Mission description

For the implementation of the project, Expertise France is currently recruiting an Egov Expert for the SO4.
The Egov Expert will hold the responsibility of ensuring Long Term expert for SO4. He/She will work in collaboration with EF Team Leader and the project manager in Paris. 
He/she will be responsible for the following tasks: 
•    Support and advice to the EF Team Leader on the project activities; 
•    Draft the terms of reference for the mobilization of International and national short-term public and private experts;
•    Supervise and coordinate the work of short-term experts for S04;
•    Coordinate with other Team Europe experts and team leader’s / project managers to ensure smooth implementation of activities;
•    Monitor the quality of expert services in the short term by ensuring the overall coherence of the various missions of the programme of activities.
•    Monitor the technical implementation of the activities of the project in line with the budget capacity, the project objectives and the indicators achievements;
•    Final quality control of project documents such expert deliverables, narrative reports; 
Deliverables.
The key expert is responsible for ensuring the delivery of the outputs. In addition, the key expert holds responsibility for the production of the final outputs with which he/she is directly assigned.
In addition, the expert shall submit:
1.      Concept notes for each of the outputs, clearly indicating the type of support, timeframe, content of the deliverable(s) and expert inputs (as and if appropriate);
2.      Terms of reference for the mobilization of short-term experts;
3.      Inputs for the Inception Report, Progress Reports and the Final Report;
4.      Ad-hoc meetings documentation and reports subject to adjustment at the end of the project inception phase.
All deliverables shall be submitted using the templates provided by Expertise France.

Project or context description

This Action supports the Global Gateway strategy implementation in the East Africa Community, advancing EU-Africa cooperation through the Africa-Europe Investment Package announced in 2022. The East African Community (EAC) was established in 1999 to increase regional trade as well as economic integration while enhancing political cohesion among the Partner States (PS). It comprises eight PS namely Republic of Burundi, the Democratic Republic of Congo, the Republic of Kenya, the Republic of Rwanda, the Federal Republic of Somalia, the Republic of South Sudan, the Republic of Uganda, and the United Republic of Tanzania. The Republic of South Sudan joined the Community on 15th August 2016 and DR Congo on 11th July 2022. On 5th March 2024, the Federal Republic of Somalia finally joined the EAC as the bloc’s 8th Partner State after officially depositing its instrument of ratification of the Treaty of Accession embarking on a roadmap process to implement existing regional agreements. Together the EAC has a population of an estimated 302.2 million citizens and a Gross Domestic Product (GDP) of USD 312.9 billion (2023). The EAC integration process is guided by the 1999 Treaty for the Establishment of the EAC (EAC Treaty) and implemented by the 6th EAC Development Strategy. The objectives of the Community are to develop policies and programmes aimed at widening and deepening cooperation among the PS across political, economic, social, legal and security agendas. The EAC Treaty calls for a people-centred and market-driven integration process. In pursuit of these objectives, the EAC aims to move towards a political federation through a four-stage process, beginning with a Customs Union (focusing on movement of goods), progressing to a Common Market (extending to free movement of services, labour, capital, etc.) and then Monetary Union, with the ultimate goal of establishing a Political Union in East Africa. During the EAC Summit 2024 Head of States agreed to utilize digital transformation to fast-track regional integration and integrate this priority into upcoming 7th EAC Development Strategy.
In her State of the Union Address in September 2020, European Union Commission President Ursula von der Leyen announced that Europe should secure digital sovereignty with a common vision of the EU in 2030, based on clear goals and principles. In response, the Commission presented a comprehensive Digital Compass Strategy in 2021, setting out digital ambitions for 2030, establishing a monitoring system and outlining key milestones and the means of achieving these ambitions. Investments into partner countries’ digital infrastructure, science, and technology are also a main pillar of the European Commission’s Global Gateway initiative launched in 2021. Human-centered digital ecosystems are key for the achievement of the EU’s external policy objectives. The Communication on Shaping Europe’s Digital Future (COM 2020-67), ongoing work on the Digital Services Act and Digital Markets Act, the EU’s Digital Decade / ‘Digital Compass’ Communication, Global Gateway initiative and the recent Council Conclusions on Digital Diplomacy, to name a few, show the importance the EU of the digital agenda and policies. Effective donor coordination and joint digital diplomacy is requested to deliver on the international dimension of the Commission’s digital agenda and cooperation priorities. For this purpose, the “Digital4Development” (D4D) Hub is the central instrument to address common challenges of European Member States, coordinate investments and project implementation and seize the opportunities of digitalisation across regions and countries. The D4D Hub was launched as Team Europe Initiative in December 2020 by the President of the European Commission, European Heads of State and D4D Hub partners and serves as a strategic multi-stakeholder platform that fosters digital development cooperation between “Team Europe” and partners of the digital ecosystem.
In order to implement “Global Gateway” and fast-track EAC regional integration physical infrastructure alone is not enough for human-centered digital transformation, but connectivity must be utilized for better digital economy and services for the people in East Africa and accompanied by soft infrastructure, while ensuring sustainability of the measures. Through work on regional and continental dimensions of eCommerce, ePayments, eGovernance, and cybersecurity within the Global Gateway Africa-Europe Investment Package, this Action aims to contribute significantly to trade and digitalization, ultimately fostering a sustainable digital single market in Africa with a focus on partner states of the East African Community.
By fostering eCommerce, ePayments, eGovernance, and cybersecurity, this Action aligns with EU goals for economic integration, digital infrastructure, and sustainable connectivity, especially in Sub-Saharan Africa – implementing the “Team Europe”-initiatives “Safe Digital Boost for Africa” as well as contributing to the “Team Europe Initiative” in support to African economic integration towards the African Continental Free Trade Area (AfCTA). The Action ultimately aims to build a robust digital single market in Africa, enhancing trade, digital access, and shared standards. Concurrently, specific initiatives within eCommerce and ePayments will contribute to the objectives of the EU Trade Policy Review, fostering greater economic integration and shared standards with African countries.
The Overall Objective (Impact) of this Action is to accelerate digital trade and e-governance at continental, regional and bilateral levels within a robust cybersecurity environment in the framework of an African single digital market. 

