Mission description

To support the implementation of this project, Expertise France will set up a project team based in Ebène/Port-Louis. The project team will be led by the project leader and composed of an administrative and financial manager, an assistant. e of the project, two long-term technical experts as well as short-term expertise mobilized throughout the project.

Under the responsibility of the project leader, the expert. e in green transformation/private sector will have as its function the implementation of component 2: “Adoption of circular economy practices in favour of the environmental value chain of construction”. The expert. e will be based at the premises of one of the project’s implementing partners, Business Mauritius, which is the coordinating body and voice for local businesses, and provides services to businesses and the community.

Component 2 will support the creation of circular economy-oriented opportunities for both public and private sectors to demonstrate that the circular economy can have positive impacts. It will facilitate the development of model approaches in the built environment value chain by involving a wide range of stakeholders (planners, architects, builders, infrastructure builders, financiers, local authorities, manufacturers, etc.), and the development of business services that strengthen the CE ecosystem, and will stimulate investment in circular economy projects, which generate positive externalities for society. All activities in component 2 will develop a gender approach to support women entrepreneurs and reduce inequalities.

The expert shall perform, in particular, the following tasks :

Develop and implement circular economy strategies in partnership with the private sector to implement the circular economy roadmap (such as reducing waste, reusing materials and maximizing product life cycles or other):

  • define clear and measurable objectives for and with the private sector. These ambitions must be aligned with the regulations and policies in force in Mauritius,
  • implement EC transformation strategies with specific action plans for each objective,
  • develop action plans, in close collaboration with team members: technical, operational, financial programming
  • facilitate private-public coordination and partnerships to develop circular practices in key sectors (including the bati),
  • define the terms of reference regarding short-term expertise needs, ensure the framing and steering of activities and ensure quality control of the deliverables produced,
  • mobilizing short-term expertise in support of the various project operators (identification of expert profiles, preparation of mission terms of reference, follow-up of missions, etc.),
  • contribute to the sharing of experiences and dissemination of good practices, ensure coordination with other relevant initiatives, including EU regional circular economy projects or other projects,
  • contribute to the technical and financial reporting of the activities under its responsibility: drafting of the technical reports, compliance with the milestones set, alerting the project leader and proposing a reorientation of actions if necessary,
  • maintain institutional dialogue with the main project partners,
  • establish a CE Hub, define and facilitate the provision of services to enterprises, and liven up the hub in connection with Business Mauritius,
  • facilitate coordination between stakeholders,

Guide organizations and companies in the transition from traditional linear business models to more sustainable circular practices, following actions defined in the EC roadmap:

  • carry out an in-depth diagnosis and environmental impact assessment of each step of the building value chain (raw material extraction, production, distribution, consumption and waste management), as well as the economic analysis of the various links in the sector, to ensure the economic feasibility of the proposed changes,
  • support organizational change projects within companies and sectors, to develop circular economy projects,
  • raise awareness and train stakeholders in the circular economy, particularly in the construction sector,
  • identify and involve actors in the value chain in the construction sector to create synergies and partnerships, with particular regard for micro and small enterprises, including in the informal sector,
  • identify and promote opportunities for the reduction, re-use and recycling of C&D waste,
  • organise peer-to-peer exchanges, including with European counterparts,
  • mobilize eco-design initiatives and experts to promote the use of recycled or biodegradable materials, the reduction of non-recyclable components and the efficient use of resources,
  • facilitate the development of business services and products, in a sustainable manner (beyond the duration of the project).

To strengthen the financing of green and sustainable investments:

  • map the green and sustainable sources of finance currently available in Mauritius, and identify opportunities to create and/or attract new sources of finance,
  • supporting companies in preparing applications for access to finance in the CE field,
  • strengthen the contribution and involvement of financial entities in financing the circular economy in Mauritius.

Document good practices, identify problems and propose solutions to promote CE projects,

  • contribute to the development of regulations, guidelines and other framework documents to promote CE,
  • follow trends and innovations in the circular economy,
  • develop awareness initiatives for different types of businesses, to promote the use of these good practices

In order to achieve the objectives, set and ensure proper management of the funds delegated to Expertise France, administrative and financial support will support the implementation of the following activities: logistic, administrative and financial management, etc. The project coordinator will be in charge of coordination between the two components, project management, relations with project partners, etc.  Component 1 of the project will be implemented by one. e expert in Public Policy. A close link between the two components will be established to ensure successful implementation of the project.

Project or context description

Context 

The Republic of Mauritius considers the adoption of the circular economy model (CE) as a priority to effectively address the challenges of environmental degradation, climate change, biodiversity loss, the empowerment of women and inequalities. This is reflected in the Vision 2050 included in the Mauritius Roadmap for the EC, whereby a circular economy integrated with culture generates sustainable production and consumption, leads to the regeneration of nature, has a positive impact on people’s lives and the environment, and promotes the creation of green jobs and sustainable business opportunities.

The project, funded by the European Union and implemented by Expertise France, contributes to the overall objective of strengthening the socially inclusive and environmentally sustainable development of the Republic of Mauritius, and to the specific objectives of:

  • Improve institutional and regulatory frameworks for the implementation of the national circular economy roadmap and action plan
  • Increase the effectiveness of circular economy initiatives within the value chain of the built environment, giving priority to women entrepreneurs in the circular economy.

Description of project

Within the framework of a delegation of EU funds, Expertise France will implement the project “Implementation of the Circular Economy Roadmap” in accordance with the mandate and strategic and thematic priorities expressed by the Mauritian partners. This project will run for 48 months and has a total budget of €3.5 million.

The project therefore aims to promote the circular economy in Mauritius, with a particular focus on the construction sector and the construction industry.

Required profile

Training

  • Master’s degree (minimum baccalaureate level 5) in sustainable development, environmental management or diploma from a business school, engineering or management
  • Gender training is an asset.

General and specific work experience

  • At least 10 years of professional experience in implementing technical cooperation/private sector capacity building and accompanying towards green transformation, etc.;
  • In-depth experience and skills of the circular economy and its challenges
  • Proven experience in strategic steering, coordination, operational management and large-scale national and international projects.
  • Training design, facilitation and evaluation for organizations (mostly private). Capitalization and design of teaching materials.
  • Experience in strengthening business development services, including for SMEs and the informal sector.
  • Experience in strengthening green finance and SME access to financial services.
  • Field experience in international cooperation and as part of a multicultural team.
  • Highly valued experience in similar projects.
  • Knowledge and experience in the construction industry would be an important asset.
  • Knowledge and experience of the Mauritian context would be an important asset.
