of Experience of French isolated islands decarbonization, extracting key lessons applicable to Indonesia.

  • Enhanced decarbonization trajectory of North Maluku, focusing on expert-led decarbonization planning and implementation.

The Return of Experience activity will involve a study on French island decarbonization strategies, culminating in a report and restitution session in 2025, providing valuable policy insights.

The Enhanced Decarbonization Trajectory of North Maluku will involve placing a resident or semi-resident expert in North Maluku, who will:

  • Establish a working team to oversee decarbonization efforts.

  • Produce a first intermediary report on North Maluku’s energy transition.

  • Develop a work program for the next two years.

The insights gained from these activities will serve as input for policy adjustments under MEMR, aligning with the PBL ASET.

A future appointed consultant will implement these activities under the IETF technical assistance framework, with monitoring and oversight from the Island Decarbonization Strategy & Quality Supervisor. The Island Decarbonization Strategy & Quality Supervisor will support the TA Leader for Policies in ensuring alignment with MEMR’s objectives, JETP targets, and international best practices for sustainable island energy transition.

Starting in 2025, the team will prepare for the enhanced decarbonization trajectory of West Kalimantan, with implementation potentially beginning in 2026.

 

Main tasks

  1. Oversight and Monitoring of Decarbonization Activities

  • Supervise the initiation and implementation of the island decarbonization program in North Maluku.

  • Support the definition of the activities to be implemented to support the island decarbonisation program in West Kalimantan.

  • Ensure that all activities align with MEMR’s objectives, JETP targets, and international best practices.

  • Monitor progress, track deliverables, and report any deviations from the agreed work plan.

  1. Support for the Initiation Phase

  • Oversee focus group discussions (FGDs) conducted by the TA Leader for Policies and French island energy experts to confirm the feasibility of placing an expert in North Maluku.

  • Assist in setting up the working teams in North Maluku to coordinate decarbonization activities.

  • Ensure the preparation of detailed Terms of Reference (ToR) for expert recruitment.

  1. Implementation Phase Supervision

  • Monitor the recruitment process of the resident or semi-resident Island Decarbonization Strategy & Quality Supervisor in North Maluku.

  • Track the site mission activities and ensure alignment with the detailed ToR.

  • Organize and participate in regular coordination meetings between AFD, MEMR, the expert, and the working team.

  • Oversee the integration of sustainable practices into the provincial energy plan (RUED) in collaboration with local agencies (ESDM, BAPPEDA, PLN).

  • Ensure that scoping missions effectively assess potential sites for solar, wind, and biomass energy development.

  1. Reporting and Policy Recommendations

  • Prepare technical reports and updates on project progress and key findings.

  • Provide policy recommendations based on insights from the project to support MEMR’s policy adjustments, aligning with PBL ASET.

  • Ensure that the final assessment report includes strategic recommendations for the long-term sustainability of island decarbonization efforts.

  • Provide technical insights for other studies or needs that might arise.

  • Prepare reports or other documents requested by the TA Leader for Policies.

  • Participate and support the TA Leader for Policies in meetings / workshops for topics related to Island Decarbonization.

  • Technical insights and recommendations for policy making

  • Provide guidance for follow-up studies and next steps

  • Any other technical insight deemed necessary

 

Precision of the scope of work

The Island Decarbonization Strategy & Quality Supervisor will be responsible for ensuring the methodological soundness and quality of studies and activities related to the decarbonization of small-to-medium islands, with a focus on:

  • Review of Study Methodology: Assessing consultants' approaches to ensure technical rigor.

  • Progress and Quality Assurance: Conducting regular evaluations of consultant deliverables.

  • Policy Recommendations: Evaluating key findings to inform Indonesia's island decarbonization policies.

  • Final Technical Assessment Report: Summarizing outcomes and providing strategic policy recommendations.

Expected deliverables: Each service will be accompanied of a delivered that will be defined in the purchase order provided to the Bioenergy Strategy & Quality Supervisor.

 

Interaction between the Expert, Expertise France, and the Appointed Consultant

The Island Decarbonization Strategy & Quality Supervisor will serve as the technical liaison between Expertise France (EF) and the appointed consultant responsible for implementing the activities defined under their guidance. This expert will ensure that the planned initiatives are effectively executed, reviewed, and aligned with national energy policies and JETP objectives.

The interaction between these parties will be structured through regular meetings, technical reviews, and reporting mechanisms to ensure efficient communication, progress tracking, and quality assurance as follows. It is envisaged as follow and may be amended depending on the clients’ needs:

The Island Decarbonization Strategy & Quality Supervisor will report to the TA Leader for Policies and will receive directives solely from her to carry out an activity, which will be detailed in a purchase order.

Project or context description

Indonesia has committed to reducing GHG emissions and increasing the share of renewable energy to 23% of the total energy mix by 2025, as outlined in its 2021 National Energy Plan (RUPTL). During its G20 presidency in 2022, Indonesia prioritized energy transition, exemplified by the signing of the Just Energy Transition Partnership (JETP) with a coalition of international donors from the G7. Under JETP, a Comprehensive Investment and Policy Plan (CIPP) was developed to guide Indonesia in achieving key energy transition targets, including: i) Peaking power sector emissions by 2030, ii) Increasing renewable energy (RE) share to 34% of power generation by 2030, iii) Accelerating the early retirement of coal-fired power plants (CFPPs), iv) Achieving net zero emissions in the power sector by 2050.

