As part of the Green and Digital Growth initiative, funded by the EU Delegation (EUD) and implemented with RVO (Netherlands) and UNCDF, Expertise France is looking to hire an Administrative and Financial Manager. This project aims to support Ghana's green and digital entrepreneurial ecosystem across three main pillars: access to financing, support for the entrepreneurship support ecosystem, and capacity strengthening of entrepreneurs. Under the direction of Expertise France's headquarters, the project leader will be responsible for the full-time leadership, overall coordination, and operational and financial implementation of Expertise France's activities within the project. Generally, the administrative and Finance Manager is responsible for the financial and administrative management of the project, ensuring compliance with donor regulations and Expertise France's internal procedures.
Based in Accra, the position is under the responsibility of the Team Leader and in liaison with the financial and administrative departments at headquarters in Paris.
More specifically, his/her missions and responsibilities are as follows (non-exhaustive list):
Operational management of activities
In close collaboration with the Team Leader:
Financial Management
Develop and monitor the project’s overall budget in close coordination with field and headquarters teams.
Conduct periodic financial reviews as required by the agency (budget forecasts, accounting closures, etc.).
Manage financial transactions, including monitoring disbursements, expenditures, financial records and expenditures documentation.
Ensure all financial transactions are in line and compliant with the EF financial and administrative guidelines.
Verify advance and expense journals recorded by the Administrative and Financial Assistant on the ground.
Prepare and review financial reports required by donors, ensuring accuracy and compliance with regulations.
Oversee the reception of timely and complete financial reports from implementing partners
Undertake quarterly review of documentation from implementing partners and provide financial support and training for partners as required
Organize and oversee financial audits, providing full support to external auditors.
Administrative Coordination
Develop and implement administrative procedures tailored to the project’s specific needs
Responsible for all matters related to the operations and administration of the office
Manage office lease to make sure it is current and that amendments are processed as required
Monitor inventory of office supplies and coordinate with the Procurement Manager the purchasing of new materials with attention to budgetary constraints
Oversee facilities services and maintenance activities
Organize and supervise other office activities (recycling, renovations, event planning etc.)
Keep abreast with all organizational changes and business developments
Supervise procurement processes and contract management with suppliers, service providers, and local partners.
Ensure up-to-date archiving of administrative and financial documents.
The Green and Digital Private Sector Development project, initiated by the European Union and the Ghanaian government, aims to strengthen and transform Ghana's entrepreneurial ecosystem. The goal is to facilitate the green and digital transition of Ghanaian companies. The project is jointly implemented by RVO, in the lead of the project, UNCDF, and Expertise France.
The Overall Objective of this action is to have a more inclusive, greener and digitalized Ghanaian society and economy.
The Specific objective is to develop a green, digitalised and more inclusive private sector in Ghana (including in the creative and heritage, healthcare and pharmaceutical industries).
Outputs:
1. Improved access to innovative and inclusive finance for digital, green, and circular initiatives.
2. Improved and inclusive business regulatory environment and ecosystem for digital, green, and circular entrepreneurs;
3. Enhanced capacity of entrepreneurs to apply green and digital technologies in product development and commercialisation in all supported sectors.
Expertise France will mostly focus on the 2nd and 3rd outputs, and activities related to:
Regulatory frameworks related to green and digital private sector development, in particular in the creative and heritage, healthcare and pharmaceutical sectors: support to selected ministries and governmental agencies to strengthen or adapt their regulatory frameworks, facilitation of public-private dialogues, awareness-raising among policymakers, etc.
Ecosystem building: support the structuring of the greentech ecosystem in Ghana, involving all actors and building a community to incentivize and promote sustainable practices and innovation within the private sector
ESO specialization: equip specific Entrepreneurship Support Organizations (ESOs) with the tools to provide detailed support for green and digital startups, in particular in the key areas of creative and cultural industries as well as healthcare and phamra
Capacity building for entrepreneurs: supporting entrepreneurs in their digital transformation through capacity building programs
Academia collaboration: develop and strengthen collaboration pathways between the private sector and academic sector
Higher education in accounting, banking and finance, administrative and financial management with at least 5 years' experience in equivalent functions
Proven knowledge of ERP and SAGE accounting software
Ability to work in a demanding, multicultural environment
Strong capacity for autonomy, independence of mind and impartiality
Strong capacity of work, rigor and organization
Perfect use of the Office Pack, particularly Excel
Interpersonal skills, ability to find solutions and work as part of a team
Excellent analytical and report writing skills
Proficiency in French and English, both written and spoken - knowledge of Twi, Ewe Fanti, or another local language is an advantage
Demonstrated ability to work in a multicultural environment and interact with governmental and non-governmental actors
Good knowledge of international and European cooperation actors
Demonstrated experience in international projects and a strong track record of EU-funded project management - a previous experience at Expertise France is a plus.
Conditions :
Fixed-term contract (CDDU) for 48 months
Salary based on experience and Expertise France's salary scales.
Position based in Accra with potential field trips in the sub Saharan Africa region
