Damage Assessment: Conduct structural evaluations of healthcare facilities to determine the extent of damage and provide recommendations for repair or reconstruction.
Site Inspections: Perform on-site assessments, document findings, and ensure compliance with national and international safety standards.
Data Collection & Management: Establish and maintain a structured database for recording damage reports, assessments, and recovery progress.
Technical Reporting: Prepare detailed reports on damage assessments, including photographic documentation and engineering evaluations.
GIS & Mapping Support: Utilize Geographic Information Systems (GIS) and other mapping tools to visualize damage distribution and infrastructure needs.
Collaboration & Coordination: Work closely with engineers, construction specialists, and government agencies to align assessment findings with recovery priorities.
Quality Control & Verification: Ensure the accuracy and reliability of collected data, cross-checking sources and validating information with field teams.
Risk Identification: Identify potential hazards in damaged structures and propose mitigation measures to prevent further deterioration or unsafe conditions.
Expertise France is the French international technical cooperation agency, with the status of public institution under the joint supervision of the Ministry of Europe and Foreign Affairs (MEFA) and the Ministries of Economics and Finance and Industrial and Digital Sovereignty. It is the second largest technical cooperation agency in Europe. Expertise France designs and implements projects that strengthen public policies over the long term in developing and emerging countries.
Over the years, Expertise France has built up a relationship of trust with its partner administrations as well as governmental representatives and stakeholders. In the response to the existing situation and challenges, France has launched a coordinated assistance to Ukraine with a key component on the health sector, through the projects integrated within Expertise France’s Ukraine Health program.
The APPUI project financed by the Crisis Center of the French Ministry of Europe and Foreign Affairs is a multisector technical assistance aiming to improving Ukrainian populations' access to essential healthcare services in times of crisis. The project’s three main pillar are as follows:
1. Mobilization of French expertise, particularly in priority care sectors (cancer, mental health, physical and rehabilitation medicine), and coordination of Franco-Ukrainian hospital cooperation;
2. Rehabilitation and modernisation of healthcare facilities;
3. Provision of specialized medical equipment for selected healthcare facilities.
The REHAB project financed by the French Development Agency is a continuity of the APPUI project with a focus on Odesa region and support to national healthcare authorities specifically designed around Mental Health and Physical Rehabilitation. The project’s three main pillar are as follows:
1. Construction and modernisation of healthcare facilities along with donation of medical equipment;
2. Mobilisation of French expertise, Private-Public partnerships, provision of technical assistance;
3. Implementation of feasibility studies for the design of loans by l’AFD in the healthcare sector.
Expertise France is a key partner of the Ministry of Health of Ukraine, working together towards responding to emergencies, recovery and reconstruction of the health system in the aftermath of recent challenges caused by full scale Russian invasion in priority sectors such as healthcare coordination and reforms. The war in Ukraine has significantly impacted the country’s healthcare infrastructure, necessitating coordinated, strategic, and well-managed efforts to restore health services and facilities. The Health Recovery Office of the MoH has been at the center of this mission, facilitating strategic planning and coordination of healthcare recovery projects; engagement with international partners and donors to mobilize resources; monitoring and assessment of damages and reconstruction progress; and legal and regulatory oversight to streamline healthcare recovery efforts.
In February 2025, following the loss of international funding, MoH requested to Expertise France to provide alternative funding to prevent a loss of continuity in ongoing projects and partnerships. Disrupting the HRO’s work at this stage risked delaying or jeopardizing critical recovery efforts and investment opportunities including major investments from France in the healthcare sector.
To sustain and enhance the impact of the HRO, we are seeking financial support to cover six key positions, which are essential for maintaining the Office’s functionality and effectiveness.
EF and MoH are seeking to engage a dedicated expert (Legal advisor) to ensure legal soundness in contracts, agreements, and public procurement, while also navigating legislative developments and ensuring regulatory compliance in healthcare recovery.
Objective: The Specialist in Damage Assessment and Data Management will be responsible for evaluating the structural condition of healthcare facilities affected by the war and managing data related to damage assessment and recovery progress. The incumbent will play a key role in conducting site inspections, analyzing damage reports, and ensuring accurate documentation to support evidence-based decision-making for healthcare infrastructure reconstruction.
· Degree in Civil Engineering, Structural Engineering, Geospatial Analysis, or a related technical field.
· At least 5 years of experience in damage assessment, infrastructure evaluation, or data management related to reconstruction projects.
· Strong knowledge of structural integrity assessment methods and post-disaster damage evaluation techniques.
· Experience working with GIS, remote sensing, or other data visualization tools.
· Proficiency in handling large datasets and preparing analytical reports.
· Strong analytical and problem-solving skills.
· Fluency in Ukrainian and English.
Reporting & Supervision
The expert (specialist) is expected to be based in Kyiv, Ukraine, attend MoH office (approximately 40 hours per week), with a requirement be ready for travels to the regions and internationally as needed.
The expert (Specialist) will report directly to the Head of the Health Recovery Office of the Ministry of Health of Ukraine with a functional link to the Head of Health Program of Expertise France.
