Mission Description


The Evacuation Center Design Expert is expected to provide high-level expertise and advice to the Project Leader, the Technical Coordinator, the Gender and the Urban Planner/Architect experts based in Manila, for the minimum standards, guidelines, and prototype designs of evacuation centers for Local Government Units (LGUs) in the Philippines that are GEDSI responsive, EREID responsive, and climate and disaster resilient.

To further enhance this work, an Evacuation Center Design Expert will be engaged to provide technical review, insights, and recommendations to improve the standards, guidelines, and designs of evacuation centers. The Evacuation Center Design Expert will work closely with the Urban Planner/Architect expert, offering high-level guidance and expertise.


Tasks and Responsibilities


The Evacuation Center Design expert will mostly support the Urban Planner/Architect expert already mobilized by the project.

The Urban Planner/Architect expert has already conducted a comprehensive review of policies, implementing rules and regulations, memorandum circulars, evaluation reports, secondary literature, publications, training materials, and other related documents used by DILG and other government agencies related to design standards of evacuation centers in the Philippines. The Urban Planner/Architect has also developed the draft guidelines and minimum standards as well as prototype designs.


While the Urban Planner/Architect expert will have the pilot seat in developing the following deliverables, the Evacuation Center Design expert will provide high-level guidance, insights, technical inputs and recommendations on the following key areas:

  • Review and improvement of minimum standards and guidelines to provide comprehensive guidance to Local Government Units (LGUs).
  • Review and development of a prototype designs for evacuation centers using various contexts/settings (e.g. urban/rural, ideal/basic) that are gender-responsive, socially inclusive, climate-and disaster resilient, and sensitive to emerging and re-emerging infectious diseases.
  • Enhancement of standards and designs to ensure they meet the needs of communities and align with international best practices.
  • Development of a training module in collaboration with the Training Needs Assessment (TNA) Expert to build the capacity of LGUs in understanding and applying the guidelines and minimum standards of evacuation centers, as well as assessing existing evacuation facilities.


Guidance and advice can be provided remotely, but the expert’s availability must be compatible with the time zone of the Philippines for coordination calls and necessary reviews with the project team as well as potentially with partners.


Deliverables


The Evacuation Center Design expert will contribute to the development of the following deliverables:

  1. Prototype designs of the evacuation center that address the needs and safety of vulnerable people, particularly women, children, the elderly, and PWDs, and are climate-smart and pandemic/infectious disease-sensitive.
  2. Minimum standards and guidelines for the construction of permanent evacuation center.
  3. Training design, module, manual, and materials to support LGUs in assessing existing evacuation centers and on enhancing the understanding of LGUs of the approved minimum standards and guidelines for the construction of evacuation centers that are climate- and disaster resilient, GEDSI-responsive, and pandemic/infectious disease-responsive.

Project or context description

The Disaster Risk Reduction Enhancement at the Local Level—Technical Assistance (DRREALL-TA) project, implemented by Expertise France, is part of the DRREALL policy-based support program, a long-term partnership between AFD and the Government of the Philippines (GoP), led by the Department of the Interior and Local Government (DILG). The DRREALL program, funded by the EU, aims to efficiently implement disaster risk reduction strategies at the level of local government units (LGUs). This program will contribute to strengthening disaster risk reduction and management (DRRM) and climate change adaptation (CCA) capacities at the national (primarily DILG) and local levels and will support ongoing reform projects throughout the country.

The DRREALL-TA is structured based on a policy matrix approved and agreed between the GoP and AFD. It outlines four key reform areas: i) Strengthening local capacities for risk-informed planning. ii) Enhancing DILG's ability to manage a performance audit mechanism and an integrated capacity development strategy for DRRM and CCA. iii) Improving the capacity of local communities to effectively utilize disaster risk management funds. iv) Enhancing gender-sensitive and socially inclusive approaches to disaster response within LGUs.

Expertise France is in charge of the DRREALL-TA project implementation. The Project Management Office (PMO), based in the Expertise France office in Manila, ensures the day-to-day operational management of the DRREALL-TA project, in close coordination with AFD and DILG.

Within the described project above, Expertise France is looking for an Evacuation Center Design Expert to provide high-end guidance to enhance existing minimum standards, guidelines and prototype designs to cities in alignment with the Ligtas Pinoy Centers Act or RA 12076, which aims to establish resilient and inclusive evacuation centers in the Philippines. This engagement will ensure that evacuation centers in the Philippines are safer, more inclusive, and resilient to climate change, disasters, and public health emergencies.

Educational Background

- Advanced degree (Master’s or PhD) in a relevant field such as Architecture, Urban Planning, Disaster Risk Management, Environmental Engineering, or a related discipline.
- Must be a licensed architect

Technical Expertise

- Extensive experience in designing or advising on the design of evacuation centers, shelters, or other public facilities with a focus on disaster risk reduction and management.
- Knowledge of design standards for evacuation centers, including but not limited to:
     o Climate-smart design and disaster-resilient construction.
     o Considerations for pandemic and infectious disease prevention in design.
     o Gender-sensitive design and social inclusivity in infrastructure planning.
- Familiarity with international best practices and standards in disaster management, particularly those related to evacuation centers and emergency shelters.


Practical experience and competencies

- Minimum 7-10 years of relevant experience in the field of urban planning, architecture, disaster management, or a related domain.
-  Experience working with government agencies, particularly in the Philippines, is an advantage.
-   Expertise in climate-smart and socially inclusive infrastructure development.
- Experience in developing training materials and capacity building programs, particularly in the context of disaster management or infrastructure design.
- Strong ability to produce technical documentation, including design standards, guidelines, and training materials.
-   Proficiency in English (spoken and written) is essential.

Additional information

10 days of expertise over the period April – July (estimated 3 days between April and May; and 7 days in July).
