Mission description

Description of the assignment:

  • Implement French priorities of the CDRI co-chairmanship (geographical extension of the CDRI, implementation of the strategic plan, integration of the CDRI into the international infrastructure ecosystem, promoting the highest standards, communication, support for innovation in sustainable financing, promotion of the 4P, UNOC3 Conference).
  • Launch a programme on resilient infrastructure finance and draw up a clear roadmap on this topic. 
  • Strengthen the ties between international players in the field of infrastructure finance (Fast-Infra, SOURCE Platform etc.) and CDRI.

Main duties and expected results:

The objective of the assignment is to provide technical expertise on resilient infrastructure finance to enable effective and consistent development of CDRI programmes. The deliverables are as follows:

  •          Advise on designing, implementing, and optimizing financial solutions that promote disaster and climate resilience.
  •        Consult with CDRI members to identify the Coalition’s expectations on infrastructure finance and provide strategic guidance on developing infrastructure finance interventions with respect to the objectives defined in the Charter and the CDRI’s Strategic Work Plan.
  •           Advise on conducting comprehensive financial analyses, developing tools, eg: cost-benefit analysis, to evaluate the viability of resilient infrastructure projects.
  •        Advise on the development of a portfolio of technical assistance projects by mobilizing public, private, and public-private partnership finances for disaster and climate resilient infrastructure finance. 
  •         Devise policy measures that promote investment in disaster-resilient infrastructure and identify and share best practices and innovative solutions.
  •         Capacity building, training and technical assistance to CDRI members and partners on financial strategies and tools for resilient infrastructure.
  •         Draw up, in close collaboration with CDRI technical divisions, measurable programme-specific objectives regarding advocacy, knowledge and technical assistance to foster develop resilient infrastructure finance.
  •          Define activities to help achieve these objectives and identify the resources required to carry them out.
  •        Support the mobilization of resources to implement the programme (fund-raising campaign, definition of consultant and employee profiles, support for the recruitment process, where necessary, drawing up of technical specifications for procurement for any required services).
  •         Identify partner organizations in line with the priorities of the French co-chairmanship (FAST-Infra, SOURCE platform, etc.) and support for formalizing and monitoring these partnerships.
  •         Actively participate in CDRI advocacy efforts in the field of infrastructure finance, including by participating in conferences, working groups and summits heled by the CDRI, France and other partners (UNFCCC, G20, OECD, Finance in Common, IDFC etc.).

Project or context description

Project description: Launched in September 2019 at the UN Climate Action Summit, the Coalition for Disaster Resilient Infrastructure (CDRI), whose Secretariat is in New Delhi, aims to assist its members, particularly vulnerable developing countries, to improve the resilience of their infrastructure to climate risks and natural disasters and to assist them in reconstruction operations after disasters. It has 39 member countries, including France since 2020. France is acting as co-chair of the Coalition from April 2024 to March 2026.

 

Description of the host structure:

  •         The international technical expert’s direct supervisor: Director-General of the CDRI.
  •         Composition (staffing and functions) of the team/service within which the international technical expert will work: The CDRI Secretariat, located in New Delhi, has 65 staff members including some 40 specialists and experts in resilient infrastructure. The CDRI Secretariat has five divisions: i) Operations, ii) Program and Technical Assistance, iii) Research Knowledge Management and Capacity-building, iv) Partnerships, and v) Advocacy and Communications. The international technical expert will work with all the divisions in a cross-cutting manner when on assignment.

Required profile

English (C1)

Work experience:

  • Number of years of relevant work experience desired: 15 years.
  • Experience in the international finance of infrastructure projects and engineering projects to tackle climate change (particularly adaptation) is required. Minimum 10 years of experience in infrastructure/ project financing with focus on disaster and climate resilience.
  • Experience in Africa and/or India would be an advantage.

  • Type of contract: private law employment contract (public officials will be seconded to Expertise France for the duration of the assignment).
