Mission description
Under the IETF Program, the Ministry of Energy and Mineral Resources (MEMR) and AFD have signed the Terms of Reference (ToR) on “Policies for Sustainable Production of Bioenergy” to advance Indonesia’s bioenergy sector by addressing regulatory gaps and technical challenges. This initiative specifically focuses on the development of agricultural-based biomass for combustion in medium-scale standalone plants (5–30 MW), with a strong emphasis on ensuring compliance with Environmental and Social (E&S) safeguards in line with AFD and European Union standards. A key objective is to maximize economic benefits for individual biomass collectors in rural areas. It is important to note that biofuels and palm oil-based biomass are explicitly excluded from the scope of this support, as they fall outside the intended focus of this intervention.
This initiative consists of four key activities:
· Bioenergy policy development, including a benchmarking study of legal frameworks and an inventory of bioenergy policies.
· Assessment of biomass potential and feedstock supply chains, focusing on mapping agricultural waste biomass in two provinces/regions.
· Bioenergy capacity development and benchmarking visits, including training up to 15 people and conducting site visits.
· Sectoral dialogue through dissemination and focus group discussions aligned with AFD bioenergy guidelines.
The bioenergy policy development activity will generate policy briefs and recommendations for regulatory improvements. The biomass potential assessment will identify feedstock availability and supply chain optimization strategies. The capacity development and benchmarking visits will enhance stakeholder knowledge and technical expertise, while the sectoral dialogue will facilitate engagement between policymakers, industry players, and technical experts.
The insights gained from these activities will serve as input for policy adjustments under MEMR, aligning with the PBL ASET.
Future appointed consultants will implement these activities under the IETF technical assistance framework, with monitoring and oversight from the Bioenergy Strategy and Quality Supervisor. The Bioenergy Strategy and Quality Supervisor will support the TA Leader for Policies in ensuring alignment with MEMR’s objectives, Indonesia’s renewable energy targets, and international best practices for sustainable bioenergy development.

The Bioenergy Strategy and Quality Supervisor will be responsible for ensuring the methodological soundness and quality of studies and activities related to bioenergy development in Indonesia, with a focus on:

Interaction between the Supervisor, Expertise France, and the Appointed Consultant
The Bioenergy Strategy and Quality Supervisor will act as the technical liaison between Expertise France (EF) and the appointed consultants, ensuring that the activities described above are effectively implemented, reviewed, and aligned with national energy policies and JETP objectives. The interaction between these parties will be structured through regular meetings, technical reviews, and reporting mechanisms to ensure efficient communication, progress tracking, and quality assurance. It is envisaged as follow and may be amended depending on the clients’ needs.

