Mission description

Description of mandate:

As a training provider, the trainer will support Expertise France, a training organization listed in France under number 11755833775, in implementing its local field safety training. He/she will be integrated into the DMF (Mobile Training Detachment) system, which can be deployed in countries covered by the Regional Security Coordination in Central, Eastern and Southern Africa.

He/she will be responsible for providing the PSEI training of one day duration to national employees of Expertise France in the covered area. The training will include theoretical and practical modules based on the principles of TECC (tactical emergency casualty care), those of the French PSC1, covering life-saving emergencies such as hemorrhage, cardiorespiratory arrest, and unconsciousness, as well as practical scenarios such as bullet wounds, car accidents and any other credible scenario depending on the area of intervention. 

Due to the geographical specificity of the mandate, the service provider must be based in one of the countries of the covered area and able to move.

Countries covered: Angola, Botswana, Burundi, Comoros, Djibouti, Eritrea, Eswatini, Ethiopia, Gabon, Equatorial Guinea, Kenya, Lesotho, Madagascar, Malawi, Mozambique, Namibia, Uganda, DRC, Congo, Rwanda, Tanzania, Somalia, Zambia, Zimbabwe)

Project or context description

General objective of training

The local safety training courses (FST) organized by Expertise France aim to prepare agents of public administrations or operators to limit exposure to risks during their international duties in the context of cooperation operations.

Target audience

  • Common core: Applicable to all environments.
  • Sensitive areas: Specific training for high risk regions.
  • Semi-permissive/Non Permissive zones: Adaptations for extreme risk areas.

Local Field Safety Training is universal and aimed at all employee profiles, regardless of their area of responsibility or deployment.

Content of training

The training is structured in two main modules over two to three days, aiming to develop the essential skills for operating safely internationally.

1.       Module 1: Knowledge to Master

·         Understanding of security in operation: Provide the keys to identify critical security resources, analyze a security context, and prioritize information.

·         Operational skills: Use of telecommunications equipment, mobilization of alert tools, and implementation of security protocols in normal and crisis situations.

·         Natural threats and risks management: Strategies and responses to various threat situations.

2.       Module 2: Mastering to Respond (Isolated First Aid)

·         Emergency first aid: Learning the basics of managing emergencies such as traffic accidents, gunshot wounds, and explosions in sometimes hostile environments.

·         Self safety : Techniques to ensure one’s own safety and that of others, in operational contexts where emergency services are not immediately available.

Integration of modules

The day dedicated to first aid in isolated environments (PSEI) is fully integrated into the local level field safety training course, ensuring consistency with the lessons taught on the first day.

Required profile

Profile of the provider

  • Proven experience as an instructor or trainer in the armed forces, civil security, or non-governmental organizations (NGOs). Diplomas or equivalent in civil or military training are required.
  • Proven experience in the area covered, in an operational and/or security role.
  • French and English are required; Portuguese would be a plus.
  • Ability to be diplomatic, listening and caring.
  • Ability to adapt to the specific challenges of the security department of Expertise France.

Additional information

·         Duration and location: the mobilization will include three days per training session: one day for arrival and preparation, one day for training, and one day for administrative procedures and return.

·         Logistical support: air tickets, hotel and food expenses are covered by Expertise France. Training material is provided by Expertise France.

·         Compensation: the daily fee will be assessed and negotiated based on the qualifications and experience of the provider.

·         Contract type: contract on purchase order, with requirements of total confidentiality. The trainer will complete time sheets and sign off on the portion of the minutes related to the training day being delivered.

·         Performance indicators: Evaluation based on participant feedback and achievement of specified training objectives.

·         Confidentiality clause: the provider undertakes to maintain total confidentiality regarding the information and training materials handled. The training materials will be owned by Expertise France.

Selection process

The applicant is expected to submit a technical and financial offer including a daily cost proposal for his or her service. The applicant must also include in his application a sample training programme that he has delivered in the past.

Selection will be based on the analysis of the candidates' CVs, skills and experiences, as well as the submitted offer.
