Mission description

To support the implementation of this project, Expertise France will set up a project team based in Ebène/Port-Louis. The project team will be led by the project leader and composed of an administrative and financial manager, two long-term technical experts and short-term expertise mobilized throughout the project.

Under the responsibility of the project leader, the expert. e in Public Policies – Circular Economy will have as its function the implementation of component 1: “Establish the key institutional and regulatory foundations for the implementation of the CE roadmap and action plan” in close coordination with Mauritian partners. He/she will be based within the Ministry of Environment.

Component 1 will support the implementation of the circular economy roadmap and action plan by strengthening the foundations of the institutional and regulatory framework. The expert will work to strengthen technical and coordination/communication capacities of steering institutions and assist in the relevant legislative and tax reform process in Mauritius and Rodrigues. This component will cover the cross-cutting institutions involved in implementing the circular economy policy, and will also have a main focus on the value chain of built environments, ensuring effective outcomes and the necessary linkages with component 2 (developing the circular economy within the built environment value chain by strengthening in particular the private sector).

The expert will perform, in particular, the following tasks:

Plan and ensure the successful implementation of strengthening activities to coordinate the implementation of the CE roadmap

  • map the public actors of the project to take into account the needs expressed
  • define support mechanisms for the coordination of the implementation of the CE Roadmap,
  • strengthen the functioning of the National Steering Committee and the sectoral platforms (real estate and construction, and solid waste) set up as part of the CE roadmap in Mauritius to ensure their effectiveness
  • develop action plans, in close collaboration with team members: technical, operational, financial programming
  • mobilizing short-term expertise in support of the various project operators (identification of expert profiles, preparation of mission terms of reference, follow-up of missions, ensuring the framing and steering of activities and ensuring quality control of deliverables produced, etc.)
  • contribute to the technical and financial reporting of activities under its responsibility: drafting of technical reports, compliance with established milestones, raising the alert to the project leader and proposing a reorientation of actions if necessary
  • contribute to the project’s communication actions and participate in the sharing of experiences and dissemination of good practices
  • maintain institutional dialogue with the main project partners
  • ensure visibility of the project with partners and other stakeholders
  • facilitate inter-stakeholder coordination, and participate in coordination meetings.

Organising and facilitating the national dialogue between public and private stakeholders in the circular economy,

  • developing a close dialogue with the authorities  (The Ministry of Environment, Solid Waste Management and Climate Change (MoESWMCC) (Solid Waste Management Division (DivSWM) and Environment and Climate Change Division (DepEnv), the Ministry of Local Governments, the Ministry of Finance, the Ministry of Financial Services and Economic Planning, The Ministry of National Infrastructure and Community Development, The Construction Industry Authority (CIA) the Rodrigues Regional Assembly (RRA)) to strengthen the coordination and governance of the implementation of the EU Roadmap,
  • ensure coordination between the public and private sectors,
  • define terms of reference for the activities of strengthening actors (thematic groups of the road map),
  • support of the steering committee animation,

Facilitate thematic exchanges with the different stakeholders of the circular economy

  • framing of themes, document review/projects and analysis, organization of workshops, mobilization of ad hoc expertise, facilitation and moderation of meetings,
  • writing and summarizing documents (policy notes, recommendations), etc.
  • supervise and coordinate the publication of documents,
  • mobilize expertise for the development of tools and publication of practical guides,
  • follow trends and innovations in the circular economy,

Coordinate activities to strengthen the technical skills of national and local authorities in the circular economy

  • identify and analyse the training, support, institutional or legal development processes and capacity building needs of actors,
  • develop a capacity building plan in collaboration with stakeholders,
  • supervise the mobilization of expertise and ensure quality control of deliverables produced in capacity building sessions,
  • review the capacity building sessions,
  • train stakeholders in the circular economy, particularly in the construction sector, to support good business management and decision-making,
  • overseeing the capitalization of capacity building activities,
  • organise peer-to-peer exchanges and experience sharing, including with European institutions

Lead the implementation of a review of the normative framework for the circular economy, with a gender-transversal approach and reduction of inequalities

  • review and develop recommendations on existing legislation, regulations, strategies and standards,
  • analyse the incentives (or disincentives) for the development of the CE in the public finances of Mauritius, and propose financial incentive measures,
  • to support the precise formulation, adoption and implementation of the above-mentioned legislation, guidelines and other measures and recommendations,
  • raise awareness and involve stakeholders through internal and external awareness campaigns on different aspects of CE.

In order to achieve the objectives, set and ensure proper management of the funds delegated to Expertise France, administrative and financial support will be provided for the implementation of the following activities: logistical, administrative and financial management, etc. The project leader will be in charge of facilitating: coordination between the two components, project management, relations with project partners. Component 2 of the project will be implemented by a green transformation/private sector expert. A close link between the two components will be established to ensure successful implementation of the project.

Project or context description

Context

The Republic of Mauritius considers the adoption of the circular economy model (CE) as a priority to effectively address the challenges of environmental degradation, climate change, biodiversity loss, the empowerment of women and inequalities. This is reflected in the Vision 2050 included in the Mauritius Roadmap for the CE, whereby a circular economy integrated with culture generates sustainable production and consumption, leads to the regeneration of nature, has a positive impact on people’s lives and the environment, and promotes the creation of green jobs and sustainable business opportunities.

The project, funded by the European Union and implemented by Expertise France, contributes to the overall objective of strengthening the socially inclusive and environmentally sustainable development of the Republic of Mauritius, and to the specific objectives of:

  • Improve institutional and regulatory frameworks for the implementation of the national circular economy roadmap and action plan
  • Increase the effectiveness of circular economy initiatives within the value chain of the built environment, giving priority to women entrepreneurs in the circular economy.

Description of project

Within the framework of a delegation of EU funds, Expertise France will implement the project “Implementation of the Circular Economy Roadmap” in accordance with the mandate and strategic and thematic priorities expressed by the Mauritian partners. This project has a duration of 48 months and has a total budget of 3.5 million euros

Required profile

Training

  • Master’s degree (minimum bac+5), in environment and sustainable development, in law, Master in economics Master in political science, Master in public administration or public policy, business school diploma, Engineering degree or any equivalent university degree
  • Gender training is an asset

General and specific work experience

  • At least 10 years' professional experience in implementing technical cooperation/institutional capacity building projects on governance, environment, climate, waste management, etc.
  • At least 5 years' experience in the circular economy
  • Experience and skills in public policy support for the circular economy, sustainable economic development, and public finances
  • Proven experience in strategic steering, coordination, operational management and large-scale national and international projects,
  • Design, facilitation and evaluation of training for organizations (mainly public). Capitalization and design of teaching materials
  • Field experience in international cooperation and as part of a multicultural team
  • Highly valued experience in similar projects
  • Knowledge and experience in the construction industry would be an important asset
  • Knowledge and experience of the Mauritian context would be an important asset.