Agence Française de Développement (AFD), representing France’s commitment to JETP, has pledged to mobilize 500 million euros (MEUR) over the next 3–5 years to support Indonesia’s clean energy transition goals. AFD’s first contribution was approved on October 17, 2024, with a 150 MEUR loan to the Government of Indonesia under Subprogram 1 of the Policy-Based Loan for Affordable and Sustainable Energy Transition (PBL ASET), which is co-financed by AFD, KfW, and ADB. Subprogram 2 is expected to be launched between 2025 and 2026.

To address gaps in Indonesia’s renewable energy deployment, AFD—on behalf of France’s JETP commitment—established the Indonesia Energy Transition Facility (IETF). This facility provides technical assistance to the Indonesian government in formulating sustainable energy policies and scoping renewable energy projects aligned with JETP targets.

AFD formalized this support by signing a Letter of Intent and an Implementing Agreement with MEMR on November 1, 2024, initiating a five-year technical assistance program across multiple MEMR departments. This 3 MEUR program is co-funded by the European Union (EU) and AFD’s own grant funding.

IETF is structured into two components:

  • Support for energy transition public policies

  • Project preparation, institutional support, and capacity building for state-owned enterprises (SOEs) such as PLN (Perusahaan Listrik Negara) and GeoDipa Energi (GDE)

The implementation of IETF activities with MEMR will be coordinated by a Technical Assistance (TA) Leader for Policies, who will oversee the recruitment of consultants and the execution of studies agreed upon with MEMR on an annual basis. The TA Leader for Policies operates under Expertise France (EF), AFD’s official implementing agency.

As AFD’s executing agency, Expertise France (EF) is responsible for the design and implementation of international technical cooperation projects. Expertise France specializes in capacity building, policy advisory services, and project coordination across four key areas:

  • Democratic, economic, and financial governance

  • Peace, stability, and security

  • Climate, agriculture, and sustainable development

  • Health and human development

Within IETF, Expertise France is tasked with delivering technical assistance to MEMR in support of the PBL ASET. This loan is designed to incentivize the Government of Indonesia to adopt public policies and regulations that accelerate the just energy transition.

The technical assistance under IETF will focus on the following key areas:

  • Island/province decarbonization

  • Operationalization of an ESG Framework

  • Bioenergy Development

  • Green Hydrogen

  • Just Energy Transition

French overseas territories face energy transition challenges due to small grids, fossil fuel dependence, and climate risks. AFD's decarbonization efforts in these regions offer insights for Indonesia’s island energy transition. Leveraging this experience, Indonesia aims to revise its Provincial Energy Plan (RUED) to integrate renewables, enhance efficiency, and align with local development, engaging key stakeholders like Dinas ESDM, BAPPEDA, and PLN to support a sustainable decarbonization pathway.

To ensure the successful implementation of these initiatives, Expertise France is seeking to recruit an Island Decarbonization Strategy & Quality Supervisor to support the Technical Assistance (TA) Leader for Policies. This supervisor will provide strategic oversight, technical supervision & quality assurance, and performance monitoring & reporting for studies on island decarbonization pathways, particularly in provinces such as North Maluku. 

Required profile

Languages and nationality

  • Excellent spoken and written English;

  • Knowledge of Bahasa Indonesia would be an asset;

  • All nationalities accepted

Education

  • Advanced degree (Master’s or Ph.D.) in Energy Policy, Engineering, Environmental Science, or a related field

  • Education in the field of energy or specifically in energy policies would be a strong asset

Professional experience

  • 5-10 years of professional experience in energy policy, renewable energy, or energy efficiency within public or private organizations, with a strong orientation toward climate-resilient and low-carbon development strategies.

  • At least 2 years of experience assisting in the development or revision of RUED, RUEN, RKN, RUPTL, or other provincial/national energy master plans in Indonesia or other regions.

  • Additional experience considered an asset includes; work on decarbonization roadmaps in remote regions and experience with island energy transition initiatives abroad

  • Experience working with regional agencies, including Dinas ESDM, BAPPEDA, and PLN Unit Induk Wilayah, particularly in energy planning and implementation.

  • Expertise in island energy transition, microgrid systems, and renewable energy deployment (solar, wind, biomass) in remote areas.

  • Strong understanding of energy planning, grid transmission challenges, and sustainable development for island electrification.

  • Proven ability to engage with national and local government agencies, development donors, and international stakeholders in energy transition projects.

Skills and knowledge

  • Familiarity with Indonesia’s energy policies, JETP framework, and MEMR’s regulatory environment, particularly in island decarbonization and renewable energy development.

  • Excellent knowledge of Indonesia’s island energy challenges and regional (Southeast Asia) energy transition issues, including decentralized energy systems and key sector actors.

  • Strong analytical and problem-solving skills, with the ability to provide evidence-based policy recommendations for island decarbonization.

  • Good understanding of Indonesia’s broader political and economic environment, especially regarding energy transition and infrastructure development in remote regions.

  • Ability to take initiative and work effectively in fast-paced, multi-stakeholder, and intercultural settings.

  • Strong interpersonal skills, with the ability to coordinate, engage, and collaborate with government agencies, donors, local communities, and private sector partners.