The Specific Objectives (Outcome) of this action are to: 
1.    Support the enhancement of the EAC operational readiness for implementation of the digital transformation strategy (Support to the EAC Digital Transformation Strategy)
2.    Enable, Expand, improve and make more inclusive cross-border digital trade in East Africa (eCommerce)
3.    Improve cross-border ePayments and their interoperability in the EAC including enabling and harmonising national payment systems (ePayment)
4.    Improve organisational and technical enabling environment for eGovernance and enhance related cross-border interoperable service delivery (eGovernance)
5.     Enhance the development of regionally harmonised cybersecurity frameworks and protection of critical infrastructure (Cybersecurity)

Required profile

Qualifications and skills

•    Master's degree or equivalent in university degree in information systems, digital transformation, or other equivalent field; 
•    Proven ability to coordinate a project with ambitious indicators 
•    Ability to work in a team and bring out ideas and operational solutions;
•    Excellent interpersonal and communication skills;
•    Proactive, with a sense of responsibility;
•    Organizational skills and attention to detail;
•    Strong Institutional representation capacity;
•    Demonstrated autonomy, flexibility, and responsiveness;
•    Analytical mindset and ability to synthesize information;
•    Demonstrated ability to work in a multicultural environment;
•    Demonstrated ability to work in a complex context;
•    Excellent proficiency of English, both oral and written, essential – French is a plus. 

Professional experience
•    Minimum of 10 years of progressive experience in the field of e-governance/ICT strategy/ or related fields, with broad knowledge and practical experience in developing strategic projects in digital transformation in EU, new Member States or Candidate Countries; 
•    Proven Experience in international projects related to digital transformation/e-governance, including in the African region;
•    Proven Experience in developing regulatory and organizational frameworks for interoperable and cross-border digital government services;
•    Proven Experience in developing Technical specifications for building blocks and software solutions for interoperable and cross-border digital government;
•    Prior experience of enhancing the capacities of in digital transformation/e-governance;
•    Proven ability to collaborate with government agencies, private sector partners, and civil society organizations to achieve project objectives;
•    Experience in the implementation of EU cooperation projects under the delegated management modality is a plus;
•    Strong project management skills, deadline compliance, high quality of internal and external documents is a plus;

Additional information

The Egov Expert will be based in will be based in the EAC region and will report directly to the Team Leader based in EAC and the unit manager of the "Justice and State Reform" unit at Expertise France headquarters in Paris, which falls under the "Governance" department.
