Mission description

- General objective of the mission

The project Manager will reports to Expertise France and EUD. She/He will:

  • orchestrate the overall project,
  • closely coordinate the work of the core team (project assistant and the long and short-term experts,
  • coordinate the implementation of the Outputs of the project,
  • ensure monitoring and timely reporting on project activities and results,
  • coordinate visibility actions, and liaise at regular intervals with the other EU funded projects in the partner country to ensure coherence of action as well as with other donors,
  • provide updated information on the implementation of the project.

He/she is responsible of the smooth daily functioning of the project’s office, supervises and plan the work of the project team (project assistant and experts) and ensures that services and equipment offer the best value for money.

He/she is also responsible for ensuring the project’ compliance with the EC requirements, notably with regards to reporting, audit, procurement and visibility, and with EF internal procedures

- Description of the task to be assigned 

Liaising the project and EF HQ

  • Ensure adequate level of information of EF HQ;
  • Ensure periodic follow-up through regular team meetings (minutes will be sent to EF) and individual meetings when needed;
  • Ensure that all relevant documents are saved on EF shared folders (via VPN), and that channels of communication and information sharing, amongst experts on one side, and between experts and HQ on the other, are efficient;
  • Build up a database of short term experts and contacts in the region;
  • Coordinate the preparation of annual narrative reports and provide final inputs for submission to EF HQ;
  • Ensure that Expertise France HQ is informed on any critical issue that may jeopardize the project.

Follow-up of administrative, financial, logistics, security and communication aspects of the project

  • Ensure that the administrative and financial rules set by EF are followed by the team; in particular, ensure that EF processes, including procurement processes are met, and be responsible for documenting the processes (contracts, invoices);
  • Draft contracts with partners, service providers and experts for submission to EF HQ;
  • Draft ToRs and involve long and short-term experts where appropriate and in coordination with Expertise France;
  • Follow the EF security plan and ensure that all experts act in conformity with security rules;
  • Plan and incur expenses related to the project office in Nairobi and to the implementation of activities, be responsible for the management of the project’s cashier;
  • Ensure that the EC visibility requirements are met.

Management of the project team in Nairobi (Kenya)

  • Coordinates the work of the team in Kenya;
  • Supervise the local staff in Nairobi (work objectives, daily management);
  • Supervise the local office (relationships with service providers notably and value for money).

Definition of intervention strategy

  • Support the long term Expert with the elaboration of a project strategy;
  • Contribute to the development of the project logical framework;
  • Ensure that indicators of performance set in the logical framework are monitored and updated;
  • Participate in the inception phase of the project and in the formulation of the work plan and ensure that the work plan developed is consistent with the project strategy;
  • Design, develop, steer and adjust, when necessary, activities;
  • Ensure quality control and appropriate implementation of the activities under her/his responsibility;
  • Draft, in collaboration with other experts mission reports, the annual progress report and the final report;
  • Ensure regular high-quality reporting on project activities.

Technical Coordination and support to the implementation of activities to ensure the global coherence of the project

  • Supervise and coordinate work of the team (long term and short term experts) and the local staff
  • Supervise and coordinate the different project outputs defining the activities to be done and the results to achieve
  • Ensure that activities identified are in line with the global project strategy and results to achieve.
  • Ensure planning, budgeting and coordination of activities with experts and support staff;
  • Ensure that logistic needs are met and the organization of activities goes smoothly;
  • Supervise the submission of Terms of Reference related to short term expertise needs, according to the timeline set in the planning of activities.

Project’s and EF’s representation towards the EU, technical and financial partners and other key stakeholders

  • Establish regular and fluid circulation of information on activities, with the EU Delegation in Kenya, French embassy, and any other relevant key stakeholders.
  • Network with relevant stakeholders in the partner country and maintain a closed working relationship with local administrations, and relevant regional and international organisations
  • Contribute to the organization of kick-off and closing events, as well as steering committees.

Project or context description

The overall objective of the project is to support Kenya to strengthen the resilience of the cybersecurity ecosystem of Kenya to ensure that citizens enjoy an open, free, secure, gender responsive and peaceful cyberspace. This will enhance Kenya's overall defense mechanisms against cyber threats thus help mitigate the risks of cyberattacks targeting public and private sector entities and increase users trust.

The specific objectives of the project are:

  • The national cybersecurity regulatory and legal frameworks are improved
  • The cybersecurity incidents management capacities are strengthened 
  • Users cybersecurity culture and capacities are increased 

To reach the objective, the project is expected to achieve 3 interlinked Outcomes:

  • Adoption and implementation of a coherent, holistic, gender responsive, strategic and actionable national approach to cyber resilience is facilitated;
  • National operational capacities to adequately prevent, respond to, and recover from cyber-attacks and/or accidental failures are improved;
  • Trust of users, organisations and companies in the use of the cyberspace is enhanced (from a human rights and gender perspectives).

The project will start in March 2025, with an inception phase to get an overview of the situation of the country, to identify the needs and to propose the adapted activities.

The core project team is composed of the following:

1.      Project Manager

2.      Expert in Cybersecurity

3.      Assistant (70%)

Short term experts will contribute to the project on a punctual basis, depending on needs expressed by the project partner and activities to be implemented.

Required profile

Professional experience:

  • At least 5 years of professional experience, including 4 years in the development sector and/or international cooperation;
  • Master 2 degree in international cooperation / project management / international relations / international law or any other relevant thematic;
  • Demonstrated project management skills;
  • Good knowledge and understanding of cybersecurity issues;
  • Demonstrated management skills in multilingual, multidisciplinary and multicultural environment;
  • Patience and ability to adapt;
  • Reactivity, autonomy – teamwork;
  • Knowledge of Expertise France rules and mechanisms would be an asset

Ability to work in a public international environment: 

  • Good understanding of the European Commission and EU policy;
  • Demonstrated ability to exchange with all institutional levels/ high-ranking dialogue partners;
  • Previous experience in development and management of multilateral technical assistance initiatives in Kenya;
  • Fluent in spoken and written in English, strong reporting skills in the language;
  • Knowledge of French would be an asset;
  • Excellent communication skills, sense of diplomacy.

Good command of the organization of international activities:

  • Experience coordinating and supervising private contractors;
  • Capacity to organise successful activities in the framework of international cooperation projects;
  • Proven organisational, communication and management skills: capacity to manage a multinational team with a multi-purpose expertise;
  • Computer proficiency including perfect command of office software;
  • Organizational skills and thoroughness.

Additional specific requirements:

  • Ability to work in a multicultural team;
  • Experience in EU funded projects is mandatory;
  • Capacity to work under pressure;
  • Good knowledge of Kenya is a plus.
