Mission description

Under the direct supervision of the Coordinator for Asia Pacific Branch and with operational relations with Outreach and Knowledge management experts of the Global D4D Hub Secretariat to ensure harmonisation and coherence of approach, the expert will support the implementation of Asia Pacific Branch Outreach and Visibility Plan.

 

Key Responsibilities (non-exhaustive list):

-       Implement the Branch Outreach and visibility work plan, in particular through events organisation, in line with D4D Hub Outreach Strategy

 

-        Conduct a systematic watch on relevant events on digital topics in the Asia and Pacific region and identify key engagement opportunities

 

-        Identify and map relevant stakeholders in the Asia Pacific digital ecosystem, including regional organisations, public institutions, donors, private sector, civil society and academia to establish a database of contacts and connections to support outreach and visibility efforts.

 

-        Provide communication and visibility support for workshops, seminars and other events to be organized for promoting APAC Branch activities and APAC Branch representation during national and international events (forums, international conferences, partner events, etc.).

 

-        Provide strategic advice on the organisation of events, workshops and other outreach and visibility activities, including drafting thematic concept notes

 

Support the production of knowledge and outreach products, including web articles, social media content, intranet and newsletters

-        Ensure coordination of the Branch activities with the Global D4D Hub and the EU outreach and visibility focal points.

Project or context description

The Digital for Development (D4D) Hub is a strategic platform established by the European Union and its Member States with the aim of fostering multi-stakeholder partnerships and boosting investments to advance a human-centric digital transformation worldwide. The objective of D4D Hub is to:

·       Coordinate European digital cooperation efforts to increase their impact.

·       Boost joint investments and strengthen digital cooperation between European and global partners.

·       Foster multi-stakeholder collaboration and knowledge sharing between D4D Hub members and civil society, academia, and private sector actors.

·       Promote the European approach to human-centric digital transformation.

 

This strategic multi-stakeholder platform fosters digital ecosystems worldwide through bold international partnerships on digital transformation between its members and partners in Africa, Asia- Pacific, Latin America, the Caribbean and EU Eastern Neighbourhood.

In order to achieve the Overall Objective, the D4D Hub is supported by a Secretariat responsible for the overall coordination of activities, ensuring coherence across regional branches.  There are 4 regional branches under the D4D Hub:

·       The Latin America and Caribbean branch, headed by AECID

·       The Africa branch, led by Enabel with the support of Expertise France

·       The Asia-Pacific branch, headed by Expertise France

·       The NEAR Branch, headed by AICS, Italy

Activities of the Branches include:

·       Facilitating the emergence of Team Europe Initiatives at the national or regional level, in line with EU priorities, as well as collaborations and partnerships between European and regional actors 

·       Organizing regional workshops or events in strategic D4D sectors

·       Creating knowledge sharing products in strategic D4D sectors

·       Supporting the engagement of regional and local partners in the activities of the D4D Hub

The Secretariat based in Brussels supports the day-to-day management of formal structures (such as working groups and advisory groups) and facilitates knowledge sharing between D4D Hub members and other stakeholders. It also implements outreach activities aimed at increasing the visibility of D4D Hub members’ interventions in the digital cooperation field.

As Outreach and Visibility expert, within the Asia-Pacific (APAC) Branch, you will play a pivotal role in actively engaging with regional stakeholders, including the private sector, to raise awareness of the D4D Hub's approach and foster collaboration.  This is an exciting opportunity for a dynamic individual interested in international development, digital transformation, and building strategic partnerships.

Required profile

  • Higher education qualification, level Master’s in Communication/Journalism, International Relations;
  • Ability to work fully in French and English; additional languages are an asset;
  • Proven skills in intercultural communication, public relations, project coordination;
  • Excellent writing and relational skills;
  • Ability to work in a team and remotely;
  • Autonomy, responsiveness and proactivity;
  • Command of IT and communications tools such as Microsoft Office, Canva, Craft CRM, Fathom Analytics, Brand24, and Hootsuite.

 

Professional experience:

  • 5 years’ experience in communication;
  • At least one professional experience in the public/institutional sector and/or international cooperation/development assistance;
  • Proven experience in organising international events and multichannel outreach campaigns;
  • Experience in at last one project in D4D field in Asia-Pacific is an asset;
  • Proven expertise in working on projects funded by the European Union.

Additional information

The services are contracted for an amount of maximum 39,999€ (excl. VAT), excluding any travel costs related to the expertise mission.

The contract will be established for a duration of maximum 12 months starting in May 2025. Missions in Paris, Brussels and to the region could be envisaged, if relevant for carrying out the assignment. All products resulting from this contractual arrangement are the exclusive property of the European Commission.
