Mission description

The expert will be part of a team in charge of the implementation of the inception phase of the project. The team will encompass different expertise related to cybersecurity. Under the supervision of the project manager, the expert will:

  • review the current situation (practices, policy, strategy, regulatory, legal and operational),
  • Undertake a comprehensive needs assessment,
  • carry out an accurate gap analysis to collect first hand and updated data through interviews of leading authorities and key stakeholders,
  • elaborate the mapping of existing initiatives (multi, bilateral, etc) and stakeholders, 
  • Confirm the relevance and feasibility of foreseen activities,
  • contribute to the animation of a debriefing meeting with the steering committee members (notably the EUD and Kenyan authorities representatives) in Nairobi to assess/validate the proposed methodology, detailed work plan,
  • Draft a consolidated inception report with an action plan for the implementation phase. 

Expected results

-        Achieve the results outlined in the project work plan.

-        Timely and successful completion of deliverables.

Mission methodology

The mission will start by a briefing with the project designated representatives on mission objective, methodology and expected results.

The mission will be considered ended after a debriefing meeting with the project beneficiaries and the EUD and the validation of the inception phase deliverables by the EUD to implement the action.

Deliverables

-        Input to the mapping and gap analysis for the project.

-        Draft of a consolidated inception report.

Project or context description

The overall objective of the project is to support Kenya to strengthen the resilience of the cybersecurity ecosystem of Kenya to ensure that citizens enjoy an open, free, secure, gender responsive and peaceful cyberspace. This will enhance Kenya's overall defense mechanisms against cyber threats thus help mitigate the risks of cyberattacks targeting public and private sector entities and increase users trust.

The specific objectives of the project are:

  • The national cybersecurity regulatory and legal frameworks are improved
  • The cybersecurity incidents management capacities are strengthened 
  • Users cybersecurity culture and capacities are increased

To reach the objective, the project is expected to achieve 3 interlinked Outcomes:

  • Adoption and implementation of a coherent, holistic, gender responsive, strategic and actionable national approach to cyber resilience is facilitated;
  • National operational capacities to adequately prevent, respond to, and recover from cyber-attacks and/or accidental failures are improved;
  • Trust of users, organisations and companies in the use of the cyberspace is enhanced (from a human rights and gender perspectives).

Required profile

General and specific professional experience

  • At least 8 years demonstrable experience in working on cybersecurity gained in a cybersecurity related role.
  • Experience in delivering cybersecurity related activities, reports or training for international organisations or extensive experience gained in relevant institutions at the national level.
  • Experience in technical assistance projects in the area of cybersecurity.
  • Experience of inter-agency and international cooperation.
  • Participation in similar EU-funded technical assistance projects would be an asset.

Qualifications and skills

  • Masters degree in law, ICT or a cybersecurity related field. Note that experienced expert that has adequate and demonstrable knowledge gained in praxis, in the area of cybersecurity, may also count towards meeting these criteria.
  • Solid knowledge of best internationally recognized principles and good practices in cybersecurity and protection of critical information infrastructures.
  • Demonstrable experience in supporting processes of elaboration of strategies.
  • Experience in working with CERT/CSIRT/SOC.
  • Fluent in spoken and written in English, strong reporting skills in the language.
  • Proficiency in working in a fast-paced, complex, dynamic, multicultural business environment is needed.

 The following experience is considered desirable but not mandatory:

  • Certification according to internationally recognised cybersecurity norms (GIAC/EC Council/ISO for example)
  • Experience in setting up CSIRT or SOC infrastructure is an asset. 
  • Experience with Kenya and the local context is a strong asset.
  • Experience in working with law enforcement, CERTs and other relevant government agencies in the area of critical infrastructures is an asset.
  • Experience in drafting national cybersecurity and cybercrime strategies is an asset.
  • Experience in working on capacity building with international organisations active in this field, such as the EU, EU based implementation agencies, The Council of Europe, the World Bank, UN or alike is an asset.

Ability to work in a public international environment:

  • Good understanding of the European Commission and EU policy. 
  • Demonstrated ability to exchange with all institutional levels/ high-ranking dialogue partners.
  • Previous experience in development of multilateral technical assistance initiatives in Kenya.
  • Knowledge of French would be an asset.
  • Strong skills in report writting.
