Mission description

Expertise France is looking for an Administrative Assistant to support the project team in their administrative tasks. The main tasks of the Assistant are:

  • Management of the management agenda and appointments.
  • Organization of business travel: booking of air tickets, accommodation, etc.
  • Support for the establishment of mission orders and expense reports.
  • Writing of letters, reports and administrative documents.
  • Support in administrative, banking and tax procedures (customs, VAT, imports, etc.).
  • Monitoring and management of administrative files: lease, telephone, maintenance of premises, etc.
  • Reception and communication with internal and external interlocutors.
  • Coordination of meetings and preparation of required materials: impressions, video conference equipment, etc.
  • Equipment management, office supplies and miscellaneous orders: dealing with suppliers, repairers, deliveries, etc.
  • Management of office maintenance contractors.
  • Equipment management: keeping inventory, tracking of entries and exits, tracking of disposals, preparation of transfer documents if necessary.
  • Management of service providers for the maintenance of equipment.
  • Manage inventory of project documentation and paper supports: brochures, flyers, kakemonos, leaflets, goodies, etc.

Project or context description

The €59 million West Africa Sustainable Ocean Programme (WASOP) aims to improve the sustainable and integrated use of ocean resources in West Africa by stimulating inclusive economic growth. This five-year programme covers 13 West African countries: Cape Verde, Mauritania, Senegal, Gambia, Guinea, Guinea Bissau, Liberia, Sierra Leone, Côte d'Ivoire, Ghana, Togo, Benin and Nigeria.

The program is divided into three pillars:

  • Pillar 1: Strengthening ocean governance in West Africa;
  • Pillar 2: Supporting an innovative and sustainable blue economy;
  • Pillar 3: Building marine and coastal resilience.

Expertise France is responsible for the direct implementation of Pillar 2 “Supporting an innovative and sustainable blue economy” and overall coordination of the programme. A budget of €28.5 million is allocated to Pillar 2, which aims to provide the technical services and expertise necessary for the development and implementation of a sustainable intervention in the blue economy in West Africa.

The four expected outcomes of Pillar 2 are:

-   R1: The WASOP project is implemented in a consistent manner through the establishment of a coordination system;

-   R2: National and regional capacities are strengthened to develop public policies related to the sustainable blue economy, through the Blue Facility;

-   R3: Supporting structuring pilot actions in the blue sustainable economy;

-   A4: The WASOP’s communication activities, including raising awareness of the potential of the blue economy are being implemented, notably through a Practitioners’ network.

A project team, based in Praia, Cape Verde, will be recruited to ensure the steering of the activities implemented by Expertise France. The project team will include:

Ø  Management team: Project Director, Deputy Director;

Ø  An operational team:

o   Head of Monitoring and Evaluation, Key Senior Experts (R1), 

o   Technical Assistance Manager (R2),

o   Grant Manager (R3),

o   Communication Manager (R4), etc. 

Ø  Support team: Administrative and Financial Manager (RAF), Procurement Officer, Logistics and Events Office, Accountant, Administrative Assistant (current job description).

Required profile

  • Diploma in management, administration or equivalent.
  • Previous experience in a similar position is desired.
  • Relational and adaptive ability.

Required Skills:

  • Excellent command of French, English and Portuguese.
  • Good interpersonal skills.
  • Good organizational skills.
  • Proficiency in office tools (Word, Excel, PowerPoint, Outlook).
  • Proficiency in planning and organization tools.
  • Ability to handle multiple tasks simultaneously.
  • Discretion and confidentiality.
  • Initiative and autonomy.
