Mission description

The expert will contribute to the feasibility study on the development of French medical programs in Egypt, both in the analysis and the formulation of recommendations, by providing a focus on Egypt, particularly its healthcare ecosystem, medical education system, and international cooperations.

The expert will work under the supervision of the lead expert, based in France, who is responsible for overseeing the project and focusing on the French context.

 

Methodology

To achieve the set objectives, a structured methodology consisting of several stages will be implemented, combining an analytical and participatory approach, including but not limited to:

  • collecting and analyzing data from desk research and interviews with experts
  • analyzing educational content and teaching practices
  • site visits and interviews with institutional representatives, faculty members, and professionals of the sector.

 

Expected results

The expert will contribute to the study by formalizing analyses and proposing recommendations, particularly on the following topics:

  • international cooperation of Egyptian medical schools (models, best practices, institutional and legal frameworks, success factors)
  • potential partners within the Egyptian healthcare ecosystem (types of stakeholders, mapping, experience, motivation, capacity)
  • curricula (comparison with France and other countries and possible convergences, synergies with other ecosystem actors such as hospitals, potential improvements to meet the needs of the Egyptian healthcare system and the country's socio-economic specificities, relevance of international cooperation, particularly with France)
  • pedagogical, legal, institutional, and economic models that can ensure the sustainability of the proposed programs
  • strategies of Egyptian institutions.

 

Schedule

The mission will last 20 days, from March to May 2025.

  • March / April: Research and data collection
    • Collecting data on curricula, medical programs, and socio-economic needs.
    • Interviews with experts, academic institutions, and Egyptian partners.
  • April / May: Site visits and organizing meetings with Egyptian stakeholders, involving the lead expert during trips to Egypt.
  • May: Development of recommendations and contribution to the writing of the final report.

Depending on the date of the Franco-Egyptian Forum on Higher Education and Research, the schedule may be adjusted.

Project or context description

The project aims to conduct a feasibility study on the development of French medical programs in Egypt.

In the context of a growing demand for high-quality healthcare and advancements in medical technologies, strengthening medical competencies is a priority for Egypt.

The implementation of French medical programs in Egypt could contribute to this objective.

The study therefore aims to assess the feasibility of developing French medical programs in public Egyptian universities, particularly Ain Shams University, Cairo University, and Alexandria University, through partnerships with French universities.

The project will build on the momentum of the Franco-Egyptian Forum on Higher Education and Research, which will take place in spring or summer 2025 and will strengthen academic cooperation between France and Egypt.

Required profile

Sectorial Skills

- Expertise in medical education, ideally as a Professor of Medicine

- Knowledge of the Egyptian healthcare ecosystem

- Experience in international cooperation and understanding its challenges (pedagogical, scientific, institutional, legal, economic, political)

 

Project Management and Study Execution Skills

- Analytical and synthesis abilities, creativity, and proactivity.

- Project management skills in an international and multicultural environment.

- Diplomacy, autonomy, ability to work in teams and remotely, with rigor, flexibility, and responsiveness.

 

Communication Skills

- Full working proficiency in French, Arabic, and English, both written and spoken.

- Ability to lead workshops and working meetings.
