Mission description

Expertise France is looking for an accountant to support the project team in perfoming administrative and financial management tasks.

Under the supervision of the RAF (Administrative and Financial Manager) and in compliance with the internal procedures of Expertise France, the accountant is responsible for :

 

Ø  Administrative management :

 

·      Responsible for the management and updating of administrative, financial and accounting data and their processing with the project management software (ATLAS). Creation of third-party profiles in accounting systems. Preparation of documents for further hierarchical approval.

·      Collect accounting documents supporting expenditures and ensure compliance with procedures, their conformity and consistency, their veracity and completeness in order to make payments

·      Ensure the archiving of all supporting documents related to the project.

·      Be the accounting Software focal point.

 

Ø  Budgetary, financial and accounting management :

 

·      Prepare the payment orders (BAP) for the settlement of expenses incurred in the course of project execution (Services, expert fees, mission expenses, office expenses, logistics...)

·      Manage bank transfers and petty cash : prepare bank transfers and ensure that all supporting documents are approved in advance, Prepare fund requests,  forward them to headquarters and track the fund receipt.

·       Regularly check the status of outstanding advances in the system and perform timely regularization in ERP.

·      Monitor the payments and ensure their reception by the recipients.

·      Perform the physical inventories of the fixed assets.

·      Manage and monitor the bank and cash journal by updating them with all the transactions carried out localy on a daily basis, perform the cash inventories and the bank reconciliation on monthly basis and forward the accounting package to the Headquarter (DAF) for integration into the project financial spreadsheets.

·      Update the expenditures journal (JDD) on the internal tools and manage the expenditures monitoring on Excel.

·      Carry out the financial and budgetary exercises of the Agency in collaboration with the project managers/ Administrative and financial project manager, RAF. s of projects

·      Prepare the projects periodic financial and accounting closure (monthly, quarterly, half-yearly and annual) in collaboration with the project managers.

·      Participate in the preparation of tax declarations as required by local law.

·      Manage and track commitments (grants/others) on ERP software.

·      Check the financial reports of grant recipients/other types of funding granted by the Agency.

·      Contribute to the preparation of donors financial reports in collaboration with project managers/ Administrative project managers and/or RAF projects.

·      Support internal and external audit processes on donor’s financial reporting, in conjunction with project managers/ Administrative and financial project manager, RAF. s of the projects.

·      Perform any other tasks assigned by management or supervisors to achieve team objectives.

Project or context description

The West Africa Sustainable Ocean Programme (WASOP), funded by the European Union for €59 million, aims to improve the sustainable and integrated use of ocean resources in West Africa by stimulating inclusive economic growth. This 5-year programme covers 13 West African countries : Cape Verde, Mauritania, Senegal, Gambia, Guinea, Guinea Bissau, Liberia, Sierra Leone, Côte d'Ivoire, Ghana, Togo, Benin, Nigeria.

 

The program is divided into three pillars :

-          Pillar 1 : Strengthen ocean governance in West Africa;

-          Pillar 2 : Support an innovative and sustainable blue economy;

-          Pillar 3 : Strengthen marine and coastal resilience.

 

Expertise France is in charge of implementing Pillar 2 “Supporting an innovative and sustainable blue economy” and the overall coordination of the programme. A budget of €28.5 million is allocated for Pillar 2, which aims to provide the technical services and expertise necessary for the development and implementation of a sustainable blue economy intervention in West Africa.

 

The four expected Outputs of Pillar 2 are :

 

-          O1: Efficient WASOP implementation through a coordination system;

-          O2: Provision of thematic expertise and technical support services to stakeholders;

-          O3: Selection and implementation of pilot actions in sustainable blue economy;

-          O4: WASOP’s communication activities, including awareness activities on the potential of blue economy, are implemented.

 

A project team, based in Praia, Cape Verde, will be recruited to oversee the activities delegated to Expertise France. The project team will include:

o   A management team : Project Director (present job description), Deputy Director, and Executive Assistant;

 

o   An operational team :

-          Monitoring and Evaluation Officer, Partnership Officer, Gender Advisor (O1), 

-          Technical Assistance Coordinator, Technical Assistance Officer (O2),

-          Grant Coordinator (O3),

-          Knowledge Management Officer, Communication Officer (O4), etc.

 

o   Support team : Administrative and Financial Manager, Logistics and events Officer, Procurement Officer, Accountant, HR and Administrative Assistant, etc.

Required profile

 

·      Master’s degree in finance, accounting, business administration or a related field.

·      At least two years of experience in a position with similar missions, preferably in a context related to international cooperation or solidarity projects.

 

Skills :

 

·      Fluency in written and spoken French, English and Portuguese.

·      Proficiency in Microsoft office suite (Word, Excel, PowerPoint, etc.) and accounting software. Mastery of the Sage accounting software is an asset.

·      Strong organizational skills, attention to detail and ability to handle multiple tasks simultaneously.

·      Teamwork and collaboration.

·      Be methodical, organized and responsive.

·      Have a sense of responsibility, be proactive and autonomous.

·      Interpersonal skills and adaptability.