The Bioenergy Strategy and Quality Supervisor will report to the TA Leader for Policies and will receive directives solely from her to carry out an activity, which will be detailed in a purchase order.
Indonesia has committed to reducing GHG emissions and increasing the share of renewable energy to 23% of the total energy mix by 2025, as outlined in its 2021 National Energy Plan (RUPTL). During its G20 presidency in 2022, Indonesia prioritized energy transition, exemplified by the signing of the Just Energy Transition Partnership (JETP) with a coalition of international donors from the G7. Under JETP, a Comprehensive Investment and Policy Plan (CIPP) was developed to guide Indonesia in achieving key energy transition targets, including: i) Peaking power sector emissions by 2030, ii) Increasing renewable energy (RE) share to 34% of power generation by 2030, iii) Accelerating the early retirement of coal-fired power plants (CFPPs), iv) Achieving net zero emissions in the power sector by 2050.
Agence Française de Développement (AFD), representing France’s commitment to JETP, has pledged to mobilize 500 million euros (MEUR) over the next 3–5 years to support Indonesia’s clean energy transition goals. AFD’s first contribution was approved on October 17, 2024, with a 150 MEUR loan to the Government of Indonesia under Subprogram 1 of the Policy-Based Loan for Affordable and Sustainable Energy Transition (PBL ASET), which is co-financed by AFD, KfW, and ADB. Subprogram 2 is expected to be launched between 2025 and 2026.
To address gaps in Indonesia’s renewable energy deployment, AFD—on behalf of France’s JETP commitment—established the Indonesia Energy Transition Facility (IETF). This facility provides technical assistance to the Indonesian government in formulating sustainable energy policies and scoping renewable energy projects aligned with JETP targets.
AFD formalized this support by signing a Letter of Intent and an Implementing Agreement with MEMR on November 1, 2024, initiating a five-year technical assistance program across multiple MEMR departments. This 3 MEUR program is co-funded by the European Union (EU) and AFD’s own grant funding.
IETF is structured into two components:
· Support for energy transition public policies
· Project preparation, institutional support, and capacity building for state-owned enterprises (SOEs) such as PLN (Perusahaan Listrik Negara) and GeoDipa Energi (GDE)
The implementation of IETF activities with MEMR will be coordinated by a Technical Assistance (TA) Leader for Policies, who will oversee the recruitment of consultants and the execution of studies agreed upon with MEMR on an annual basis. The TA Leader for Policies operates under Expertise France (EF), AFD’s official implementing agency.
As AFD’s executing agency, Expertise France (EF) is responsible for the design and implementation of international technical cooperation projects. Expertise France specializes in capacity building, policy advisory services, and project coordination across four key areas:
· Democratic, economic, and financial governance
· Peace, stability, and security
· Climate, agriculture, and sustainable development
· Health and human development
Within IETF, Expertise France is tasked with delivering technical assistance to MEMR in support of the PBL ASET. This loan is designed to incentivize the Government of Indonesia to adopt public policies and regulations that accelerate the just energy transition.
The technical assistance under IETF will focus on the following key areas:
· Island/province decarbonization
· Operationalization of an ESG Framework
· Bioenergy Development
· Green Hydrogen
· Just Energy Transition
Bioenergy in Indonesia remains underutilized despite its potential to drive sustainable development and a just transition. The sector is crucial for industrial electricity and heat generation but faces investment risks, technical barriers, and regulatory gaps. Expanding bioenergy requires a robust legal and economic framework to ensure sustainability, biodiversity protection, and increased electricity contributions.
To address these challenges, AFD’s PBL ASET initiative supports bioenergy policy alignment, capacity building, and stakeholder engagement. This effort aims to enhance bioenergy’s role in Indonesia’s renewable energy goals while creating economic opportunities through biomass feedstock collection.
To ensure effective implementation, Expertise France seeks a Bioenergy Strategy and Quality Supervisor to support the TA Leader for Policies in strategic oversight, technical supervision, and performance monitoring of bioenergy development initiatives.
Languages and nationality
· Excellent spoken and written English
· Knowledge of French and Bahasa Indonesia would be an asset;

Education
· Advanced degree (Master’s or Ph.D.) in Energy Policy, Engineering, Environmental Science, or a related field
· Education in the field of energy or specifically in bioenergy would be a strong asset
· A thesis or master’s reseach dedicated to bioenergy would be considered a plus, as the profile is strongly oriented toward bioenergy expertise
Professional experience
· 5-10 years of professional experience in energy policy, renewable energy, or energy efficiency within public or private organizations.
· Minimum of 2–3 years of direct experience in the bioenergy sector, specifically excluding work related to biofuels or palm oil, as these fall outside the scope of this assignment. Experience in palm oil is not transferable to the technical and sustainability objectives of this role.
· At least 2 years of coordinating stakeholder engagement, including focus group discussions (FGDs), capacity-building programs, and industry consultations for bioenergy sector development.
· Experience overseeing policy research and technical studies related to bioenergy regulatory frameworks, sustainability standards, and investment incentives.
· Experience in monitoring, evaluating, and ensuring quality assurance of bioenergy projects, including legal framework benchmarking, biomass potential mapping, and feasibility assessments.
· Familiarity with reporting and policy recommendation processes, with the ability to translate study findings into actionable policy adjustments.
· Additional experience considered an asset includes:
- Biomass project development, particularly involving combustion of agricultural or agro-industrial biomass (distinct from biogas technology)
- Work with biomass technologies in countries outside of Indonesia
Skills and knowledge
· Familiarity with Indonesia’s energy policies, JETP framework, and MEMR’s regulatory environment, particularly in bioenergy development and biomass sustainability.
· Excellent knowledge of Indonesia’s bioenergy sector challenges and regional (Southeast Asia) energy transition issues, including feedstock supply chain management, bioenergy infrastructure, and key industry stakeholders.
· Strong analytical and problem-solving skills, with the ability to provide evidence-based policy recommendations for bioenergy deployment and investment strategies.
· Understanding of sustainability challenges in bioenergy development, including biodiversity conservation, land-use policies, and carbon emissions mitigation.
· Ability to take initiative and work effectively in fast-paced, multi-stakeholder, and intercultural environments.
· Strong interpersonal and coordination skills, with the ability to engage and collaborate with government agencies, private sector partners, research institutions, and local communities.
